Watts FRANKFURT (MarketWatch) -- Italy saw its borrowing costs rise but found strong demand in a closely-watched sale of 5- and 15-year government bonds on Thursday. News reports said Italy sold 1.25 billion euros ($1.77 billion) of five-year bonds, producing an average yield of 4.93%, around a full percentage point above its level in June but near the level seen in the secondary market, news reports said. The sale produced a bid-to-cover ratio of 1.93, exceeding the level seen in the previous auction. The Treasury also sold 1.716 billion euros of 15-year bonds, producing a yield of 5.9%.
Natuurlijk de Amerikaanse ratingbureaus richten hun pijlen op de Europese unie zo zetten ze hun eigen land uit de wind waar de problemen even groot zijn. De staat Californië is ook junk maar daar moven ze niet over.
Italie heeft een relatief laag begrotingstekort van rond de 3,7%. Staatsschuld is vooral in het verdere verleden gemaakt. Het is van de gekke dat zo'n groot probleem wordt gemaakt van het relatieve lage financieringstekort van Italie terwijl van het ook relatief hoge, in vergelijking met de omvang van de economie, bijna 3 keer zo hoge Amerikaanse begrotingstekort, geen drama wordt gemaakt. En ook daar is de totale overheidsschuld in percentage van de economie al zeer fors, rond de 100%. Selectief winkelen dus. Het wordt tijd dat het IMF eens ratingen gaat verstrekken in plaats van alleen de uit de handen van de Amerikanen etende commerciele ratingburo´s.

Nederland is het echte probleem in Europa. Alleen we zien dat niet. :)
De gemiddelde rentelasten in Europa stijgen, slecht voor de economie in deze regio. Het spreiden van de welvaart wordt nu het verdelen van de lasten, Nederland gaat dus weer bloeden, de werkende klasse moet dit gewoon weten.

Analisten niet overtuigd dat China Italie gaat redden BEIJING (Dow Jones)--De Chinese regering zal Italie waarschijnlijk niet gaan redden, stellen analisten, nadat eerdere berichten over gesprekken tussen de Italiaanse overheid en een Chinees staatsinvesteringsfonds de beurzen nog opstuwden. De Italiaanse minister van financien had vorige week, in een poging China te verleiden tot het aankopen van grote aantallen Italiaanse staatsleningen, een ontmoeting met Lou Jiwei, voorzitter van China Investment Corp (CIC), en functionarissen van China's State Administration of Foreign Exchange (SAFE), welke toezicht houdt op China's munt de yuan. Beide Chinese organisaties, die meestal geen details onthullen over hun investeringen, wilden dinsdag niet ingaan op de vraag of zij Italiaanse staatsleningen zouden inkopen. Woordvoerster Jiang Yu van het ministerie van buitenlandse zaken stelde dat China vertrouwen heeft in de stabiliteit in Europa en dat het land hoopt dat de Europese Unie maatregelen neemt waarmee ook de Chinese belangen op het continent beschermd worden. In China is er lange tijd gesproken om de deviezenreserves minder in dollars te investeren, welke momenteel het grootste deel van de $3,2 biljoen aan deviezenreserves uitmaken. Hiermee lijkt China een aantrekkelijke partner voor instellingen en regeringen die een financiele injectie nodig hebben. Analisten geloven inderdaad in een toegenomen hoeveelheid Chinese investeringen in Europese schulden en andere niet aan de VS gerelateerde investeringen. China is echter voorzichtig omgesprongen met de investeringen, met name door dit langs commerciele weg en niet politieke weg te doen. De analisten stellen dat het onwaarschijnlijk is dat China dusdanige hoeveelheden van de reserves aanspreekt om daarmee worstelende economieen uit de brand te helpen. "We hebben zoiets nooit echt gezien", stelt Mike McCormack, executive director bij Z-Ben Advisors, een in Shanghai gevestigd consultancybedrijf dat financieringsbedrijven in de gaten houdt. Volgens McCormack is de kans klein dat Chinese investeerders op een zodanige schaal investeren dat de ontvangende economie daar echt effect van heeft. Volgens Francois Godement, lid van de Europese Raad voor Buitenlandse Relaties, kan het spreken over Chinese inmenging geen kwaad, zelfs als het land niet de markt instapt. "Andere Europese landen zien liever niet dat strategische activa in Griekenland en Italie aan China worden verkocht. Als ze dat zien gebeuren dan is de kans groter dat zij hun steun vergroten", aldus Godement. Daar voegt hij aan toe dat het vooruitzicht van een Chinese vraag de kosten op de leningen van noodlijdende landen zou kunnen verlagen. Die belofte deed de Italiaanse premier Silvio Berlusconi dinsdag in Brussel, na een gesprek met de voorzitter van de Europese Raad Herman Van Rompuy. Met de extra maatregelen reageert Italië op de groeiende druk van de financiële markten. Eerder had Berlusconi nog geprobeerd de bezuinigingen af te zwakken. Berlusconi nam de gelegenheid te baat om uit te halen naar de linkse oppositie vanwege hun kritiek op het bezuinigingspakket. ,,Ze willen hiermee de regering ten val brengen en het imago van de premier beschadigen, zonder te beseffen dat ze daarmee het aanzien van Italië bezoedelen'', aldus een verbolgen Berlusconi.

