    Vale settles iron ore benchmark prices with ArcelorMittal

    Brazilian mining giant Vale has concluded negotiations on iron ore and pellet prices for 2009 with ArcelorMittal in the first settlement this year in the European market, Steel Business Briefing learns from the miner.

    The world’s largest steelmaker has settled for the same percentage price decreases as those already agreed by many Asian mills. The deal will put more pressure on China to accept the benchmark settlement or turn increasingly to the spot market.

    In the agreement with ArcelorMittal, Vale’s prices for fines decrease by 28.2% and for lump ore by 44.47% from the 2008 benchmark values.

    Therefore, the new reference prices per dry metric tonne unit (dmtu) FOB are $0.9651 for Southern and Southeastern System fines (SSF), $1.0095 for Carajás sinter feed (SFCJ), and $1.0962 for Southern System lump.

    The pellet price falls by 48.3% relative to 2008 and the new reference prices per dmtu are $1.1384 for blast furnace pellets and $1.2523 for direct reduction pellets.

    UK stockists cautiously optimistic about European industry
    The mood remained one of cautious optimism at a gathering of the UK's North East Association of Steel Stockholders (NEASS) attended by Steel Business Briefing last week.

    NEASS members do not underestimate the challenges facing the steel industry. European and UK mills cannot continue to produce at low capacity utilisation rates, which is expensive and can damage machinery. Yet weak demand means increased output could saturate the market. European summer is likely to be slow with some mills closing for one or two months to prevent large inventory build-ups.

    Dumping case on wire may follow EU's duty on rod imports
    By confirming the anti-dumping duty on imports of wire rod from China (see other story), the EU Commission has missed the point, a large European wire rod buyer comments to Steel Business Briefing.

    The major problem is not wire rod from China, he says, but imports of some Chinese finished products like welding wire. China has a 600,000 tonnes/year overcapacity of welding wire, and this is being dumped into the North American and European markets, the rod buyer claims.

    European steel consumption to remain subdued
    It will take three to five years for European steel consumption to reach the levels of 2007, chief executive of Anglo-Dutch steelmaker Corus, Kirby Adams, said in the results conference call of Indian parent company Tata Steel.

    “The opinion on the timing of the recovery [in Europe] has changed,” Adams said in the call monitored by Steel Business Briefing yesterday (25 June). He suggested the downturn has been much sharper and more protracted than people initially expected.

    The European Union’s monthly economic sentiment indicator (ESI) increased again in June for the third month in a row. Its business climate indicator (BCI) for the euro area also increased marginally, Steel Business Briefing learns from latest reports on the EU web site.

    However, both indicators remain far below the previous historical lows recorded in 1992-93. The European Commission says this suggests that year-on-year industrial production growth will have remained negative in May and “subdued” in June.

    Vehicle production continues to fall in Spain
    Spanish vehicle production saw a 37.27% fall during the first five months of the year, compared to the same period in 2008, Steel Business Briefing learns from Spanish automotive manufacturers’ association Anfac.

    In January-May 821,408 units were produced, while May’s output fell by 31.13%. Passenger car output, which accounts for the greatest volume of production, saw a smaller decrease of 30.68% in January-May, and it is possible that in the coming months this fall will decelerate as a result of the positive effects of incentive schemes applied in countries where Spanish vehicles are sold.

    Estar plants go back to Russian tycoon Varshavsky
    New investor Abukar Bekov has handed back the assets of Russia’s Elektrostal Rossii (Estar) Group to Vadim Varshavsky and his team, the group's spokesperson tells Steel Business Briefing. This follows a chain of bankruptcy petitions from Estar’s mills and attempts to reorganise the running of the company.

    “The reason [for the return of the assets to the former owners] was the lack of ability of the new owners to manage the mills in the conditions of the economic crisis,” Estar says in a statement on its website.

    EU steel imports to rise 15-16% in 2010, says Eurofer
    Imports of steel products into the European Union from third countries are likely to end the year 30% below 2008 levels, according to a report by EU steel producers’ federation Eurofer.

    The report, sent to Steel Business Briefing, also shows an expected rebound in apparent steel consumption in the EU in 2010 driven by the stock cycle, which would lead to increased import volumes in the coming year.

    EU inventories slip only marginally in May, say EU stockists
    European inventories for all steel products fell to 88.8 days of sales in May, from 90.3 in April and 92.6 in March, according to the latest business report sent to Steel Business Briefing by Eurometal, the European distributors’ association. They thus are equivalent to three to four months of sales, with destocking set to go into Q3, it adds (see separate article).

    Real steel demand has been largely negative this year, and has dropped back to the level reached in the downturn of the early 1990s. Mill lead-times are short, despite their massive production cuts, the association also comments.

    ArcelorMittal plans August price rise for longs in Europe
    ArcelorMittal is to raise prices for long products made at its works in Europe. It will add €20-30/tonne for all new bookings from August. The increase covers sections, merchant bar, rebar and wire rod. For products that are subject to a scrap surcharge, this will be included in the €20-30/t increase. The exact amount of increase is depending on product and region.

    A senior executive of the company tells Steel Business Briefing that the increase is driven largely by cost increases. Scrap prices in Europe have risen by €15-25/tonne, and billet prices ex-CIS rose by $40-50/t during June, as SBB has reported.

    Steel wage talks conclude in Germany’s Saarland state
    The traditional wage negotiations for the steel industry in Germany’s Saarland state have concluded with similar results to those in the northern and western region and the eastern region of Germany.

    Evraz launches $900m share and bond offering
    Evraz Group has launched a $900m offering consisting of $600m of convertible bonds (due in 2014) and $300m in newly issued shares in the form of GDRs (global depository receipts) listed on the London Stock Exchange. Evraz will use the proceeds to “refinance existing debt and for general corporate purposes,” it says in a statement seen by Steel Business Briefing.

    Lanebrook, a 77.6% shareholder in Evraz, says it intends to subscribe for approximately $400m of the offering, split equally between the bond and equity offerings, with the final split to be determined at the time of pricing. The bonds will be convertible into GDRs representing newly issued ordinary shares of the company, Evraz adds.

    Full Daily Briefing subscribers have just received the latest issue of the SBB Global Market Outlook.

    In this month's issue I assess the results of the improved demand for flat products in most regions. I look at the likely future market trends for flat and long products until Q4 globally, and whether destocking has finished. In US and Europe, long products pricing has been weaker but Asian price levels for all products are increasing strongly.

    I also look at May's production figures that showed global output to have increased by around 6.5 million tonnes last month. China’s output increased again, and production in Europe and US increased visibly from their recent low levels. Generally, demand improved during June, but holiday seasons may mean this will not continue, and I assess prices across the key regions.
