Alberta's Renewable Electricity Program has resulted in the lowest ever price for wind energy in Canada

The Canadian Wind Energy Association announced that Alberta Electric System Operator and the Government of Alberta for the successful implementation of the first phase of its Renewable Electricity Program, which has resulted in the lowest-ever price for wind energy generation in Canada.

As announced, the AESO will secure power from three new wind energy projects representing approximately 600 megawatts of capacity at an average price of USD 37 per megawatt-hour. The companies behind these projects have each signed a 20-year Indexed Renewable Energy Credit agreement with the AESO, providing predictable revenues while protecting Albertans against increases in the price of power. Under the IREC, when the market price is lower than the contracted price, the generator will be paid the difference and when the market price is higher, generators will be required to pay back the difference to the government.

The competitive nature of this procurement process was critical to achieving a low-cost result. In total, 29 projects representing over 4,000 MW of renewable energy were qualified to participate in this initial process, and the great interest shown by renewable energy producers means that Alberta is well positioned to succeed in its goal of procuring 5,000 MW of new renewable energy in the province by 2030. The wind energy industry looks forward to details on the schedule of future procurements for new renewable energy and will be active participants in the process.

Today's announcement represents the first step towards implementation of the Alberta Climate Leadership Plan objective for 30 per cent of Alberta's electricity demand to be met with non-greenhouse gas emitting renewable energy by 2030. It has been estimated that meeting this objective will result in:

    1. USD 3.6 billion in local spending on project development and construction;

    2. USD 137 million in operations and maintenance spending in Alberta;

    3. 14,862-person-years of direct employment; and

    4. USD 25.5 million in municipal property taxes and USD 13.5 million in land lease payments to Alberta land owners, as well as opportunities for local business.

Mr Robert Hornung, president, CanWEA said that "CanWEA was pleased to see such a large response to this initial phase of the Renewable Electricity Program. The results demonstrate that wind energy is cost competitive with all other generation sources and provides excellent value for Albertans as the province moves to reduce greenhouse gas emissions throughout the economy. The wind energy industry is well positioned to play an important role in providing clean, reliable and affordable energy for Albertans as the province moves to ensure that 30 per cent of its power is produced by renewable energy sources in 2030 and will be active participants in future procurement processes undertaken in support of this objective.

Mr Evan Wilson, Prairies regional director, CanWEA said taht "Today's announcement reflects a competitive and sustainable wind energy industry that is well positioned to meet Alberta's ambitious renewable energy goals. Alberta has always been a leader in Canadian wind energy development, and will continue to be the largest market for new wind energy for at least the next decade. The wind energy industry looks forward to working collaboratively with the Alberta government, the AESO and host communities as we move forward with the projects announced today."

    1. The recently released Alberta Supply Chain Study finds that new wind energy projects resulting from the Alberta government's Renewable Energy Plan are estimated to result in USD 8.3 billion of investment in the province. These projects are expected to result in USD 3.7 billion in local spending and 15,000 job years of employment by 2030.

    2. Alberta has 1,479 MW of wind energy, the third largest installed capacity among Canadian provinces. Wind currently supplies about six % of the province's electricity demand, and Alberta's target of 30 % renewable electricity by 2030 has made it the leading market for new wind energy development in Canada.

CanWEA is the voice of Canada's wind energy industry, actively promoting the responsible and sustainable growth of wind energy. A national non-profit association, CanWEA serves as Canada's leading source of credible information about wind energy and its social, economic and environmental benefits.

Brazil awarded tenders for 1.4GW of wind power

Windpower monthly reported that running from 1 January 2023, the 20-year contracts were awarded to the projects at an average price of BRL 98.62/MWh (USD 29.74/Mwh). The agency's director, Mr Reive Barros, highlighted the positive results, which reflected strong interest from investors in the power industry. But after the regulator was forced to cancel several proposed wind farms that were never built, Aneel plans to monitor closely the fulfilment of the contract.

Mr Barros said that "It is important that companies deliver on time and with the desired quality. We want to avoid as much as possible the revocation of concessions that have not been delivered within the stipulated deadline."

Major winners among the wind developers included Enel Green Power, Iberdrola and EDP Renovaveis.

EGP said it plans to invest around USD 750 million in three wind projects in the north-east of the country: Lagoa do Barro (510MW), Morro do Chapéu II (78MW), and a 30MW expansion of its Delfina project.

Iberdrola subsidiary Neoenergia was awarded 295MW of capacity. The company plans to build nine wind projects in the state of Paraiba by 2022.