Wel moeten de plannen snel, effectief en rigoureus worden doorgevoerd. Dat zei de voorzitter van de Europese Commissie, José Manuel Barroso, dinsdag in Straatsburg na een ontmoeting met de Italiaanse premier Silvio Berlusconi. Eerder dinsdag had Europees president Herman Van Rompuy zich na een gesprek met Berlusconi al positief uitgelaten over de maatregelen die Italië neemt om de begroting in evenwicht te brengen. Van Rompuy sprak in Brussel met de premier over onder meer de onzekere economische situatie in het eurogebied. De president verwelkomde het ,,ambitieuze pakket'' en ook hij onderstreepte dat de uitvoering ervan cruciaal is. De ingrijpende bezuinigingen moeten de financiën van het Zuid-Europese land op orde brengen. Ophef Berlusconi sprak in Straatsburg ook met de voorzitter van het Europees parlement, Jerzy Buzek. De reis van de premier naar Brussel en Straatsburg veroorzaakte nogal wat ophef bij politieke opponenten in Italië en in het Europees parlement. Zij verwijten Berlusconi dat hij met zijn plotsklaps belegde bezoek een termijn voor de rechtbank heeft ontweken. Italian Borrowing Costs Jump at $8.8B Auction By Jeffrey Donovan and Lorenzo Totaro - Sep 13, 2011 1:15 PM GMT+0200 Italian borrowing costs jumped at a 6.5 billion-euro ($8.8 billion) bond auction as contagion from Europe’s debt crisis leaves investors shunning the region’s most-indebted nations. The Rome-based Treasury sold 3.9 billion euros of a new benchmark five-year bond to yield 5.6 percent, up from 4.93 percent when similar-maturity securities were sold on July 14. Demand was 1.28 times the amount offered, down from 1.93 times at the last sale. The Treasury, which fell short of its maximum target of 7 billion euros, also sold 2.6 billion euros of bonds maturing in 2018 and 2020. Investors have dumped Italian debt as divisions among European governments over how best to fight the region’s debt crisis sparked concern the contagion would spread to the bloc’s third-biggest economy. Bonds have dropped even after the government passed a 54 billion-euro austerity plan that failed to ease concerns that weak growth would lead to a credit rating downgrade and hurt efforts to cut Europe’s second-biggest debt. Amid “talks about a Greece default” and “a possible downgrade of the Italian debt in the next couple of months, today’s auction results are not too bad,” Annalisa Piazza, a fixed-income analyst at Newedge Group in London, said in an e- mailed note to investors. Chinese Interest As the country’s bonds slumped, officials met in the past month with delegates from the China Investment Corp. to discus investments in Italy, according to an Italian government official familiar with the situation. Government bonds were not the focus of the talks. The Financial Times today reported that debt sales were on the agenda. The yield on Italy’s benchmark 10-year bond rose 16 basis points to a five-week high of 5.731 percent. The difference over similar-maturity German bunds increased 16 basis points to 398 basis points after today’s sale, the most since before the European Central Bank started buying Italy’s debt on Aug. 8. The euro fell 0.1 percent to $1.3663 at 11:46 a.m. in London. “This auction will do little to improve the deteriorating sentiment,” Michael Leister, a fixed-income strategist at WestLB AG in London, wrote in a note to investors. “Neither will this morning’s reports on possible Chinese support, as the market has heard these stories before with regards to Greece, Portugal and Ireland, with no follow up. The only institution with both the ability and flexibility to act is the ECB.” ECB Buying The ECB began buying Italian debt on Aug. 8 after the 10- year yield reached a euro-era record 6.4 percent and Berlusconi agreed to the new budget cuts. Even though the ECB has spent more than 60 billion euros buying euro-region debt since then, Italy’s 10-year yield is again approaching 6 percent. The Frankfurt-based ECB bought