    Handelsoverschot China daalt sterk

    PEKING (AFN) - De internationale handel van China is in januari opnieuw explosief gegroeid. Doordat de import nog sterker groeide dan de export daalde het handelsoverschot van het land naar het laagste niveau van de afgelopen negen maanden, bleek maandag uit cijfers van de Chinese douane.

    De export van China groeide in de eerste maand van het jaar met bijna 38 procent, de import lag 51 procent hoger dan een jaar eerder. Het overschot in de internationale handel kwam daardoor uit op 6,5 miljard dollar (4,8 miljard euro), tegen 13,1 miljard dollar in de voorgaande maand.

    Het handelsoverschot van China daalt in het eerste kwartaal van het jaar over het algemeen, omdat de export in die maanden minder sterk groeit dan de import. De daling in januari was echter aanzienlijk sterker dan economen hadden voorzien.

    China bouwt luchthaven in Soedan

    PEKING (AFN) - Een Chinees bedrijf heeft een opdracht gekregen ter waarde van 900 miljoen euro om een nieuwe luchthaven te bouwen in de Soedanese hoofdstad Khartoem.

    Een dochtermaatschappij van China Communications Constructions Company (CCCC) legt een landingsbaan aan die lang genoeg is voor de superjumbo van Airbus, de A380. Verder komen er een passagiersterminal, een hangar, een verkeerstoren en alle andere faciliteiten die bij een moderne luchthaven horen.

    Het project moet Khartoem internationaal beter op de kaart zetten en zal ook de impact van CCCC in Soedan vergroten, zo meldt een website van de Chinese overheid. Soedan is de vijf na grootste leverancier van olie aan China. Er is China dan ook veel aan gelegen om de verhoudingen met het Afrikaanse land warm te houden.

    CALGARY, Alberta/HONG KONG, Feb 10 (Reuters) - PetroChina is purchasing
    half of a prolific shale gas project from Canada's Encana Corp for C$5.4
    billion ($5.4 billion), marking the largest Chinese investment yet in a
    foreign natural gas asset.

    Chinese companies such as PetroChina and CNOOC have been scouring globally
    for unconventional gas assets to reduce reliance on coal and satisfy its
    energy hunger to fuel its economy, now the world's second-largest.

    In January, CNOOC struck a $570 million shale deal with U.S. natural gas
    company Chesapeake Energy Corp , its second such deal with the American
    company in about four months.

    On Thursday, shares of PetroChina , Asia's largest oil and gas producer,
    fell more than 2 percent in Hong Kong trade, lagging the Hang Seng's 0.7
    percent fall, as analysts said the deal, to be paid all in cash, was
    pricey.

    Encana shares closed down 60 Canadian cents, or 2 percent, at C$30.65 on
    the Toronto Stock Exchange. It announced the deal after the market closed.

    "Not too dissimilar to the CNOOC/Chesapeake deals, the PetroChina/Encana
    tie-up is another win-win that enables China to acquire quick exposure to
    the long term shale oil/gas boom in North America," said Gordon Kwan, an
    analyst with Mirae Asset Management in Hong Kong.

    Kwan said the deal will also allow Chinese companies like PetroChina to
    migrate the technology back to China for its development in domestic
    unconventional oil and gas resources.

    LITTLE THREAT FROM POLITICS

    Encana, one of the North America's largest gas producers, and state-owned
    PetroChina agreed to form a 50-50 joint venture to develop the Cutbank
    Ridge lands in the westernmost province of British Columbia over several
    years.

    The deal, which is subject to approval by the Canadian and Chinese
    governments, came after nine months of talks, both companies said.

    The venture will allow Encana to accelerate development of its vast
    reserves while keeping a lid on capital investments at a time when natural
    gas markets are weak. For the Chinese, it's another step toward the
    country's goal of tripling the use of the lower-carbon fuel over the next
    decade.

    The venture is likely to go ahead without much political fanfare as the
    purchase of a 50 percent stake in the Canadian firm's unconventional gas
    assets was not nearly as threatening as an outright acquisition.

    "You can't guarantee it is going to go ahead but I think it is quite
    likely. These guys are more than happy to take a few billion dollars in
    there, that is ultimately what it is all about," said Brynjar Bustnes,
    analyst at JP Morgan in Hong Kong.

    The value of the deal surpasses PetroChina's $3.1 billion joint bid with
    Royal Dutch Shell to buy Australia's coal-seam gas player Arrow Energy last year.

    It is also worth more than the largest previous Canadian energy buy,
    Sinopec Corp's $4.65 billion acquisition of ConocoPhillips' stake in the
    Syncrude Canada oil sands venture.

    "It looks expensive to us," said Neil Beveridge, analyst at Sanford C.
    Bernstein in Hong Kong.

