FB Business, Technology BlueChem may spend 15b yuan to double output 4 April 2011 South China Morning Post (c) 2011 South China Morning Post Publishers Limited, Hong Kong. All rights reserved. Fertiliser and chemicals producer China BlueChemical plans to spend 10 to 15 billion yuan (HK$11.8 to 17.8 billion) over the next five years to more than double fertiliser output capacity, and is eyeing acquisition and expansion opportunities. The sister firm of the nation's dominant offshore oil and gas producer CNOOC has obtained approval to build a 1.04 million-tonne-a-year nitrogenous fertiliser plant in Shanxi using coal as feedstock. The project was delayed by a year over mining rights. First fertiliser production is expected in the first half of 2013, chief executive Yang Yexin said. In the middle of last year, BlueChem bought an 80 per cent stake in a firm with rights to develop a 520,000 tonne-a-year nitrogenous fertiliser plant in Heilongjiang province. The project, also using coal, is expected to come on-stream in mid-2013. In Hubei and Guizhou provinces, Yang said, the company planned to add two million tonnes of annual phosphorous fertiliser capacity. Based on minimum investment costs of 2.8 billion yuan for a 520,000 tonne-a-year nitrogenous fertiliser plant, and 2 billion yuan for a 500,000 tonne-a-year phosphate fertiliser plant, the total investment cost could reach 14.5 billion yuan. "We should be spending at least two to three billion yuan on capital investment each year in the next five years," Yang said. "This excludes our planned expansion in downstream chemicals production and any acquisitions." BlueChem uses mainly natural gas produced by CNOOC on Hainan Island to make nitrogenous fertiliser, but due to the scarcity of gas resource and huge gas demand as a cleaner fuel, mainland fertiliser producers are increasingly using coal. To narrow the income gap between rural and urban areas and ensure food supply security, Beijing has for years been paying increasing subsidies to the farming sector. "The fertiliser industry is a long-term growth sector," Yang said. But he acknowledged the sector was oversupplied and that progress of BlueChem's expansion plans was subject to Beijing's policies to phase out inefficient and pollution-prone small and medium-sized plants. Yang said rising feedstock costs, especially that of coal, had already sent some 450 plants out of business. In addition to nitrogenous and phosphate fertilisers, BlueChem also wants to expand into potassium fertiliser. But potassium resources are in short supply in China and overseas supply is dominated by a few nations such as Canada and Belarus. Yang said investing in overseas potassium resource development could be lucrative since unlike China, many other nations did not to control fertiliser prices. But negotiations have been tough to meet BlueChem's requirement for investment returns of 12 per cent. The company is also in final talks to acquire its parent China National Offshore Oil Corp's 40 per cent stake in composite fertiliser joint venture Sino-Arab Chemical Fertilisers. The balance is held by state-owned Tunisian firm Societe Industrielle d'Acide Phosphorique et d'Engrais. Yang said progress had been delayed by instability in Tunisia. The group last week posted a 19.4 per cent increase in net profit to 1.18 billion yuan mainly on higher product prices, while sales volume grew 5.3 per cent. Gross profit margin jumped to 31.9 per cent from 29.7 per cent.
Kuwait in talks with BP, others to build $9 bil Chinese refinery 5 April 2011 Platts Commodity News Copyright 2011. Platts. All Rights Reserved. Kuwait City (Platts)--5Apr2011/748 am EDT/1148 GMT Kuwait is talking to several companies including BP about a partnership in a joint venture with Sinopec to build a $9 billion refinery-petrochemical project in China, a senior Kuwaiti official said Tuesday. Mohammed Jasem, vice president and chief planning officer for Kuwait Petroleum International, told reporters at a conference that he hoped to finalize a partnership by May of this year. Kuwait Petroleum International is a subsidiary of state conglomerate Kuwait Petroleum Corp. Kuwait received final approval for the mega-project last month. The two countries signed an MOU to build the 300,000 b/d capacity complex based in Zhanjiang, southern Guangdong province, in 2005. The plant -- which will include a 1 million mt/year capacity ethylene cracker -- is planned to come on stream in 2013. Sinopec and KPC are equal partners in the project. KPC has been holding talks in recent months to bring in a major international oil company to take a 20% plus share of the overall project from its 50% stake. Al-Jassem said the door was open for any potential partner to join in the venture often characterized as the largest one in China involving foreign companies. The project is paving the way for KPC to achieve its China-bound crude oil export target of 500,000 b/d. Crude oil exports to China currently average slightly less than half of that.

