De trage ontwikkeling van een markt voor groene waterstof, achterblijvende regels en de stijgende kosten van waterstofprojecten maken het noodzakelijk om de planning aan te passen, meldde HyCC, het bedrijf achter de plannen, dinsdagavond in een persbericht. Het bericht is een tegenvaller voor het demissionaire kabinet, dat Nederland graag een voortrekkersrol ziet spelen in de ontwikkeling van groene waterstof. Het lichte, brandbare gas wordt een belangrijke bouwsteen in de fossielvrije economie, als het aan Nederland en Europa ligt. Om de groenewaterstofrevolutie op gang te brengen trekken de Europese Commissie en het Nederlandse kabinet miljarden aan subsidie uit. In 2030 moet in Nederland voor 4 GW aan elektrolysecapaciteit staan. Elektrolyse is het proces waarmee met groene stroom waterstof wordt gemaakt uit water. Uitstel tot 2028 Alleen Shell heeft tot nu toe een investeringsbeslissing genomen voor de bouw van een waterstoffabriek van enige omvang. Andere projecten zijn kleinschalig of bevinden zich in de pilotfase. Het project van HyCC in Delfzijl, H2eron genaamd, was één van de andere grote projecten die op de rol stonden. Het bedrijf wilde in 2024 een investeringsbeslissing nemen, maar stelt H2eron nu uit tot op zijn vroegst 2028. Volgens initiatiefnemer HyCC gaan de ontwikkelingen op de waterstofmarkt namelijk trager dan voorzien. Daarnaast zijn de kosten voor waterstofprojecten en hernieuwbare stroom de laatste jaren gestegen. Het was de bedoeling om bij de Groningse plaats groene waterstof te gaan produceren met water en hernieuwbare energie. De Europese ambities voor het grootschalig inzetten van groene waterstof worden steeds onrealistischer. Bedrijven kondigen weliswaar steeds meer projecten aan, maar de daadwerkelijke investeringen blijven ver achter bij wat nodig is om doelen te halen. Dat blijkt uit een nieuw rapport van Hydrogen Council in samenwekring met McKinsey. De Europese Unie heeft torenhoge ambities als het gaat om groene waterstof. Zo wil de EU in 2030 zelf 10 miljoen ton groene waterstof produceren en 10 miljoen ton importeren. Dat is nodig ter vervanging van aardgas om zo de CO2-uitstoot terug te dringen. Voor de productie in de EU is over 6,5 jaar tot 200 gigawatt aan elektrolysevermogen nodig. Dat is het proces waarmee met groene stroom waterstof wordt gemaakt.Kosten met 30% tot 65% gestegen Maar de uitrol van groene waterstof gaat niet zo snel als ontwikkelaars van projecten hadden verwacht. In 2021 werd nog verwacht dat er eind vorig jaar 6 gigawatt aan elektrolysecapaciteit zou staan wereldwijd, maar in oktober 2023 was slechts 1,1 gigawatt in bedrijf, oftewel 20% . Meer dan de helft van die capaciteit staat in China. De oorzaken voor de trage gang van zaken zijn legio. Zo zijn de kosten voor het maken van groene waterstof de afgelopen jaren hard opgelopen. Het maken van een kilo groene waterstof kost nu 30% tot 65% meer dan een jaar geleden. Oorzaken zijn problemen in de leveranciersketen, hogere financieringskosten door de opgelopen rente, hogere materiaalkosten, hogere arbeidslasten en oplopende kosten voor de benodigde groene energie. Naast deze kostenproblemen zorgt ook onduidelijkheid over toekomstige regelgeving voor vertraging bij projecten.Streep door project Nederland heeft net als Europa torenhoge ambities geformuleerd voor de productie van groene waterstof. Het kabinet heeft honderden miljoenen euro’s beschikbaar gesteld voor groene waterstof, desondanks is alleen Shell daadwerkelijk een groenewaterstoffabriek van 200 megawatt aan het bouwen. In 2030 moet in Nederland voor 4 GW aan elektrolysecapaciteit staan. De kans dat dit gehaald wordt is minimaal. Deze week nog zette waterstofontwikkelaar HyCC een voorlopige streep door een van