    "If you look at the proven reserves that PetroChina are getting it is one
    trillion cubic feet of gas for $5.4 billion, so it looks to be about $5.40
    per mscf (million cubic feet) on the current proven reserves which looks to be expensive."

    The deal has been so priced even as North American gas prices are
    languishing under the weight of high inventories and the potential
    production that new technology has opened up in hard-to-reach shale
    formations.

    The price tag represents 3.8 percent of Encana's 2010 estimated production
    for 24 percent of its market capitalisation.

    "This is an outstanding valuation for Encana," CIBC World Markets analyst
    Andrew Potter said.

    Cutbank Ridge, comprising 635,000 net acres (257,000 hectares) in
    northeastern British Columbia, currently produces 255 million cubic feet of gas a day from proved reserves of about 1 trillion cubic feet.

    PetroChina is offering $1 billion for a 50 per cent stake in refineries in
    France and Scotland, seller UK chemical group Ineos said, in the first
    indication of the deal’s value.

    Under an agreement struck earlier this month, Petrochina will acquire a 50
    per cent stake in Ineos’ European refining business, including the plants
    at Grangemouth in Scotland and Lavera in France.

    The deal comes as the European refining sector struggles with excess
    capacity, high taxes and competition with cheap gas.

    "This offer is an important step on the way to forming a strategic
    partnership with PetroChina", Ineos’ chairman Jim Ratcliffe said.

    "It allows us to remain fully committed to our refining business as well as presenting an opportunity to further develop our interests in China and
    beyond."

    Ineos, which has struggled with its debt pile, said the deal will reduce
    its leverage to around 3.5 times its earnings before interest, tax,
    depreciation and amortisation (EBITDA) from around 4.3 times in September
    last year.

    The company, which secured consent from 90 per cent of its loan lenders for a 1 billion euro loan and bond refinancing plan last year, will freshly evaluate its refinancing options over the first six months this year.

    The transaction with Petrochina will comprise a trading joint venture and a refining joint venture, which aim to be completed in the second quarter of this year.

    Ineos spokesman Richard Longden said it was "too early" to discuss the
    impact of the joint venture on Ineos’ existing agreement with Morgan
    Stanley, which comprises products marketing and oil purchasing.

    China gaat meer doen tegen hiv en aids

    PEKING (ANP) - De Chinese regering heeft woensdag gewaarschuwd dat hiv en aids in sommige regio's zeer wijdverspreid zijn. Het land wil de epidemie bestrijden met onder andere informatiecampagnes, scherpere controles en de verstrekking van condooms.

    Hiv, het virus dat aids kan veroorzaken, en aids waren lang een taboe in China. Pas de laatste jaren praat de regering openlijk over de besmettingen. Het is onduidelijk hoeveel mensen met hiv besmet zijn. De schattingen lopen uiteen van 590.000 tot 920.000. Tussen de 97.000 en 112.000 mensen lijden aan aids.

    De regering wil dat het aantal besmettingen in 2015 niet verder stijgt. In 2020 moet de epidemie in het hele land onder controle zijn, aldus een woordvoerder.

Duits onderzoek heeft uitgewezen dat vlees sporen van clenbuterol kan bevatten. De hogeschool van Keulen heeft de urine geanalyseerd van atleten die in de periode 15 september 2010 tot 15 januari China hadden bezocht. In 22 gevallen werden geringe hoeveelheden van het verboden spierversterkend middel gevonden.

    Clenbuterol wordt in de veeteelt gebruikt ter bestrijding van astma, maar heeft als prettige bijkomstigheid dat runderen er meer mager vlees door gaan leveren. De Spaanse wielrenner Alberto Contador raakte, naar eigen zeggen door het nuttigen van een verdachte biefstuk, bijna zijn Tourzege van 2010 kwijt. Hij werd dinsdag vrijgesproken van bewust clenbuterolgebruik.

    China gaat vanaf april optiehandel in de eigen munt, de yuan, toestaan. Deze nieuwe markt moet de weg voor een meer flexibele handel in de munt plaveien, aldus de Chinese overheid woensdag.

    China wil met de derivatenmarkt voor de yuan bedrijven meer mogelijkheden geven om zicht in te dekken tegen een geleidelijke appreciatie van de yuan en onzekerheden op de valutamarkt. Volgens de Chinese overheid gaat het om een eerste stap en zullen er meer ontwikkelingen volgen.

    Flexibeler

    'Dit is een belangrijke eerste zet in de ontwikkeling van een derivatenmarkt voor de yuan', aldus Zhao Xijun, senior econoom van de Renmin Universiteit in Peking tegenover persbureau Reuters. 'De yuan wordt zo meer marktgeoriënteerd en flexibeler te verhandelen.'