Canada supports wind energy study in its arctic

Wind Power Engineering reported that government of the Northwest Territories‘ Department of Infrastructure is exploring the feasibility of using wind turbines and energy storage devices in the Town of Inuvik thanks in part to an investment of USD 950,000 from the Canadian Northern Economic Development Agency (CanNor). The funding was announced today by Member of Parliament Michael McLeod on behalf of the Honourable Navdeep Bains, Minister of Innovation, Science and Economic Development and Minister responsible for CanNor.

In addition to CanNor’s commitment of $950,000 over two years (2016-2018), the Government of the Northwest Territories Department of Infrastructure contributed USD 760,000 bringing the total funding of the project to USD 1,710,000.

Residents and businesses in the Town of Inuvik face high energy costs as they rely heavily on trucked-in petroleum products from southern Canada. To help lower the use of diesel and reduce greenhouse gas emissions, the Department of Infrastructure is conducting a study to determine the possibility of adding one or more wind turbines to the town’s electricity grid. CanNor’s investment is assisting with the design, engineering and geotechnical work related to the potential installation of commercial size turbines at High Point, located ten kilometers outside of Inuvik. The Agency’s contribution is also supporting consultation sessions with local stakeholders, including the Mayor and Council, the Gwich’in Tribal Council and the Inuvialuit Regional Corporation.

If this renewable energy source is deemed feasible and is implemented in the future, the wind power generated could displace between 18 to 28% of the energy currently produced using diesel. This offset could help save about USD 1.6 million to nearly USD 3 million in fuel and also reduce GHG emissions by roughly 4,000 to 7,000 tonnes annually.

Reducing the use of fossil fuels in remote communities is a key priority for both the Government of Canada and the Government of the Northwest Territories. Harnessing local and renewable fuel sources such as wind in the Beaufort Delta region of the territory would not only reduce the North’s reliance on imported diesel fuel but also support renewable energy initiatives.

Mr Michael McLeod, Member of Parliament, Northwest Territories said that “I’m very pleased that the Government of Canada is investing in this feasibility study, which could lead to the first large-scale wind turbine above the Arctic Circle in Canada. This investment is a significant contribution to the advancement of clean technology in the North and helps to diversify the northern economy.”

The Honourable Wally Schumann, Minister of Infrastructure, Government of theNorthwest Territories said that “Energy drives our economy. Access to share, affordable and environmentally-sustainable sources of energy are essential to the prosperity of the Northwest Territories. A large-scale wind energy project in Inuvik could result in the reduction of millions of liters of diesel fuel year, and help fulfill one of the strategic objectives of our proposed 2030 Energy Strategy.”

US EIA expects wind energy to surpass hydro in 2019

The US Energy Information Administration has this week predicted that electricity generated from wind energy will surpass that from hydroelectricity, the previously-dominant renewable energy source in the US.

According to the latest Short-Term Energy Outlook published this week by the Energy Information Administration, this is due to a lack of new hydro plants coming online in the next two years plus continued wind installations. Specifically, the EIA explains that increases in hydroelectric generation in 2018 and 2019 will largely rely on precipitation and water runoff, and although weather patterns will also affect wind electricity generation, the EIA’s forecast for wind is more dependent on the capacity and timing of new wind farms coming online.

Both technologies will follow natural seasonal patterns hydropower will peak in spring when precipitation and snowpack melt increases water runoff, while wind energy will peak in spring and fall. For hydropower specifically, the EIA expects hydropower generation to be down slightly in 2018 and 2019 after a relatively wet 2017. In 2017, hydropower provided 7.4% of total utility-scale generation, but that figure will drop in 2018 to 6.5%, and 6.6% in 2019.

Conversely, the EIA expects continued new wind capacity to come online during 2018 and 2019, with 8.3 GW (gigawatts) added in 2018 and 8 GW added in 2019, which will increase wind’s contribution to the utility-scale energy mix by 9% by the end of 2018 and by 8% by the end of 2019. In the end, the EIA expects wind to account for 6.4% of total utility-scale generation in 2018, and 6.9% in 2019, the point at which it exceeds hydropower.

GE Renewable Energy and ENGIE gear up for 360MW wind farm in Brazil

GE Renewable Energy announced it has signed an agreement with ENGIE to supply 144 of its 2.5-116 turbines for the Umburanas Wind Farm Complex in upstate Bahia, Brazil. This 360MW wind installment will add to the 326.7MW under commissioning by GE Renewable Energy at the neighboring Campo Largo I wind farm, also owned by ENGIE.

Mr Vikas Anand, General Manager, GE’s Onshore Wind Business, Americas said “Together, these two wind farms represent our largest volume of turbines in a single cluster in Brazil. It’s a great honor to be working with ENGIE and to continue to grow the wind capacity together and increase the wind energy footprint in Brazil. This newly announced project also demonstrates our continued commitment to Brazil’s Wind industry.”

GE Renewable Energy will also be providing 10 years of Operations and Maintenance at the Umburanas Wind Farm.

