Shell Country Chairman On Shell Operating In Russia 18.11.2005 11:20 John Barry, the current Shell’s Country Chairman in Russia, who is leaving his post at the moment, gave an interview to Russia’s business daily Kommersant. Speaking about Shell’s suggestions to raise the estimate of expenditures to $20 billion from $12 billion for the Sakhalin-2 project Mr. Barry said that once they had started extracting on the Sakhalin shelf it became evident that expenditures had to be increased. Mr. Barry also mentioned external reasons for the rise such as general price hikes on the raw materials market. “Sakhalin-2 is a long-term project, therefore changes during its implemented has a great effect on expenses.” The head of Shell’s Russian unit reported that the company had sent on September 15 the project’s new draft budget to the Government to be considered by the task force of the advisory board on October 26. Mr. Barry also breached the exchange of 50-percent stake in Sakhalin-2 with Gazprom for the Zapolyarnoye-neokom company in connection with the rise in expenditures. He said the company had to announce an increase in expenditures on Sakhalin-2 a week after they had signed the memorandum of agreement with Gazprom since rules on the disclosure of information on international stock exchanges bound them to. Under the agreement with Gazprom, Shell is now to check the assets to be exchanged. John Barry did not rule out Shell’s participation in other projects in Russia and called the Western Siberia a very promising region.

Shell introduces innovative technology for water life cycle management in oil fields New technology to manage produced water from specific oil wells has the potential of increasing the amount of water available for industrial use irrigation throughout the Gulf region, said an international Shell technology expert. Kuwait: 2 hours, 54 minutes ago Dr. Zara Khatib, Manager for Technology Deployment at Shell International Exploration and Production (E&P) based in Dubai, speaking on the challenges and opportunities water produced in oil fields at the 7th Gulf Water Conference, which opened in Kuwait on 19 November. Speaking at the 7th Gulf Water Conference, Dr Zara Khatib, Manager for Technology Deployment in Shell International Exploration and Production (E&P), said, 'excess (produced) water is the largest byproduct in oil and gas production and the main criterion for abandoning oil and gas wells, leaving large volumes of hydrocarbons behind.' 'The challenge of produced water is compounded by water being a valuable resource, especially in the largely arid oil-producing countries,' she added. 'Shell has been developing and implementing alternative methods for turning produced water into a value proposition. Our solutions include the treatment of surface produced water, allowing for its use in the irrigation and cultivation of crops, as well as the desalination of aquifer and produced water, ultimately increasing the amount of water available,' said Dr. Khatib, who has recently led Shell's team of experts in this area of research and technology deployment. In addition to increasing water resources, optimization of produced water management in the reservoir improves recovery of hydrocarbons either by re-injecting the water in waterfloods or by supporting reservoir pressure. 'In maturing oil fields, as we find in the Gulf region, Shell has been tackling the challenge of increased water volumes by implementing integrated solutions from the reservoir to the end user, saving fresh water and potable aquifers, and enabling the sustainable development of fields,' Dr Khatib said. Hosted by the Kuwait Institute for Scientific Research (KISR) from 19 to 23 November, the 7th Gulf Water Conference is sponsored by Kuwait Shell Limited as part of the company's commitment to sharing its knowledge, ideas and technology in its efforts to help reduce the environmental impact of oil and gas operations both in the Middle East and internationally.