Uzbekistan, China agree to implement projects worth $ 5 billion 21 April 2011 03:26 Trend News Agency (Azerbaijan) TRENDE English Uzbekistan, Tashkent, April 20 / Trend D.Azizov / Uzbekistan and China have signed more than 25 interstate, intergovernmentaland interdepartmental agreements during Uzbek President Islam Karimov’stwo-day state visit to China, the Uzbek National news agency (UzA)reported. The agreement provides for implementation of a number of investment projects worth over $5 billion. During the visit, the parties signed an agreement to build a third line of the Uzbekistan-China gas pipeline, whose capacity will be increased by 25 billion cubic meters per year. Ex-Im Bank and the State Bank of China opened a new credit line to Uzbek banks amounting to $1.5 billion to implement joint investment projects. The People's Bank of China and the Central Bank of Uzbekistan signed an agreement on currency swaps in soums and yuan, which greatly expands the possibilities of investment and trade cooperation. Moreover, agreements were signed on the implementation of major investment projects in the chemical, oil and gas, energy and transport sectors - including construction of the second Dekhkanabad potash fertilizer plant, organization of automotive and agricultural tire production, Angren conveyor belts, construction of new power units at thermal power plants, modernization and development of the coal industry, the supply of modern locomotives and other projects. China is interested in expanding the supply of cotton fiber, natural gas, uranium ore, nonferrous metals and rare earth elements, and mineral fertilizers from Uzbekistan on the long-term and stable basis. In this regard, the parties agreed on extending the intergovernmental agreement on strategic goods’ trade until 2020. The leading telecom companies Huawei of China and ZTE of Uzbekistan reached an agreement on joint investment projects. The sides paid particular attention to the development of transport and communication networks, creation of strong corridors linking Uzbekistan and China, and discussed the issue of opening an air bridge to East China, via the Navoi airport, from Europe and the construction of a railway linking Uzbekistan and China via the shortest route possible. Uzbekistan and China will create a joint committee for high level cooperation that will create a reliable institutional framework for the development of systematic relations. During the talks, Chinese President Hu Jintao said that Uzbekistan-China relations are entering a qualitatively new phase characterized by the beginning of a large-scale cooperation in the sphere of high technologies. Jintao expressed his appreciation to Karimov for a significant increase in the strategic raw materials supply from Uzbekistan for the growing needs of the Chinese economy. As a result, the total volume of the bilateral trade has increased more than fourfold over the past five years. Some 347 companies operate with 100% of the Chinese capital investment in Uzbekistan, which makes up 57 percent of Uzbekistan’s companies. According to the Chinese side, the volume of the bilateral trade increased from $680 million to $ 2.47 billion in 2005- 2010. Uzbek exports to China increased from $450 million to $ 1.299 billion.
Origin grows LNG customer base CHINA'S SINOPEC SIGNS $90BN SALES DEAL AND TAKES KEY STAKE Andrew Fraser 23 April 2011 The Australian ORIGIN Energy claims it is unlikely that any future customers will take up an equity position in its liquefied natural gas project, despite Chinese company Sinopec taking a 15 per cent equity stake in its joint venture. Origin confirmed late on Thursday that Sinopec would take 4.3 million tonnes of LNG derived from coal-seam gas deposits in central and southern Queensland for each of the 20 years from 2015. The two parties had reached a non-binding agreement about a month ago and since then had worked on a binding agreement under which Origin and its partner ConocoPhillips would each sell down 7.5 per cent of their interest to allow Sinopec to secure 15 per cent of the Australia Pacific LNG Project. Origin now has the customers to support a one-train operation, and managing director Grant King said the company was looking to sign up further customers for the second train. ``But it's more likely that the second train customers will be at a different level,'' Mr King said. ``If we do end up selling enough for a second train, then the equity outcome could be quite different from that associated with the first train.'' The deal links the price of LNG to the oil price and could be worth as much as $90 billion if pricing is similar to that of recent coal-seam gas supply deals done by Adelaide-based Santos. Korean company Kogas paid $600 million to buy a 15 per cent stake in Santos's LNG project, but Mr King said the higher price paid by Sinopec ``reflects their view of the value of the project''. ``APLNG is dramatically stronger, I think, than other projects, and that's what reflects in that price,'' he said. Mr King and ConocoPhillips senior vice-president exploration and production Ryan Lance said APLNG was still looking for customers in the Asian region. ``Since the tragic events in Japan last month we're finding a greater demand for gas among other Asian countries,'' Mr Lance said. ``(That includes) the large buyers in Japan and Korea down through China to India as well.'' One further possible buyer is Thailand's biggest fuel importer PPT, a government-owned enterprise that has set up facilities at Thailand ports specifically to take supplies of LNG and convert them back into gas. The APLNG project still has to make a final investment decision, but this is expected around the middle of the year. If it goes ahead, the APLNG project will be the largest of the four major LNG projects to be set up at Gladstone in Queensland, with an initial capacity of 4.5 million tonnes a year ramping up to 18 million tonnes. But both Santos and the British-based BG Group have government approvals and FIDs, putting their construction times ahead of the APLNG project. China is boosting gas consumption to 10 per cent of its total energy use by 2020. This deal is its second-largest purchase of Australian LNG. The largest was in 2002 when China National Offshore Oil Corp secured 3.7 million tonnes of gas a year from Australia's Northwest Shelf project for 25 years.
