www.zerohedge.com/contributed/2013-11...

Three Years After Fukushima in Four Infographics March 11 marked the third anniversary of the magnitude 9.0 earthquake and subsequent tsunami that struck the east coast of Japan. Within days of that event, with no backup power, cooling systems failed at Tokyo Electric Power Co.’s (TEPCO’s) Fukushima Daiichi plant, leading to meltdowns and hydrogen explosions at Units 1, 2, and 3. But little seems to have changed in Fukushima Prefecture, where 140,000 people are still under evacuation, or at Daiichi, where crews struggle to continue cleanup efforts. A New Crisis at Daiichi Exacerbating the situation is a contaminated groundwater crisis that began last April and has since significantly worsened. TEPCO has revealed contaminated groundwater has been leaking into the power station port, suggesting that the main source of the contamination is water in cable trenches that connect with circulation pumps near the shore, which became contaminated in March 2011. Prime Minister Shinzo Abe’s government has vowed a “proactive” role in resolving the issue, recently pledging an additional ¥47 billion in funding for countermeasures. A basic policy proposed in November 2013 calls for a dedicated team to implement countermeasures, which include pumping out contaminated water from affected areas, paving the land with asphalt to prevent rainwater inflow, installing impermeable walls on the ocean side of the plant to prevent leakage into the port and sea, and installing “frozen-earth” impermeable walls on the land side to isolate groundwater flow from the contaminated area. (click for larger PDF file) Japan’s Energy Shift Geographically isolated Japan has always lacked natural resources, forcing it to rely on imported energy, but it is also a vocal global proponent for curbing greenhouse gases. The country has, in energy plans before the Fukushima disaster, promoted policies that strive for simultaneous achievement of the three Es: energy security, environment (or climate change mitigation), and economic efficiency (or lowering costs for energy). Nuclear was touted as its best option for achieving those goals. But immediately following the Fukushima accident, despite the inoperability of several thermal plants, the country’s nuclear plants were shut down. Nuclear’s decline has been compensated for by thermal generation—which has climbed to 90% of total generation—and mainly by expensive imports of liquefied natural gas. Despite the political firestorm about Japan’s nuclear future, the first energy policy since Fukushima being drafted by the administration of Prime Minister Abe suggests that nuclear, along with renewables and fossil fuels, will be integral to meeting Japan’s energy needs. A Nuclear Comeback? Three years after Fukushima, none of Japan’s 48 existing reactors are operating. The last ones, Ohi Units 3 and 4, were shut down in September 2013. Applications for restarts, which must be approved by the Nuclear Regulation Authority, are pending for just 17 reactors, but there is no consensus on how long the approval process could take. Some industry experts suggest reactors that have applied could be restarted within six months to a year. Generators Cope with Loss Meanwhile, Japan’s energy import bills are surging, pushing the country to a record trade deficit in 2013. The most badly hit are the country’s 12 general and wholesale electric utilities, which are seeing crippling hikes in the total cost of power generation. Misschien wat voor Japan? Chernobyl Steel Radiation shield - The biggest moving structure ever In the normal world, it's what you'd call a bad investment: Spending USD 2 billion to build the largest moveable structure ever and knowing that it won't work for longer than 100 years. But in Chernobyl, it's the best available option for protecting a whole continent from the worst nuclear disaster in history. Today is the 28th anniversary of the disaster, which killed 31 and subjects hundreds of others to extreme suffering, and left 200 tonne of radioactive corium and 16 tonne of uranium and plutonium exposed inside the smoking remains of Reactor 4. At the time, heroic workers quickly constructed an ad hoc shelter over the reactor to stop the spew of radioactive material across Ukraine and Western Europe, using 7,000 metric tonne of metal and many more tons of concrete. But that shelter known as the Sarcophagus was never meant to last. And now, it's in danger of collapsing. Enter New Safe Confinement, a project that's nearly as old as the meltdown it's designed to contain. It's a two-pronged plan: First, thousands of workers are constructing a 300-foot-tall steel arch that weighs more than 32,000 tonne. Though it's being built a few hundred meters away from Reactor 4, it's eventually going to cover it, creating a thick steel cage around the reactor in case it collapses. But because the area near it is too radioactive for workers to stay there for longer than a few minutes, this huge structure is being built next door—then, very very slowly, it will be slid on teflon-coated tracks to cover the reactor. However, we last checked in with its progress almost six months ago, the 300-foot arch was well underway. But today, on the anniversary of the disaster that necessitated it, we spent some time on the NSC's official website to cull the most incredible photographs of its construction in the months since our last look. Robot moet Fukushima redden Ronald van de Krol Vandaag, 17:00 Update: vandaag, 17:00 Robots? Graag!
Japan restarts first nuclear power plant since Fukushima disaster Japan has restarted its first nuclear reactor under new safety rules following the 2011 Fukushima disaster. All Japan's nuclear plants were gradually shut down after a series of meltdowns at the Fukushima plant sparked by the tsunami and earthquake. But after passing stringent new safety tests, Kyushu Electric Power restarted the number one reactor at its Sendai plant on Tuesday morning. There is still strong public unease about a return to nuclear power. Protests have been taking place outside the Sendai plant and at Prime Minister Shinzo Abe's residence in Tokyo, about 1,000 km (600 miles) away. The BBC's Rupert Wingfield-Hayes in Tokyo says that after being told a disaster like Fukushima could never happen, public confidence has been shaken. A total of 25 plants have applied to be restarted, he says, but all are facing legal challenges from concerned locals. Kyushu said reactor No.1 at Sendai began operating again at 10:30 local time (01:30 GMT). Kyushu Electric spokesman Tomomitsu Sakata said the reactor had gone back online without any problems. Jump media playerMedia player helpOut of media player. Press enter to return or tab to continue. It will be about 24 hours before a full reaction takes place, and the plant is expected to start generating power by Friday. It will reach full capacity some time next month. Prime Minister Abe said on Monday that the reactors had passed "the world's toughest safety screening". "I would like Kyushu Electric to put safety first and take utmost precautions for the restart," he said. Source : BBC News
Japanese firms to construct 2 coal-fired power plants in Fukushima PEi reported that 5 Japanese firms have joined forces to construct 2 coal-fired power plants in Fukushima. Tokyo Electric Power Company, Mitsubishi Heavy Industries, Mitsubishi Corporation, Mitsubishi Electric Corporation and Joban Joint Power have joined forces to develop the 540 MW project, which aims to create an industrial base and open up job opportunities to support local economic recovery. They will use an integrated coal gasification combined-cycle, which the companies claim is the next-generation clean coal technology. They expect it to cut CO2 emissions by around 15% in comparison with the latest conventional coal-fired power plant. One of the IGCC facilities will be built at TEPCO’s Hirono Thermal Power Station and the other at Joban Joint Power Company’s Nakoso Thermal Power Station. Operating as the 'Fukushima Revitalisation Power Consortium' the companies will be working to implement the project with operations to start in the early 2020s. Source : PEi
