United States President Donald Trump is planning to exit the Treaty on Open Skies which allows unarmed aerial surveillance flights between terriroties of member states, the New York Times reported on Thursday. The treaty has 35 signatories, including the United States and Russia.
The move, which is yet to be officially confirmed, would mark the third time the Trump administration decides to quit a major international arms control treaty. Earlier, the US quit the Intermediate-Range Nuclear Forces Treaty (INF) and decided not to ratify the Arms Trade Treaty. According to people familiar with the matter, the Trump administration is planning on informing Russia of its decision to leave the Open Skies Treaty on Friday. Earlier, Moscow said it would take countermeasures if the US left the Open Skies Treaty.
If the US leaves the treaty, the only existing arms control treaty between Washington and Moscow will be the New START, which expires in early 2021. Russia has called on talks on an extension, but the US is conditioning the talks with China's participation.