Italian government bonds today, according to three people with knowledge of the transactions, who asked not to be identified because the deals are confidential. A spokeswoman for the Frankfurt-based central bank declined to comment. Debt of 1.9 trillion euros -- more than Spain, Greece, Ireland and Portugal combined -- leaves Italy vulnerable to any advance in yields as it refinances maturing debt. While Italy has completed more than 70 percent of its funding for this year, it must still sell more than 60 billion euros of bonds by year- end to cover its budget deficit and other redemptions. Greek Austerity Greece’s slide toward default is adding to pressure on the debt of the region’s other so-called peripheral nations. Prime Minister George Papandreou’s bid this week to secure continued aid payments from EU allies with pledges of new austerity measures has failed to calm markets. The yield on Greece’s two-year note surged to a record-high 74.53 percent,. The cost of insuring Greek, French, Portuguese, Spanish and Italian debt against default also rose to euro-era highs. German Chancellor Angela Merkel, in a radio interview broadcast today, said an “uncontrolled insolvency” of Greece would further roil markets spooked by the prospect of default. The region has no system for “orderly” insolvency until the permanent rescue fund is established in 2013, she said. Scottish Widows The fallout hurt an Italian auction yesterday, when investors charged 4.153 percent yesterday to buy Italy’s one- year bills, up from 2.959 percent a month ago. Scottish Widows Investment reduced its holdings of Italian bonds in “the early part of the summer,” Graeme Caughey, who is responsible for about 26 billion pounds ($41 billion) as head of government bonds, said in an interview. “When we saw that increased volatility we chose to reduce position size a little,” Caughey said. “Having been overweight for a period last year, we changed our view.” Berlusconi reiterated his pledge that the new austerity plan will balance Italy’s budget in 2013 after a meeting today with European Union President Herman Van Rompuy in Brussels. The Italian parliament’s lower house, the Chamber of Deputies, will give final approval to the plan tomorrow, he said. The bill failed to reinsure investors after Berlusconi’s allies began watering down the package soon after it was first approved by the Cabinet on Aug. 12. The backslide triggered an 11-day slump in Italian bonds that ended Sept. 6. One day before the Senate was due to approve the plan, the government added a one-percentage point increase in the value-added tax to compensate for a raft of measures that had been stripped from the original plan. Berlusconi said yesterday that he had “performed a miracle” by delivering the deficit package just four days after the ECB called for the measures in exchange for buying the country’s bonds. Het is van de gekke dat zo'n groot probleem wordt gemaakt van het relatieve lage financieringstekort van Italie terwijl van het ook relatief hoge, in vergelijking met de omvang van de economie" dit is het punt: hele oude schuld door anderen in de geschiedenis gemaakt die de mensen nu niet zien als hun eigen schuld en wegwuiven. De maffia daar weet wel precies hoe je dit probleem oplost. claro.
Nog iets over China. Italië probeert China als schuldeiser te winnen. Maar de Italiaanse schuldverplichtingen, die groter zijn dan die van Griekenland, Ierland, Spanje en Portugal tezamen, zijn zelfs voor China een nummer te groot. Het Chinese staatsfonds CIC heeft bij lange na niet genoeg geld om Rome te ‘redden’. Bovendien zijn de Chinezen voorzichtige kooplui die ongetwijfeld hebben geleerd van de verliezen die zij leden door te investeren in het westerse Blackstone. Peking heeft meerdere keren aangekondigd Griekenland, Spanje, Portugal en Hongarije te gaan steunen, maar noemenswaardige investeringen zijn daarop niet gevolgd. Hopelijk geldt dat niet voor Italië.
