India wind sector sees record USD 15.4 bn corporate funding in 2015 Clean energy communications and consulting firm Mercom Capital Group said that total global corporate funding in the wind sector hit a record USD 15.4 billion last year. The report said that "Total global corporate funding in the wind sector, including venture capital/private equity (VC/PE), debt financing and public market financing, raised by public companies shot up to a record USD 15.4 billion, compared to USD 11.8 billion in 2014." It said that blobal VC investments rose to USD 520 million in 14 deals in 2015, compared to USD 311 million in 15 deals in 2014. Debt financing increased over 56 per cent this year, bringing in USD 12 billion in 40 deals, compared with last year's USD 7.7 billion in 23 deals. It added that the large-scale project funding deals totaled USD 18.3 billion in 101 deals as against USD 19.9 billion in 120 deals previous year. Source : PTI
Inox Wind bags 100 MW wind power project from Tata firm PTI reported that energy solutions provider Inox Wind has bagged 100 MW wind power project order from Tata Power Renewable Energy (TPREL) at Rojmal, Gujarat. Inox Wind in a statement said that the order is TPREL's fourth project with Inox Wind taking the cumulative orders placed with the energy solutions provider to over 300 MW. However, TPREL is a 100 per cent subsidiary of Tata Power and has around 215-MW commissioned renewable assets, with another 250-MW under construction or on order. It said that "As part of the turnkey order, Inox Wind will provide TPREL with end-to-end solutions from development and construction to commissioning and providing long-term operations and maintenance services." Mr Kailash Tarachandani CEO of Inox Wind said that "Repeat orders from one of the country's leading renewables players like TPREL corroborate Inox Wind's ability to provide world class technological solutions to its clients." Inox Wind's Rojmal site is one of the largest wind farms in Gujarat with a capacity of 400 MW. Over 140 MW of capacities are already operational at the wind park including 50 MW capacities of TPREL. The commissioned common infrastructure facilities at the site are capable of supporting power evacuation of 400 MW. Mr Rahul Shah CEO of TPREL said that "The 100 MW expansion of the Rojmal project is TPREL's fourth project with Inox Wind. We are confident that Inox will again deliver the project safely, timely and of top notch quality. Lekela Power to build USD 350m wind power plant in Egypt Lekela Power, a pan-African renewable power generation company, has signed a deal with Egyptian government to build a 250 MW wind power station in the Gulf of Suez area at an investment of $350 million. Lekela Power is 60 per cent owned by Actis, a leading emerging markets investor and 40 per cent Mainstream Renewable Power, a global wind and solar company. This is the company's third project in Egypt following the signing of two power station contracts earlier this year - a 50 MW solar power station and 50 MW wind power station. A statement from Lekela said that the upcoming project, to be situated in the Gulf of Suez area, aims to capitalise on Egypt’s unique wind resources and will be managed with a build, own and operate (BOO) framework. Chris Antonopoulos, the chief executive of Lekela Power, said: "We are delighted to have agreed heads of terms for our third project in Egypt and we look forward to continuing to provide clean, safe, and cost competitive energy to the Egyptian people through our wind and solar projects." Japanese wind power capacity seen tripling by 2020 Nikkei reported that Japan's wind-power capacity is expected to grow threefold as the two leading developers invest tens of billions of yen in new installations. That would bring the total to the equivalent of 10 nuclear reactors. Eurus Energy Holdings and Electric Power Development, better known as J-Power, each plan to invest around 60 billion yen ($528 million) in new facilities by 2020. Together, they accounted for roughly a third of total wind-power capacity in Japan as of fiscal 2014, based on Nikkei estimates, ranking first and second, respectively. The unlisted Eurus, a joint venture of trading house Toyota Tsusho and Tokyo Electric Power, or Tepco, plans to install 200,000kW of new capacity by 2020, raising its total to 850,000kW. It will begin work this year on a 40,000kW-class wind farm in Akita Prefecture in northern Japan and has plans for a facility in Kochi Prefecture, southwest of Kobe. J-Power also plans a 200,000kW capacity increase, which would take it to 600,000kW. It will build new installations on the northern island of Hokkaido and in Ehime Prefecture, south of Hiroshima. To achieve its target for reducing greenhouse-gas emissions, the government seeks to raise renewable-energy sources, excluding hydropower, from around 3% of Japan's total electricity output to around 15% by fiscal 2030. Wind is a more efficient source of power than sunlight, providing roughly double the rate of capacity usage. Wind turbines can be placed offshore as well as on land. They are not subject to the same limits on location as geothermal power plants, nor do they require the woodchips or other fuel used by biomass-burning facilities. According to the International Energy Agency, yet wind power satisfied a mere 0.5% of electricity demand in Japan in 2014, compared with 39% in Denmark, 9.6% in Germany, 4.4.