BOEM approves Virginia’s offshore wind research activities plan

Wind Power Engineering reported that Mr Obama, as part of President Climate Action Plan to create American jobs, develop clean energy sources and cut carbon pollution, today the Bureau of Ocean Energy Management (BOEM) announced its approval of the first wind-energy Research Activities Plan (RAP) for a facility to be located in U.S. federal waters.

Last year, BOEM awarded a research lease to the Virginia Department of Mines, Minerals and Energy (DMME) on the Outer Continental Shelf off the coast of Virginia. Today’s action clears the way for the installation and operation of two 6-MW turbines and associated cabling to shore, pending final engineering review of the project.

Mr Terry McAuliffe, Governor said that “The approval of Virginia’s Research Activities Plan marks another important step in our mission to be the first state to install offshore wind turbines in federal waters off of Virginia’s coast, this research project is the gateway to commercial development of offshore wind, which will help diversify our Commonwealth’s energy mix and support our efforts to a build a new Virginia economy.”

The RAP was developed by DMME’s operator, Virginia Electric and Power Company (dba Dominion Resources, Inc.), and describes the proposed construction, operation, maintenance, and eventual decommissioning of the Virginia Offshore Wind Technology Advancement Project (VOWTAP).

Mr Abigail Ross Hopper, BOEM Director said that “Data collected under this research lease will help us better understand the wind potential, weather, and other conditions relevant to generating power from wind offshore Virginia, it will also allow us to gain experience with new offshore renewable energy technology, which is not only valuable to Virginia and BOEM, but also to other government agencies, the offshore renewable energy industry, and other stakeholders.”

In 2012, Dominion Resources received a U.S. Department of Energy (DOE) Offshore Wind Demonstration Project Award and partnered with DMME and others to establish VOWTAP. The award, funded by the DOE, was made to enhance the deployment of stronger, more efficient offshore wind energy technologies thereby helping to further lower costs and drive greater performance across the industry. This was also one of three projects to receive support from DOE in 2014 and 2015 for RAP development, including survey and deployment activities. (To learn more about DOE’s offshore wind program and these awards, click here.)

In February 2013, DMME submitted a research lease application to BOEM for the installation and operation of two 6-MW turbines and associated cabling to shore. BOEM determined there was no competitive interest in the area where the state agency proposed to conduct these activities and proceeded with the leasing process on a non-competitive basis. That decision cleared the way for DMME to submit a RAP for which BOEM prepared an Environmental Assessment (EA) that was published in December 2014 for public comment.

Based on the comments received and results of environmental consultations, BOEM prepared a revised EA and issued a Finding of No Significant Impact (FONSI) in September 2015. With the FONSI and interagency coordination complete, BOEM has conditionally approved the RAP. The conditions of approval provide safety, physical, environmental and cultural protections beyond those mitigations and measures proposed by DMME in the RAP. DMME is required to submit for BOEM’s review two additional reports detailing design, fabrication, and installation engineering details prior to actual construction.

MidAmerican Energy announce UAD 3.6 billion wind turbines plan

A recent announcement of a USD 3.6 billion plan by MidAmerican Energy for 1,000 more wind turbines in the state provides fresh evidence of Iowa's strength as a national leader in clean, renewable energy. If approved by the state Utilities Board, the largest economic development project in terms of capital in Iowa history would generate an additional 2,000 megawatts of wind power.

When construction is completed, MidAmerican would have more than 3,000 turbines in Iowa with a capacity to produce more than 6,000 megawatts of wind generation.

Mr Bill Fehrman, MidAmerican chief executive officer and president, said in a company statement that "We have a bold vision for our energy future. Our customers want more renewable energy, and we couldn't agree more. Once the project is complete, we will generate wind energy equal to 85 percent of our annual customer sales in Iowa, bringing us within striking distance of our 100 percent renewable vision."

Gov. Terry Branstad and Iowa Economic Development Authority Director Debi Durham attended announcement of the project on Thursday.

Mr Branstad said that "(The project) puts Iowa on track to be the first state in the nation to generate more than 40 percent of its energy needs from wind power — far ahead of any other state. Today, Iowa is the only state to have crossed the 30 percent mark."

As we have said before, the wind industry is, from any perspective, a winner for our state. In addition to creating jobs (according to Durham, wind energy supports 7,000 of them), it helps keep electric rates stable for utility customers, puts more money in the pockets of farmers and other rural landowners in the form of lease payments, creates export potential and increases property tax revenue.

Meanwhile, construction of its proposed new wind turbines would boost MidAmerican's total wind energy investment in Iowa to more than $10 billion since 2004.

First offshore wind farm to usher in new era for industry in US

Associated Press reported that the nation's first offshore wind farm is set to open off Rhode Island this fall, ushering in a new era in the U.S. for the industry.

Developers, federal regulators and industry experts said that the opening will move the U.S. industry from a theory to reality, paving the way for the construction of many more wind farms that will eventually provide power for many Americans.

Deepwater Wind is building a five-turbine wind farm off Block Island, R.I., to power about 17,000 homes. The project costs about $300 million, according to the company.

Mr Jeffrey Grybowski CEO said that the Block Island wind farm enables larger projects because it proves that wind farms can be built along the nation's coast.

Mr Grybowski said that "I look at Block Island as sort of the key to unlocking the code of how to do offshore wind in the U.S."