ENGIE’s potential in the region of Umburanas and Sento Sé exceeds 1,300 MW. The 326.7 MW Campo Largo 1 site is currently under construction and will begin commercial operations in January 2019. It will create enough energy to power a population of up to 600,000 inhabitants. The newly announced 360MW Umburanas project has also begun construction, and the first turbines are set to be delivered in 2018.

Mr Eduardo Sattamini, president for ENGIE Brasil Energia said that “We have selected GE Renewable Energy to supply turbines for both projects and we trust GE’s commitment to implement the projects according to the agreed business plan, therefore reinforcing the partnership between the two companies”.

GE’s 2.5-116 turbine for Umburanas will feature 90-meter-tall towers. This machine provides efficiency gains to the wind farm by maximizing energy production, reducing infrastructure spending and making for an even more competitive wind levelized cost of electricity (LCOE). The turbine’s energy production is increased by as much as 32% at 8.5 m/s, compared to GE’s 1.7MW.

Quinbrook to repower California wind farm

Quinbrook Infrastructure Partners, a global investment manager specializing in lower carbon and renewable energy infrastructure, announced that, following a competitive solicitation run by the State of California, the Quinbrook Low Carbon Power Fund has been awarded a new long term lease to repower the Gonzaga Ridge Wind Farm, located in Pacheco State Park in central California. The project rights were won and the lease was secured by Scout Clean Energy, a Colorado-based developer and operator of U.S. wind power projects and a Quinbrook portfolio company.

The lease awards Scout the exclusive right to build, own and operate a new wind farm project at the Gonzaga site, a major investment project that is projected to increase the production capacity of the wind farm from 16.5 Megawatts to an expected 65-80 MW. Scout plans to replace the existing 1980s vintage wind turbines with the latest modern turbine technology that is expected to increase renewable power output as much as sevenfold.

Mr Michael Rucker, CEO of Scout Clean Energy said that "This iconic project represents an exciting opportunity to help the state of California meet its ever-increasing renewable energy needs. California has been a pioneer of wind power since the '70s and, these days, virtually all of California's viable onshore wind resource sites are already built out. By repowering Pacheco Pass and equipping it with today's advanced wind turbine technology, we hope to set a new and important precedent for unlocking more renewable power from recycling older existing wind power sites located across California and other US states with cost-effective new capacity. This is truly a getting 'more for less' proposition."

California Senate President Kevin de León set forth a plan last year that would gradually increase renewable energy consumption in the state, culminating in a goal to produce 60% renewable energy within California's electricity grid by the year 2030. State policies in the California market, as well as in the Mid-Atlantic and Northeast regions, are expected to drive demand for more than 30 GW of new renewable energy capacity between now and 2030.

Shawn Cumberland, Senior Managing Director of Quinbrook said that "Gonzaga Ridge's unique location near the Bay Area, as well as its connectivity to major distribution points on California's electricity grid, provide a rare opportunity to improve the productivity of a vintage wind farm that is a part of the history of renewable energy in the State. As the original project was 'cutting edge' when first built in the '80s, the repowering of Gonzaga will demonstrate how far US wind power has come in the past three decades. Modern turbines are both larger in size and much more cost-effective than their predecessors. The continued declines in the cost of wind power is helping to keep power prices low whilst at the same time helping California achieve its emissions reduction goals. Quinbrook is proud to play our part in California's groundbreaking energy transition."

The new project will connect to the grid at in the California Independent System Operator's NP15 zone, a major distribution point and market hub for Northern California. The new wind farm will continue to provide royalty revenues to the California Department of Parks and Recreation to fund the operations of the park and related support functions.

Wind, solar could meet 80 percent of US demand for electricity - Study

Wind and solar power could meet 80 percent of US demand for electricity, as long as improvements are made in transmission and storage. According to the report in the journal Energy and Environmental Science, Until a few years ago, these renewable energy sources were thought to be capable of supplying only about 20-30 percent of US needs.

Currently, the United States gets about two thirds of its electricity from fossil fuels natural gas, coal and oil which contribute to global warming by emitting greenhouse gases that heat the atmosphere.

One-fifth of US electricity comes from nuclear, and another 15% is generated from renewables, with wind contributing seven percent, solar just one percent, while hydropower and other sources account for the balance of the clean energy sources, according to the US Energy Information Administration.

To see how much wind and solar could contribute in the years ahead, researchers at the University of California, Irvine; the California Institute of Technology and the Carnegie Institution for Science looked back at 36 years of hourly US weather data spanning 1980 to 2015.

Co-author Steven Davis, UCI associate professor of earth system science said that "We looked at the variability of solar and wind energy over both time and space and compared that to US electricity demand.”