% in the U.S. and 2.8% in China. Wind-farm development in Japan has lagged partly because of the four-to five-year approval process, which has included since 2012 a mandatory environmental-impact assessment. A feed-in tariff policy that guarantees fixed purchase prices for renewable-energy output began that year. Wind accounts for a mere 3% of the capacity approved for construction under this plan, compared with 93% -- about 80 million kilowatts -- for easier-to-install solar. Eurus and J-Power will move ahead with wind-farm projects that have cleared the environmental assessment stage. The nation's total installed wind-power capacity is expected to go from just over 3 million kilowatts at the end of 2015 to 10 million kilowatts in 2020, thanks partly to progress in the development pipeline, the Japan Wind Power Association estimates. The government is moving to correct the bias toward solar power, in part by cutting the purchase price for output from "mega-solar" installations while holding steady the price available to large-scale wind farms. Foreign investment is also on the move. Pattern Energy, a major U.S. wind-farm developer, plans to install 1 million kilowatts of wind-power capacity in Japan by 2020. Tata Power wind power project gets forest clearance in Karnataka PTI reported that a green panel in the State has given forest clearance to Tata Power Company for setting up of a 52.50 MW wind power project in Koppal district, Karnataka. The proposal was examined by the Regional Empowered Committee (REC) of the Union Environment Ministry in its recent meeting. According to the minutes of the meeting, “Considering the type of the forest land involved and the purpose of the project is to generate renewable energy, the committee has approved the proposal (of Tata Power).” The panel has given clearance for diverting forest land of 36.27 hectare instead of proposed 39.10 hectare in the Hanamasagara protected forest in Koppal district for setting up of a 52.50 MW wind power project. The company has been asked to use the existing roads inside the forest land for this project, thereby limiting the requirement of forest land to 36.27 hectare. The proposed project is expected to cater to the power requirement of the state and likely to generate employment opportunity. Source : PTI
Suzlon bags 71.4 MW project from GIPL PTI reported that wind turbine maker Suzlon has bagged a 71.40-MW wind power project from Gujarat Industries Power Company Ltd (GIPL). Suzlon in a statement said that “Suzlon will install 29 units of S97-120m wind turbine generators (WTGs) with all steel hybrid tower and 5 units of S97-90m WTGs with tubular tower having a rated capacity of 2.1 MW each.” The company said that located in the Kutch district of Gujarat, the project will be completed in three phases with the execution deadline set as April 2017. However, Suzlon will execute the entire project on a turnkey basis and will also provide operation and maintenance services for 20 years through an integrated service package. Mr Ishwar Mangal, Chief Sales Officer, Suzlon Energy, said that “Gujarat has been at the forefront of generating power through renewable energy sources and Suzlon has played a pivotal role in contributing to its renewable energy portfolio.” Mr Mangal said that “With our comprehensive product portfolio, robust in-house R&D and more than two decades of experience in providing end-to-end solutions to customers along with integrated maintenance and services, we are best equipped to pursue our focus on bringing down the cost of energy.” Source : PTI
MOEP signs first wind power deal last week - Official A MOEP official said that the Ministry of Electric Power signed a wind power deal with China Three Gorges Corporation last week. According to MOEP, the two parties signed a memorandum of agreement (MoA) for a wind turbine project in the Chaungtha area of Ayeyarwady Region, which will generate 30 megawatts of electricity. Mr U Aye Hsan, director general of the Department of Electric Power under the MOEP, said that “It is our first MoA in the wind power sector. The company will proceed with a joint venture agreement process as the final step of the project.” Mr U Aye Hsan said that China Three Gorges Corporation conducted a feasibility study of wind power potential in Chaungtha after signing a memorandum of understanding with the MOEP a few years ago. He said that “It will take some time to start electricity generation from this project because the company needs to