Shell To Start Seismic Operations In Libya Sunday November 20, 9:06 AM EST Edited Press Release LONDON -(Dow Jones)- Royal Dutch Shell PLC (RDSB.LN) Sunday said Shell EP Libya GmbH, together with its partner the National Oil Corporation of the Great Socialist People's Libyan Arab Jamahiriya (NOC) started seismic operations in the onshore Sirte Basin. The work follows a successful tender process and will result in one of the largest seismic programmes for the Shell Group in 2006. Contracts have been awarded for the deployment of four seismic crews with a phased start up between November 2005 and March 2006. Seismic acquisition will be supplemented with a large aeromagnetic campaign, also planned to start in this month. By the time the work is complete in mid 2007, Shell will have acquired nearly 8000 km of 2D and 3300 square kilometers of 3D seismic, as well as 68,000 kilometers of aeromagnetic data. Drilling is planned to start in the second half of 2007. Shell's Executive Vice President Exploration, Matthias Bichsel, said: "The large work scope and aggressive pace of acquisition demonstrate Shell's commitment and enthusiasm for its exploration programme in Libya's northern Sirte Basin. This marks the start of activities on the ground for this major integrated gas exploration and production project and the beginning of a long- term strategic partnership with Libya in the development of a state-of-the-art LNG industry." The first seismic crew, operated by BGP International Libya Inc, has established its base camp and started operations in the field. The second crew from PGS Exploration Ltd is due to start in late November, followed by crews from WesternGeco Overseas Inc in December and Veritas DGC Ltd in February 2006. The large aeromagnetic surveying campaign, awarded to Worley Parsons Geo- Physical Exploration and local partner, the National Bureau for Research and Development, is due to start operations from the Marsa El Brega airport in late November. In May 2005, Shell signed an agreement to work together with NOC to develop a modern LNG industry, and explore for and develop gas. The project incorporates exploration in five blocks comprising a total area of some 20,000 sq. km and rejuvenation and upgrade of the existing Marsa El Brega LNG plant, which is operated by the Sirte Oil Company. Recent investing newsLittle impact seen after Bush visit to China Bush calls for more political and religious freedom in China Rumsfeld fuels hopes of cut in US forces in Iraq US pension accounting shift 'would hit equities' Bush calls for more religious freedom in China Shell concluded a deal in May to explore and develop five areas in the Sirte Basin at the heart of Libya's major oil and gas producing covering a total of some 20,000 square kilometers (7,700 sq. miles). It also is to upgrade the existing liquefied natural gas plant at Marsa Al-Brega on the Libyan coast. The company said the project will be one of the largest seismic operations for the Shell group in 2006. "This marks the start of activities on the ground for this major integrated gas exploration and production project and the beginning of a long-term strategic partnership with Libya," Matthias Bichsel, Shell's executive vice president for exploration, said in a statement. The other companies awarded contracts are PGS Exploration Ltd., WesternGeco Overseas Ltd. and Veritas DGC Ltd., the statement said. Shell's return to Libya -- where it was active from the 1950s until 1974 and where it conducted exploration in the late 1980s -- has been aided by the country's improved ties with the West following its announcement in December 2003 that it would dismantle its chemical, nuclear and biological programs.

Salym Petroleum Development NV (SPD) has achieved a major milestone in the development of the Salym Group of oilfields in Khanty-Mansi Autonomous Okrug, launching commercial production at the West Salym, the largest of the Salym fields. The opening ceremony for the launch, called SPD Big Oil, will take place at the operation site on November 25, 2005. SPD has reached this remarkable landmark in just two years, carrying out an enormous construction program. An all-weather 50 km long road, power supply facilities, five well pads, the first train of the Central Processing Facility (CPF) capable of processing 3 million tonnes of oil per year (to be later extended to 9 million tonnes per year), in-field supply lines, an 88 km long oil export pipeline and other facilities have been put in place. In December 2004, one year ahead of the schedule stipulated by the License Agreement, SPD commenced limited production from initial wells and transported the oil by tanker truck. On November 25, 2005 the key field infrastructure facilities - the CPF and oil export pipeline, which will transport the Salym oil in the Transneft system, will come on stream. With this event the development of West Salym enters into a fundamentally new phase paving the way to a rapid increase in oil production. In 2006, Upper Salym and Vadelyp will be tied-in to the West Salym CPF. The total oil production from all three Salym fields will be in excess of 2 million tonnes per year in 2006, outlined in the technological schema (around 15 million bbl). “Completing the West Salym CPF and the export pipeline and streaming 30 production wells are major accomplishments for SPD,” commented SPD CEO Dale Rollins. - “Our employees and our contractors have worked tirelessly for two years to achieve this goal and we are collectively very proud to see commercial production start on schedule. In reaching this milestone we have delivered on our commitments to both our shareholders and the Russian authorities. In addition to these operational accomplishments SPD has experienced explosive growth as a company. From an organization of just 15 employees in early 2003 SPD has grown into a large company of over 700 Russian and foreign specialists representing 14 nations, with Russian employees making up nearly 90% of the full-time staff. Currently, SPD is one of the most dynamic oil companies operating in Russia. Our achievements in West Salym development give us the confidence that the SPD team is prepared to tackle new challenges in the ongoing development of the Salym Fields, the largest new project in the energy sector in West Siberia for many years.”