He said that this comes as other states have "suddenly woken up" to offshore wind's potential.

Areas suitable for offshore wind farms have been identified off seven states and the Bureau of Ocean Energy Management has already awarded 11 commercial offshore wind energy leases for sites in the Atlantic Ocean.

Developers have requested commercial wind leases for areas off California and Hawaii. And a lease sale is planned for 81,000 acres off New York for commercial wind energy this year.

Mr Kit Kennedy, an energy and transportation expert at the Natural Resources Defense Council said that "There's a tremendous amount of activity and I think this will be viewed in history as the year that changed everything for the U.S. offshore wind industry."

Meanwhile, offshore wind farms are being proposed near population epicenters that lack the space to build on land.

Block Island wind turbine suffers turbine hitch

A turbine has malfunctioned at Deepwater Wind’s 30MW Block Island offshore wind project in the US. The GE Haliade 6MW machine was undergoing routine testing in November during the commissioning phase of the five-turbine project.

The turbine was producing about 1MW of power, well below its 6MW capacity, at the time.

A drill bit was left inside the generator of turbine number 2 “as a result of human error,” Deepwater spokeswoman Meaghan Wims told reNEWS.

As a result, magnets in the generator were damaged.

“GE will repair the turbine and expects to have it operational in the near term,” said Wims.

Despite the setback, Deepwater aims to start commercial operation with the remaining four turbines after the company finalises operations protocols with regional grid operator ISO New England.

The developer expects to complete the process and begin delivering power into the grid in the coming days.

The Block Island scheme, the first offshore wind farm in the US, produced its first watt on 12 September and has generated more than one gigawatt-hour of power so far.

BLM action okays first 500 turbines of CCSM Wind Energy Project

Wyoming Business Report reported that renewable energy and Wyoming jobs received a boost Wednesday as the Bureau of Land Management (BLM) approved the first 500 wind turbines for the Chokecherry Sierra Madre (CCSM) Wind Energy Project.

The BLM action followed the U.S. Fish and Wildlife Service (FWS) Record of Decision (ROD) indicating that it would issue an Eagle Take Permit for Power Company of Wyoming’s (PCW) Chokecherry and CCSM when final mitigation plans are provided. The Fish and Wildlife Service decision came after a thorough analysis of the potential impacts to eagles from the wind energy project.

The 500 turbines represent Phase 1 of a two-phase proposed project that would build up to 1,000 wind turbines on almost 220,000 acres south of Rawlins.

According to the BLM, the project represents the largest proposed onshore wind energy facility in North America; when fully operational; the project will be capable of generating up to 3,000 megawatts of clean, renewable power, enough to power nearly one million homes.

The entire project is expected to support 1,200 jobs at peak construction, and is also expected to create more than 100 permanent positions in operations and maintenance. Phase I of the project is estimated to generate almost $200 million in property-tax revenue during construction and over the first 20 years of operation. PCW estimates Phase I will also contribute $116 million from sales taxes and $118 million from a state wind-electricity tax over 20 years.

The BLM issued the Final Environmental Assessment (EA) analyzing the potential impacts of constructing 500 wind turbines on mixed ownership land for public comment in March. The EA incorporates and builds on the analysis undertaken in a 2012 Final Environmental Impact Statement, which evaluated the potential impacts of the project as a whole.

The BLM administers approximately half of the land associated with the project site; the remainder of the site is made up of privately owned and state lands. Only a portion of the total land area would be used for or disturbed by the project. No ground-disturbing activities associated with the turbines can begin until the BLM issues a Right-of-Way grant and Notice to Proceed.

The Fish and Wildlife Service is charged with administering the federal Bald and Golden Eagle Protection Act, which allows for limited take of eagles under certain conditions. The Service analyzed the impacts of potentially issuing such a permit using an Environmental Impact Statement (EIS). The Final EIS (FEIS) for CCSM analyzed a potential range of project alternatives and accompanying mitigation actions to determine the impacts of permitting limited eagle take. The Service evaluated four alternatives, including issuing the permit as requested in the application, issuing a permit with different eagle mitigation requirements, issuing a permit for the project at a smaller scale, or not issuing the permit.

Through this analysis, the Fish and Wildlife Service determined that it could issue eagle take permits for the project as requested, which included significant avoidance, minimization, and compensatory mitigation measures. Those permits would cover any unavoidable disturbance of eagles during construction as well as take of eagles during the development’s ongoing operation for a five-year period. The Service’s analysis indicated that it is likely that one to two bald eagles and 10-14 golden eagles per year would be harmed or killed by the CCSM project.

The Service’s Mountain-Prairie Regional Director, Noreen Walsh, said that “Over 70 years ago, our nation made a clear statement about the importance of protecting eagles with the passage of the Bald and Golden Eagle Protection Act. As the federal agency charged with implementing that law, the decision the U.S. Fish and Wildlife Service is announcing today demonstrates that by working closely with industry, we can develop our nation’s wind resources in a way that conserves our extraordinary wildlife resources.”

Upon completion of final permit application requirements, PCW would be issued a “take” (disturb, injure or kill) permit that would cover the anticipated eagle impacts. Under federal regulations, compensatory mitigation is not required for bald eagles because their abundance can withstand the impacts of the project. However, any golden eagle taken must be compensated for to ensure golden eagle populations remain stable.