undertake investment and projection activities.” The ministry has conducted a series of feasibility studies for other prospective wind power projects and has a long list of candidates. According to the MOEP, there are 10 project areas in Chin State with the potential to generate a total of 1472MW, 10 in Rakhine state with the potential for 1484MW, five project areas in Ayeyarwady region with the potential for 478MW and two in Yangon region with the potential for 274MW. Inox Wind gets job orders from IOC, Gujarat Industries Power PTI reported that energy solutions provider Inox Wind has bagged two projects of 26 mega watt (mw) each from Indian Oil Corporation (IOC) and Gujarat Industries Power. The company said that it has "bagged two orders of 26 mw each from two of India's public sector undertakings". The one from IOC is a wind power project that will be set up in Mahidad in Gujarat. The project awarded by electrical power generation firm Gujarat Industries Power will be set up in Rojmal, Gujarat. The company said that it will supply and install 26 units of wind turbine generators for both the orders and will be responsible for the entire project life cycle, including long-term operations and maintenance services. Oman underlines in-country value for wind project - Official A top official said that Oman’s maiden wind-powered electricity generation venture will have a strong In-Country Value (ICV) component. Mr Hamed bin Salim al Magdheri, CEO of Rural Areas Electricity Company (RAECO), said that the successful bidder must prioritise preference to indigenous Omani goods and services in the implementation of the scheme. The report said that RAECO is executing the project valued at $125 million along with UAE-based Masdar. Mr Al Maghderi said that “In-Country Value capture is an important objective of the project and is clearly articulated in the project scope and tender documents.” He said that “The contractor is obligated to not only source locally manufactured goods, such as transformers, cables, building materials and so on, during the construction phase, but also train Omani technical staff who will take over operation and management of the plant over the long term.” He added that about five international companies are in contention for an Engineering-Procurement-Construction (EPC) contract to implement the 50 megawatt (MW) project at Thamrait in Dhofar Governorate. He further added that “Development of the wind farm project is progressing well. Design work has been completed in line with project implementation schedules. We expect to be in a better position (to make an announcement) in the second quarter of this year. The project is targeted for completion by around the first quarter of 2018.” Source : Reuters
SMDPL to acquire projects to increase capacity to 1,000 MW To achieve its target of having 1,000 MW capacity, wind energy producer Sitac Management and Development (SMDPL) is looking at acquiring non-operational projects across the country in the next 3-5 years with an investment of INR 7,500 crore. Mr Malvinder Singh chairman of SMDPL said that "Initially, we will jointly install 142 MW which will be split across five projects in Gujarat and expected to be commissioned by the end of next fiscal. Going forward, we want to enhance the capacity to 1,000 MW and for this, we may look at acquiring non-operating assets." SMDPL, a 50:50 joint venture between France-based EDF Energy Nouvelles and Sitac Group, said it aims to execute a minimum of 1,000 MW across India through an investment of about Rs 7,500 crore in next 3-5 years. Mr Singh, however, said the company is not in a rush to acquire operating assets. He said that "We are not interested in funding projects but want to rely on project return and would therefore want to hold on to the assets for long term and operate them at international standards." He added that the JV is looking at states like Rajasthan, Andhra Pradesh, Karnataka and Madhya Pradesh for setting up the projects. Individually, Sitac has a portfolio of 36 MW in Gujarat out of which 28 MW is operational, while 4 MW is pending for certain approvals regarding turbines. The company had also proposed to set up 26 MW of capacity in the state. He further added that "In total, we have 204 MW planned in the state, which includes the 142 MW with the EDF. We want to bring the 36 MW, which is being developed with Gujarat Venture Finance (GVFL), and the proposed 26 MW under the JV. But we are working out on the modalities with the EDF for bringing these projects under the JV." Source : PTI