Shell eyes Arctic oil reserves OFFSHORE: Spokesman says care would be required in development. By KRISTEN NELSON Petroleum News Published: November 29, 2005 Last Modified: November 29, 2005 at 05:45 AM One of the world's biggest oil companies believes Arctic waters, including those north of Alaska, hold huge promise as an oil and gas frontier. Oil and gas discoveries have not kept pace with rising energy demands, said Chandler Wilhelm, Alaska exploration manager for Shell Offshore Inc., a unit of Royal Dutch Shell. The places that have provided most of the world's oil are in decline, he said. And Shell sees "the Arctic as a very tantalizing opportunity to develop new oil and gas resources," really "the last remaining frontier." The company's views tend to support studies by academics and agencies that Arctic basins contain "about 25 percent of the world's remaining undiscovered resources," he said at the recent Resource Development Council annual conference in Anchorage. All of these basins are outside of the control of the Organization of Petroleum Exporting Countries, Wilhelm said. "Most of this potential lies offshore," he said, in an area with one-fifth of the world's ocean shelves, and "all of the essential ingredients for world-class hydrocarbon basins are present." "Most of the basins are unexplored and undeveloped," but activities are accelerating, he said, with offshore licensing rounds in the Russian Chukchi Sea and Alaska's Beaufort Sea. Wilhelm said Shell sees "significant opportunities" in Alaska's Arctic, where this year it purchased Beaufort leases at a federal sale of offshore waters. Shell recognizes how "difficult and challenging" the social, environmental and economic aspects will be: "There's no misconception about that," he said. "And we must recognize that we're dealing with a sensitive environment and we have the responsibility to take very seriously the challenge of managing development with due consideration for the environment and the people who live there." Under these conditions, development will simply "take longer and require more care and attention" than an equivalent operation onshore. Wilhelm also said Shell has the responsibility to engage others and "listen to what they say about issues that concern them." The cost of Arctic development is another major challenge, he said. Shell believes that technology solutions developed for other areas, "such as the deepwater," will have applications in the offshore Arctic. Problems of ensuring that oil and gas keep flowing freely in subsea pipelines are "virtually identical in the Arctic to those experienced in 8,000 feet of water in the Gulf of Mexico, where temperatures are at or close to the freezing point along the seafloor" and hydrates can form. Technology for moving oil from the sea bottom to shore is similar to what is done in Norway, "and may someday have application in Alaska." Arctic basins tend to be richer in natural gas than in oil, Wilhelm said. The "abundance of gas in the Arctic so far from main markets" will require moving gas long distances. Shell was one of the pioneers in developing liquefied natural gas, he said, and is "the largest private supplier of LNG in the world" and so is well positioned to bring gas to market, "including, potentially, gas from Alaska." "We believe this particularly has application in some parts of southern Alaska," but he said Shell believes the construction of a North Slope gas pipeline "will be of supreme importance," not only for gas exploration but also for continued oil exploration and the future of the trans-Alaska pipeline. Associated gas, he said, is "the Achilles heel of frontier exploration" around the world.

(AST) (END) Dow Jones Newswires December 12, 2005 10:49 ET (15:49 GMT)