    De opties vallen onder de zogeheten Europese stijl. Dat wil zeggen dat tussentijdse uitoefening van de optie niet mogelijk is. Een optie geeft het recht - niet de plicht - om een munteenheid te kopen of verkopen op een vooraf vastgestelde prijs en tijdstip.

    China schrapt doodstraf voor 13 misdrijven

    PEKING (ANP) - China, dat de doodstraf vaker toepast dan alle andere landen ter wereld tezamen, heeft de straf afgeschaft voor dertien economische misdrijven. Wie antiek smokkelt of belastingfraude pleegt, kan daarvoor niet meer ter dood worden gebracht.

    Het is de eerste keer dat China een streep zet door enkele misdrijven waarop de doodstraf staat, sinds in 1979 het nieuwe wetboek van strafrecht van kracht werd. De straf geldt nog wel voor corruptie en 54 andere delicten, meldde het Chinese persbureau Xinhua vrijdag.

    ,,De aanpassing is een volgende stap in het genadiger maken van onze justitie'', zei vicevoorzitter Lang Sheng van de parlementscommissie voor justitie. ,,De doodstraffen moeten overeenstemmen met onze economische en sociale ontwikkeling.'' Nieuw is ook dat mensen van 75 jaar en ouder geen doodstraf meer kunnen krijgen voor de meeste delicten.

    Natuurrampen eisten veel Chinese levens

    NANJING (ANP) - Natuurrampen hebben in China in de afgelopen vijf jaar tot 104.000 doden geleid. Volgens de Chinese vice-minister van volkszaken Luo Pingfei is dat het hoogste aantal doden in een periode van vijf jaar sinds de stichting van Volksrepubliek China in 1949. Dat meldde het Chinese staatspersbureau Xinhua vrijdag.

    Luo sprak tijdens een nationale conferentie over rampen. Volgens hem is de materiële schade van de natuurrampen omgerekend 276 miljard euro. In de afgelopen vijf jaar waren er veel aardbevingen in China, waaronder de zware beving in de provincie Sichuan op 12 mei 2008. De beving met een kracht van 8 op de schaal van Richter leidde tot meer dan 80.000 doden en vermisten.

    PEKING (AFN) - China zal de komende jaren mikken op een economische groei van 7 procent. Dat zei premier Wen Jiabao zaterdag tijdens een chatsessie. ,,In het vijfjarenplan hebben we besloten tot een economische groei van 7 procent'', aldus de premier.

    De doelstelling van Wen is lager dan de gebruikelijke 8 procent. Peking heeft altijd gesteld dat 8 procent het minimum is om sociale onrust in het land te voorkomen. Wen sprak via internet met zijn bevolking, voorafgaand aan mogelijke demonstraties in grote steden. Daartoe is via internet opgeroepen in navolging van de betogingen in de Arabische wereld.

    In 2010 groeide de Chinese economie 10.3 procent, ondanks de wereldwijde economische crisis. Peking heeft een aantal maatregelen genomen om de economische groei wat te temperen uit angst voor oververhitting. Daardoor zijn de huizenprijzen gestegen, evenals de inflatie.

    ROTTERDAM (AFN) - Het Havenbedrijf Rotterdam overweegt te investeren in de haven van Nangang, in het noorden van China. Dat zei de havenorganisatie vrijdag. Ze liet ook weten dat het Nangang Industrial Port Complex vijf jaar gaat ondersteunen met het management van een nieuw te ontwikkelen havencomplex. Daarmee begint de havenautoriteit nog deze week.

    De Rotterdamse havenautoriteit gaat de Chinese organisatie onder meer helpen met havenplanning, operationele procedures en verkeersmanagement. Het is volgens het havenbedrijf de eerste keer dat een buitenlandse havenautoriteit actief is in een Chinese haven.

    Het ziet Nangang als een volgende stap in de uitbouw van een wereldwijd netwerk. Er is onder meer al een joint venture met het sultanaat Oman voor de ontwikkeling en het beheer van een havencomplex in Sohar.

    Nangang is een dochteronderneming van het havenbedrijf Tianjin. Tianjin is de belangrijkste haven voor Beijing. Nangang ligt op 165 kilometer afstand van Beijing en wordt het grootste industriële complex in Noord-China met een grootte van 200 km2. De Rotterdamse haven bestrijkt straks, inclusief de Tweede Maasvlakte, in totaal 125 km2. In het Chinese havengebied worden petrochemische, metaalgerelateerde en andere zware industriële bedrijven gevestigd.

    China behoudt proactief begrotingsbeleid in 2011


    AMSTERDAM (Dow Jones)--De Chinese Minister van Financien, Xie Xuren, zei maandag dat de regering dit jaar een proactief begrotingsbeleid zal blijven voeren en dat het behouden van prijsstabiliteit een "meer prominente" prioriteit zal krijgen.