Morocco pre-awards 850MW wind power contract Enel Green Power (EGP), a leader in renewable energy sources, in consortium with Nareva Holding and Siemens Wind Power, has been awarded the preferred bidder status for 850MW of wind power capacity in Morocco. The award was conferred at the “2nd phase of the wind integrated project” tender held by the Moroccan utility ONEE (Office National de l'Electricité et de l'Eau Potable). The consortium has been pre-awarded the right to develop, design, finance, construct, operate and maintain five wind projects in Morocco with a total capacity of 850 MW. Out of the five projects, Midelt (150 MW), Tanger (100 MW) and Jbel Lahdid (200 MW) are located in northern Morocco while Tiskrad (300 MW) and Boujdour (100 MW) are located in the country’s south. Mr Francesco Venturini CEO of EGP, said that “This accomplishment demonstrates that our strategy to expand our footprint in Africa is paying off. We are leveraging on our knowledge and expertise, in collaboration with our partners, to contribute to Morocco’s ambitious energy plan that has renewables at its core. The country is an example in North Africa of reliability and transparency in supporting the development of renewable technologies.” EGP and Nareva will establish and own five special purpose vehicles (SPV) holding the projects. Siemens Wind Power will provide the wind turbines, with several components manufactured locally. The construction of the five plants will require a total investment of approximately 1 billion Euros. EGP will fund the cost of the project corresponding to its 50 per cent shareholding by a mix of equity and debt, the latter through project finance facilities provided by international financial institutions. The wind farms are expected to be completed and enter operation between 2017 and 2020. Pakistan wants China to set up wind power plants The Nation reported that Pakistan’s Minister of State for the Board of Investment (BOI) Dr Mifta Ismail on Monday said there was no restriction on taking profit in the form of foreign currency and capital movement from Pakistan. He made these remarks during a meeting with Wang Hui, Asst General Marketing Sinosure, and Zhou, Deputy Financial Officer, Norinco International, and their delegation from China. He further said that the Government of Pakistan had never defaulted on its payments and was quite conscious that never such a situation arises. The minister said that Norinco International was already very active in Pakistan in various sectors, and now it was going to enter the power sector, including the wind power. Mifta said that China was Pakistan’s brother, adding, “We will facilitate it as much as possible.” He further said that many companies wanted to set up wind power plants in Pakistan, but we would be obliged if China took the lead. Torrent Power inks pact to develop 197.40 MW wind power project Money Control reported that Torrent Power Ltd said it has entered into a contract with a leading wind turbine generator manufacturing group for development of the 197.40-MW project. The 197.40-MW wind power project capacity will be developed across three sites in Kutch and Bhavnagar districts of Gujarat The project is expected to be commissioned progressively by March 2017 and shall have offtake arrangements for fulfillment of Renewable Power Purchase Obligations The company had forayed into renewable energy generation in the year 2012 commissioning the 49.60 MW wind power project at Lalpur in Jamnagar, Gujarat. Subsequently, the company has also commissioned (through its wholly-owned subsidiary) the 51 MW solar power project at Charanka Solar Park, Gujarat in 2015. GRE Mena to develop Oman wind power project It is reported that Gulf Renewable Energy (Gre Mena) has joined hands with Oman government-owned Rural Areas Electricity Company (Raeco) to develop a wind-based power project on Masirah Island off the Sultanate’s eastern seaboard. The proposed 1.7 megawatt (MW) capacity project is expected to be Sultanate’s first commercial wind-powered plant with an implementation timeframe that is set to precede the much-anticipated 50 MW Wind Farm project planned at Thamrait in Dhofar Governorate. The latter scheme, originally planned for launch by 2017, is being jointly implemented by Raeco, a subsidiary of The Electricity Holding Company (Nama Group) and Masdar (an investment vehicle of the Abu Dhabi government) at a cost of $125 million. Raeco said that the technical and financial submissions of the developer are currently under review. It said that tenders will soon be floated for a pair of hybrid photovoltaic and diesel-based power plants at two locations within Raeco’s sprawling jurisdiction. Source : Trade Arabia
Eurus Energy to build 42MW wind power station in Northern Japan Bloomberg reported that Eurus Energy Holdings Corp. will build a 42-megawatt wind power station in Japan’s northern prefecture of Akita. The Tokyo-based wind developer said that the plant, which will start in April 2018, will use 13 3.2-megawatt wind turbines supplied by Siemens AG. According to the statement, the company has four operating wind power stations with a combined capacity of 107 megawatts in Akita. It said that Eurus completed a 20-megawatt wind power station in Victoria, Australia. Source : Bloomberg