He added that "What we found is that we could reliably get around 80 percent of our electricity from these sources by building either a continental-scale transmission network or facilities that could store 12 hours' worth of the nation's electricity demand."

Expanding US transmission and storage would require a "very substantial -- but not inconceivable" investment, the researchers said.

For instance, the new transmission lines required could cost hundreds of billions of dollars.

The report said that But storing that much electricity with today's cheapest batteries would likely cost more than a trillion dollars. In the future, the United States which is the world's second largest polluter after China should consider lower-carbon sources of energy to fill the gaps left by solar and wind.

Co-author Ken Caldeira of the Carnegie Institution for Science said that "Our work indicates that low-carbon-emission power sources will be needed to complement what we can harvest from the wind and sun until storage and transmission capabilities are up to the job. Options could include nuclear and hydroelectric power generation, as well as managing demand."

Enel starts construction of new wind farm in the United States expanding its sales to corporate offtakers

Enel, through its US renewable energy company Enel Green Power North America, Inc has started construction of Diamond Vista wind farm, which will have an installed capacity of around 300 MW and will be located in Marion and Dickinson Counties, in Kansas. Once completed, Diamond Vista will further secure Enel’s position as the largest wind capacity operator in the state with approximately 1,400 MW of operational wind energy.

Antonio Cammisecra, Head of Enel’s Global Renewable Energies division, Enel Green Power said that “The start of construction of Diamond Vista, which follows a record year of growth in 2017 for Enel Green Power in the US, sends a strong message about our ability to deliver on the company’s commitment to further strengthen its renewable leadership. Furthermore, this project confirms us as a partner of choice for offtake customers who, like Enel, are committed to advancing a sustainable energy future. We are proud to be able to support their renewable goals through a cost-effective energy supply.”

Investment in the construction of Diamond Vista amounts to approximately 400 million US dollars and is part of the investment outlined in the Enel Group’s current strategic plan. The project is financed through the Enel Group’s own resources. The project is expected to enter into service by the end of 2018 and, once fully operational, will be able to generate around 1,300 GWh annually.

The power and renewable energy credits from a 100 MW portion of Diamond Vista will be sold to global manufacturing company Kohler Co. under a bundled, long-term power purchase agreement. The wind energy will supply 100% of the annual electricity needed to power Kohler’s US and Canadian operations, including its 85 manufacturing facilities, offices and warehouses, and will reduce Kohler’s global greenhouse gas emissions by more than 25%. The project is supported by two additional bundled long-term PPAs under which the power and renewable energy credits from another 100 MW portion will be sold to City Utilities of Springfield and those from the 84 MW portion to Tri-County Electric Cooperative of Oklahoma.

The facility is owned by EGPNA’s subsidiary Enel Green Power Diamond Vista Wind Project, LLC. EGPNA acquired the project from Tradewind Energy, their long-term strategic development partner, headquartered in Kansas.

In Kansas, Enel operates five additional wind farms, Smoky Hills I & II, Caney River, Buffalo Dunes and the company’s largest wind farm globally, the 400 MW Cimarron Bend wind farm.

    Vestas strengthens presence in Argentina

Building on its successful track record in Latin America, Vestas strengthens its position as the leading wind turbine manufacturer in Argentina by building a hub and nacelle assembly facility in the Buenos Aires province. The new facility, which will generate hundreds of news jobs once complete, is being established to meet the country’s huge growth potential within wind energy, expected to reach 10 GW of new installations by 2025.

Sales Director for Latin American South Cone, Andrés Gismondi said that “Our leadership position with more than 900 MW of either installed capacity or capacity under construction underlines the need to take a big step forward to better support the government’s ambitions for renewable energy. By building this assembly facility, we will serve our customers’ needs in the country even better and generate hundreds of local jobs.”

With nine production facilities around the globe and carefully selected partners, Vestas’ global manufacturing footprint guarantees delivery of high quality products to its customers by manufacturing core components close to key markets. With the new production facility in Argentina, Vestas aims to optimise production while creating around 300 direct and indirect jobs.

The Minister of Energy, Juan Jose Aranguren, highlights that “The fact that a global leader in renewable energy is interested in expanding its presence in Argentina clearly proves that we are on the right path, providing investors with the confidence and trust needed to invest in our green transition”.

Along the same lines, the Minister of Production, Francisco Cabrera, emphasised that “Vestas’ positioning in Argentina is good news, not only for the number of jobs that will be created thanks to its localisation plan, but also for the technology transfer to small- and medium-sized enterprises in the country”.

Vestas pioneered Argentina’s wind energy market with the installation of the country’s first commercial wind turbine in Neuquén back in 1991. Since then, Vestas has closely monitored the evolution of the market, which now stands out as a key market in Latin America. The government launched the RenovAr programme in 2015, which aims to reach a 20 percent renewable energy target by 2020.