zijn projecten. Het bedrijf wil een waterstoffabriek van 50 megawatt bouwen in Delfzijl en zou daar komend jaar een definitieve investeringsbeslissing voor willen nemen. Die is nu op de lange baan geschoven. Een bestelling voor 40 megawatt aan elektrolysers bij het Noorse bedrijf Nel is geannuleerd. Daarnaast zijn de kosten voor waterstofprojecten en hernieuwbare stroom de laatste jaren gestegen’, aldus Galjee. Hij wijst ook op de enorme stijging van de aansluitkosten voor elektriciteit in Nederland. ‘Het fossiele alternatief voor waterstof heeft die kosten niet’, zegt Galjee. FD artikelWaterstofproducent Air Liquide wil ook groene overheidssubsidie Waterstofproducent Air Liquide en het ministerie van Economische Zaken hebben donderdagmiddag een eerste stap gezet richting een afspraak over groene overheidssubsidies. Met de financiële steun wil het internationale concern de productielocaties in Rozenburg, Bergen op Zoom en Pernis verduurzamen. In 2030 moet de jaarlijkse CO2-uitstoot van het bedrijf met 1,05 megaton verminderd zijn, staat in de zogenoemde intentieverklaring die is ondertekend. Dat is 0,25 megaton meer dan tegen die tijd vereist is via het Europese emissiehandelssysteem (ETS). Het is onbekend welk bedrag Air Liquide daarvoor van de Nederlandse overheid wil. Naast het terugdringen van de CO2-uitstoot wil de producent van waterstof en industriële gassen ook de stikstofuitstoot verminderen. Het bedrijf is van plan om installaties om te bouwen of te vervangen en restgassen op te slaan. Recent maakte Air Liquide bekend dat er een speciale koolstofafvanginstallatie komt bij de productielocatie in de haven van Rotterdam. De bouw moet in 2026 in afgerond zijn. De opgevangen broeikasgassen moeten vervolgens via de nog te bouwen Porthos-infrastructuur richting lege gasvelden in de Noordzee worden getransporteerd.Grote vervuilers De overheid is al enkele jaren in gesprek met grote vervuilers over financiële steun om versneld te verduurzamen. Daarvoor maakte het kabinet meerdere miljarden vrij. Als tegenprestatie voor de subsidies committeren de grootste industriële uitstoters in Nederland zich aan een extra reductie van de uitstoot van CO2 en stikstof in 2030. Tot nog toe is er nog geen definitieve afspraak tussen het ministerie en bedrijven gemaakt. Vooralsnog zijn er in de laatste jaren 11 intentieverklaringen ondertekend. Met zoutproducent Nobian is recent ook de tweede stap gezet. In de overeenkomst stond dat het bedrijf tussen de €190 en €290 mln nodig heeft om onder meer twee productielocaties te elektrificeren .Concreet plan De volgende stap in het proces met Air Liquide is het aanleveren een concreet verduurzamingsplan. Een speciale commissie gaat dat vervolgens toetsen op technische en financiële haalbaarheid. Op basis van het definitieve plan tekent het bedrijf een ‘inspanningsovereenkomst’, en tot slot nog een ‘maatwerkafspraak’ met vaste afspraken over de subsidie en vergunningen. Het van oorsprong Franse Air Liquide is sinds 1913 actief in Nederland. Het bedrijf produceert naast waterstof ook gassen om bijvoorbeeld voedsel langer houdbaar te houden. In de Benelux werken in totaal 1200 mensen op 28 verschillende locaties voor het bedrijf.

Namibian fund signs deal for minority in USD-10bn Hyphen project SDG Namibia One Fund, Namibia’s dedicated green hydrogen blended finance vehicle, has concluded a share subscription agreement that will give it a 24% stake in the USD-10-billion (EUR 9.08bn) Hyphen green hydrogen project. France authorises natural hydrogen exploration 04th Dec - France’s energy transition ministry has authorised drilling and mining operations in a specific area of the Pyrénées-Atlantiques department to explore the so-called natural or white hydrogen.