Renewable power purchase hits a wall in Gujarat, India Business Standard reported that once the flag-bearer of renewable energy in India, Gujarat has been defaulting on its renewable purchase obligation (RPO) for four years now. Adding to the woes of the renewable power producers, the Gujarat Electricity Regulatory Commission (GERC) has reduced the amount of RPO to be procured by the state. Instead of increasing the RPO per cent for state’s two utilities – Gujarat Urja Vikas Nigam and Torrent Power, the GERC calculated the weighted average of RPO achieved by all distribution licensees and has waived off past default in purchase. For wind power it comes out to 4.15% down from original 5.5% and for solar it is 1% – which has not been increased further. It also granted extension to the utilities for procuring renewable power. Wind power producers have challenged this order in Appellate Tribunal of Electricity (APTEL). The last year’s order of GERC said that “We decide to revise the RPO of the distribution licensee of the State by adopting the weighted average formula in which the renewable energy available in the State and the energy procured by the distribution licensee is considered and based on it the weighted average renewable energy determine is considered as the RPO for FY 2012-13.” Renewable purchase obligations or RPO makes it mandatory for the utilities to purchase a fixed portion of their requirement through renewable energy sources. It is divided into two parts – solar RPO and non-solar RPO which includes wind power. While shortfall in solar power procurement was reduced post 2013, wind power continues to face tough times. Gujarat has faced similar issue in 2007-08 when the discoms stopped purchasing from wind power after their target was met. Wind power producers are aggrieved that the state is not purchasing power from their units and they are likely to face payment issues. Gujarat has close to 3876 MW of installed win power generation capacity. Around 230 MW of new wind power capacity was added in the state during 2015-16. Gujarat had signed close to 28 MoUs in 2010 totalling 5,071 6 MW and entailing investment of USD 6.7 billion, as per industry estimates then. Source : Business Standard
Chinese newly installed wind power capacity grows 13pct in Q1 2016 According to the National Energy Administration (NEA), newly installed wind power capacity in the first quarter reached 5.33 gigawatts, up 13 percent over the same period last year. The NEA said that by the end of March, China had 134 gigawatts installed wind power capacity, up 33 percent compared to the figure by March last year. However, wind-power use was falling due to wastage. It said that the average usage of wind power in the first three months was 422 hours, 61 less than the same period last year. Wind power wasting reached 19.2 billion kilowatt hours, an increase of 8.5 billion kilowatt hours compared with the same period last year. Source : Xinhua
Spain’s Gamesa wins 248 MW in turbine orders for India It is reported that Spain’s Gamesa has secured contracts to supply turbines producing 248 megawatts (MW) of power in India, Kallanish Energy learns. Two contracts are for 50 turbines (100 MW) each for wind farms located in the Indian states of Karnataka and Rajasthan, slated for commissioning in March 2017 and the fourth quarter of 2016, respectively. The other two pacts are each for 12 turbines (24 MW) at other wind farms in the same Indian states as the larger orders. The Karnataka order is slated to come online in mid-2016, the Rajasthan order in the fourth quarter. According to the MAKE Consulting, Gamesa is the leading original equipment manufacturer in India, commanding a 34% market share in 2015, up 10 percentage points from 2014. Source : Kallanish Energy
India 3,460MW wind energy capacity addition in FY16 exceeds target Economic Times reported that India added a record 3,460 MW of wind energy capacity in 2015-16, way ahead of its target of 2,400 MW. The previous highest was 3,197 MW added in 2011-12. According to figures released by the Indian Wind Turbine Manufacturers Association (IWTMA), more than a third of the capacity added in 2015-16 was by Madhya Pradesh, which commissioned 1,291.90 MW. The next largest addition was in Rajasthan, 687.90 MW, while Gujarat, adding 385.65 MW, and Andhra Pradesh, adding 362.50 MW, were in third and fourth place. Mr Piyush Goyal, Power, Coal and Renewable Energy Minister, said that "India's wind energy capacity exceeded this year's target by 44.2%, proving our commitment towards green energy." Only eight states in India—Madhya Pradesh, Rajasthan, Gujarat, Andhra Pradesh, Telangana, Karnataka, Maharashtra and Tamil Nadu— have winds strong enough to make wind energy generation viable. Tamil Nadu has the highest cumulative capacity but added only 197.15 MW in 2015-16. At the end of 2015-16, India's cumulative wind energy capacity stood at 26,904.16 MW against 23,443.61MW in 2014-15. India has set itself a target of 60,000 MW of wind energy by 2022.