    Op een persconferentie tijdens de National People's Congress, de jaarlijkse bijeenkomst van de Chinese overheid, zei Xie dat China zal doorgaan met het stuwen van de binnenlandse consumptie als onderdeel van de inspanningen om de economie geleidelijk minder afhankelijk te maken van de export en overheidsinvesteringen.

    Xie zei ook dat het land het aanbod van basisproducten zal vergroten als een van de middelen om de consumentenprijzen stabiel te houden.

    Tevens zei Xie dat het mondiale economische herstel broos en onzeker blijft.

    BEIJING, March 4 (Reuters) - China Natural Gas Company Ltd, controlled by
    PetroChina unit Kunlun Energy , has started building a plant in Inner
    Mongolia to chill off-gas from steel mills and coking plants into cleaner
    liquefied natural gas (LNG).

    The first of its kind in China, the plant will start producing in August
    next year 500,000 tonnes of LNG per year from off-gas captured from the
    coal mining and metal-working industries in Wuhai city, said Black &
    Veatch, a U.S. firm contracted to do engineering and procurement work for
    the project.

    Off-gas emitted by China's massive coking coal industry would be equivalentto roughly 12 billion cubic metres of natural gas a year if captured, the same amount China's flagship West-East gas pipeline sends from gas fields in the remote northwest Xinjiang region to coastal regions in the east.

    "In coke oven gas-rich areas like Wuhai, it is dark even during the day
    time. This is an excellent demonstration project for the industry to save
    energy and to diminish emissions in the region," said Michael Gai, Black &
    Veatch's project manager.

    The Wuhai project costs some 2 billion yuan ($304.4 million) and 18 months
    to build.

    China, the world's top energy user, has in the past decade grown a niche
    clean fuel sector -- small-scale onshore gas liquefaction facilities --
    that have filled a supply gap as the country leaps forward in using the
    lower-carbon fuel.

    Kunlun Energy, a unit of top Chinese energy firm PetroChina and also a key
    player in LNG receiving terminals, has been leading this drive.

    BEIJING, March 4 (Xinhua) - China will cap its total energy consumption at
    4 billion tonnes of coal equivalent by 2015, said Zhang Guobao, former head of the country's National Energy Administration, on Friday.

    The amount is set as a mandatory ceiling in the draft 12th Five-Year
    Programme (2011-2015), Zhang told Xinhua in an exclusive interview. He is a member of the Standing Committee of the 11th National Committee of the
    Chinese People's Political Consultative Conference.

    The five-year period will see an average annual increase of 4.24 per cent
    in energy use, he said. Last year, 3.2 billion tonnes of coal equivalent
    was consumed, Zhang added. .

    "The task of energy conservation and emission cuts is arduous", he said, as he compared the growth of energy use with the 7 per cent of annual economic expansion set by the central government during the five years to 2015.

    China's economic boom in recent years has been fuelled by rising
    consumption of energy. However, inefficient use of energy and pollution has posed a threat to sustainable and balanced growth.

    Chinese Premier Wen Jiabao said on Feb. 27 that China would never exchange
    a high economic growth rate at the cost of harming the environment. He said China would set annual economic growth target at 7 per cent during the five years to 2015, lower than the 7.5 per cent goal set for the five years through 2010.

    Wen also said that China aimed to cut the amount of energy and carbon
    dioxide emissions needed for every unit of gross domestic product by 16 to
    17 per cent from this year to the end of 2015.

    The two targets are also included in the five-year blueprint, Zhang said,
    as he called for more efforts to promote energy conservation and emission
    cuts.

    The 12th Five-Year Programme draft will be reviewed and is expected to be
    approved by deputies to the National People's Congress, which opens its
    annual session Saturday in Beijing.

    China announced in 2009 that it pledged to cut carbon emissions per unit of gross domestic product (GDP) by 40 to 45 per cent by 2020, relative to 2005 levels. In the five years to 2010, China achieved a 19.1 per cent decrease in energy consumption per unit of GDP, close to its target of a 20 per cent cut.

    He said that the five-year plan would demand higher energy efficiency.
    China would start a trial programme for energy saving and emission cuts and resource comprehensive utilization in sectors such as clean coal, oil
    refining, thermal power, nuclear power and renewable energies during the
    five-year period, he said.

    Furthermore, he said that energy security is also a significant task
    through the five years when China will increase strategic reserves of oil
    and gas, while constructing storage bases for natural gas and coal.

    He said that the recent turmoil in the Middle East had driven up
    international oil prices, raising the alert on energy security once again.

    "Oil security is the most important part of achieving energy security," he
    said, adding that "preparations for alternative energies should be made as
    soon as possible."
