    Mayo-led consortium wins contract to build county's new €215m. roadway

    THE contract for the new Turlough to Westport roadway has been awarded to Mayo-led consortium, Wills/BAM contractors, it has been confirmed.

    The development, at an overall cost of €241 million, involves the construction of 20.3km of dual carriageway from Westport to Turlough.

    The route stretches from Deerpark East in Westport to the village of Ballyneggin, near Turlough, Castlebar, in addition to a 2.5km single carriageway link to the N59 Westport to Mulranny national secondary road.

    Winning contractors, Wills Bam, together with representatives from Mayo County Council, Transport Infrastructure Ireland, and Roughan & O’Donovan, have signing of contracts on the project.

    The cathaoirleach of Mayo County Council, Councillor Brendan Mulroy, acknowledged the significance of the contract signing.

    He said: “The N5 upgrade project will see a major improvement for road users and ensure traffic flows safely and freely.

    “It will improve Mayo’s accessibility for business and enhance the visitor experience.”

    The Minister for Rural and Community Development, Michael Ring, welcomed the progress on the project.

    He said: “I am delighted to welcome this massive investment into county Mayo and the west and it’s great to see a Mayo led consortium win the contract.

    “On a strategic level, the construction of the road will encourage investment and support employment in the County and will greatly enhance connectivity. This project will boost job creation in the region for next three years.”

    The chief executive of Mayo County Council, Peter Hynes, stated: “It is heartening to see the project move to contract signing stage after many years of work by multiple stakeholders.

    “This is the biggest single infrastructural investment ever undertaken in Mayo and will completely transform the landscape of this county.

    “When completed the road will link Castlebar and Westport into a single cluster which will be on a par with growth centers identified in the current National Planning Framework.

    “This cluster will encourage investment into the County and bring Economic Development benefits for all of Mayo. The signing is a step towards the Westport Castlebar cluster becoming a reality.”

    It is envisaged that preparatory site works on the route will begin in the coming weeks with the overall project estimated to take up to 24 months.

    An investment of this scale will deliver numerous benefits for the West region, including improved road safety by reducing the frequency and severity of collisions and casualties on the existing stretch of N5.

    Reduced journey times for traffic travelling between Mayo and the east will support economic growth in the region and in turn improve balanced regional development.

    Improvements on inter-urban connectivity by efficiently diverting national traffic away from the town centre of both Castlebar and Westport, while retaining sufficient access for local traffic to the towns will enable Castlebar and Westport to focus on sustainable transport policies to create shorter commutes and to develop safe pleasant pedestrian routes for the benefit of both locals and tourists.

    Winners on £30bn framework revealed

    The winning contractors have been revealed for the £30bn framework for the government’s central procurement arm.

    The Crown Commercial Service's (CCS) framework will run for seven years and is the most valuable framework yet launched in the UK.

    There were 128 suppliers, named across 31 of 38 sub-lots, awarded today. The CCS expects to award the remaining lots in due course.

    The CCS said 57 small and medium-sized enterprises (SMEs) were among the winners.

    Kier landed the highest number of places, securing 18 spots across its construction (11), services (four) and integrated services (three) divisions.

    Chief executive Andrew Davies said the award demonstrated the strength of Kier’s relationships with government and public sector clients.

    “[It also] support[s] our strategic focus around long-term frameworks for government, regulated entities and blue-chip customers,” he added.

    Morgan Sindall was second with 12; Interserve and Graham both bagged nine; and McLaughlin & Harvey secured eight.

    Tarmac secured the largest number of high-value lots (seven), closely followed by Graham, McLaughlin & Harvey and Bam (all six).

    The higher-value lots awarded so far cover general construction projects in Wales, Scotland and Northern Ireland worth £3m up to £80m.

    Additional higher-value lots covering England will be awarded at a later date.

    The agreement has been established to reduce the number of frameworks operated by public bodies.

    It will be the recommended route of procurement for all central government department jobs.

    The framework uses alliancing contracts to ensure contractors, consultants and suppliers work collaboratively on projects.

    The CCS claims framework contracts have been designed to encourage greater participation of SMEs.

    The minister for implementation, Simon Hart, said: “This agreement will help public bodies across the country carry out the work needed to build much-needed new housing, as well as improve schools and hospital buildings.

    “I know this will be welcomed by people up and down the country and I really look forward to seeing some of the incredible projects this agreement will help to facilitate.”

    Seven sub-lots are still to be awarded, and among these is the general construction for projects worth £80m and above, the highest value lot in the framework.

    The CCS did not say why it had not awarded the seven yet, nor when they would be confirmed.

    Winners named for £30bn Government mega-framework

    The Government’s Crown Commercial Service has revealed the first tranche of contractors to gain places on its recording-breaking Government construction works framework.

    The public works framework is estimated to be worth £30bn over seven years and will be available for use by central Government departments and all other public sector bodies, including local authorities, blue light services and devolved bodies.

    Today contractors have been named for 31 of 38 sub-lots with the remaining awards to be published shortly.

    Of the 128 successful firms, 57 are small and medium-sized enterprises.

    The agreement prevents public bodies having to run their own costly and time-consuming procurement exercises.

    It is the first government-led construction agreement which can be used by the whole public sector.

    Sam Ulyatt, Commercial Director, Buildings at CCS said: “This new agreement provides a solid foundation for public sector bodies to achieve the best outcomes and value for their investment across the whole construction lifecycle.

    “The principles of this agreement are collaboration and integration with supply chains, boosting innovation at a critical time and supporting the government’s work towards achieving a zero carbon 2050 target.”

    It is the first time a construction works framework has been drawn up for this scale of project pipeline and follows the award of professional services and infrastructure consulting engineer frameworks awarded to consultants last year after long delays.

    If taken up by major Government clients it would supersede a mass of frameworks presently in operation bringing to an end significant procurement duplication in England.

    Heb flink ingekocht. Was van oordeel dat BAM volgende week positief zou verrassen. Heb verwachtingen naar beneden bijgesteld. Onzekerheid over een akkoord tussen China en de VS, weer uitstel van een brexit met nog langer onzekerheid wat dit voor bam gaat betekenen, slapte in de anglicaanse bouwwereld, een voortdurend proces van kleine stapjes terug wat betreft winstcijfers van bedrijven en of toekomstverwachtingen, steeds opnieuw naar beneden bijgestelde groeiverwachtingen van relevante economieën en een matig beurssentiment zullen er voor zorgen dat de positieve reactie op de cijfers gering zal zijn. Ik schat dat het bij 2,50 zal ophouden en dat we dan weer langzaam omlaag kabbelen tot de jaarcijfers.
