    Lurco Group Approaches High Court over Sale of Koornfontein Coal Mine to Black Royalty Minerals

    Moneyweb reported that the sale of Koornfontein coal mine has hit a legal obstacle with losing bidder Lurco Group is asking the High Court to interdict the business rescue practitioners from selling the mine to another bidder, Black Royalty Minerals. Lurco said that the business rescue practitioners unlawfully changed its business rescue plan in October when they demanded that the full purchase price for the Koornfontein assets be placed in a South African bank account within five days. Lurco was unable to meet this deadline as funds had to be shifted from an overseas account, for which regulatory approval was required. According to Lurco COO Aubrey Chauke affidavit “Having missed the deadline, BRM was anointed as the preferred bidder. The BRM bid, at about ZAR 300 million, is substantially lower than Lurco’s.”

    Lurco submitted two bids for the mine, both for ZAR 500 million. The initial bid was backed by funding from Central Energy Fund subsidiary African Exploration Mining and Finance Corporation. CEF is owned by the state. Lurco also submitted an alternative bid, independent of AEMFC, with funding from Ocean Partners Holdings.

    BMA to Automate Haulage Operations at Goonyella Riverside coal mine

    BHP Mitsubishi Alliance will implement autonomous haulage at its Goonyella Riverside coal mine, in central Queensland, next year. BMA Asset President, Mr James Palmer, said that haul trucks would be retrofitted with autonomous vehicle technology, allowing the completion of an extensive study and engagement with the workforce, community and all levels of government. He said “Autonomous haulage will help us improve safety and productivity performance, and it is our people who will be at the centre of making this change a success. While the first autonomous vehicles will not operate at the site until 2020, and full roll-out will take around two years, we want to give people in our workforce and the community as much notice as possible of this change.”

    The introduction of autonomous haulage at Goonyella Riverside will involve the staged conversion to an autonomous fleet of up to 86 Komatsu trucks over the next two years. It will build on the mine’s strong production record by increasing truck hours and delivering more consistent cycle times, according to BMA. Haulage automation is also expected to improve safety by reducing risk exposure and decreasing significant events. The first autonomous trucks are expected to be operational in the first half of 2020.

    Odisha Demand on Coal Royalty Unlikely to Get Approved

    IANS recently reported that Indian government is unlikely to consider the Odisha government's demand for revision of coal royalty. Union Coal and Mines Minister Mr Prahlad Joshi said "The Chief Minister has given a representation to me on coal royalty revision. I have briefed the Chief Minister that it is linked to power tariff. It's a larger policy decision since whatever decision is taken it will be applicable to the entire country.”

    The Union Minister met Chief Minister Mr Naveen Patnaik last week. During the meeting, the Chief Minister reiterated the demand of the state government that the rates of royalty should be increased and the state should get a share from the cess collected on coal by the Central government.

    Protests Against Coal Mine in No-Go Area in Chhattisgarh Continue

    The New Indian Express reported that the villagers sitting on dharna at Udaipur block in Ambikapur district recalled how Rahul Gandhi visited them in June 2015 at Madanpur pledging his support to the people’s protest against the coal mines in the Hasdeo-Arand coalfield region but the Chhattisgarh government led by Congress now ignores their plea. Now it has been a month since hundreds of villagers have relentlessly held indefinite demonstrations seeking cancellation of land acquisition and environment clearances to projects on mining of coal blocks in Hasdeo Arand forested region where around 20 coal blocks have been identified in the coalfields.

    The very biodiversity-rich Hasdeo-Arand coalfield region was declared No-Go area for mining in 2010 by Jairam Ramesh, then Union Minister for environment and forest.

    Rahul Gandhi at Madanpur had affirmed that the Congress party is in favour development but the consent of villagers must be sought ahead of coal block allocation.

    Polish JSW Maps all Coal Deposits in 3D

    All the coal deposit of Jastrzebska Spolka Weglowa have been mapped onto the virtual 3D space. The Company has just completed the project entitled Deposit model and production planning at JSW SA aimed at implementing a modern deposit management and production planning system in accordance with the global trends in this respect. Within the framework of the project, a system has been implemented based on two global IT solutions, which made the deposit management and design process in mines much more advanced. Systems of similar type are the basis for the operation of foreign mining concerns in Australia or the United States. In Poland, so far only LW Bogdanka and KGHM mines planned their production based on 3D deposit models. Now they are joined by JSW

    A 3D model of deposits is a graphic visualization of its structure and any occurring disturbances, created on the basis of information that we have about the deposit. The 3D model of the deposit was based on the adjustment of the IT infrastructure in mines to the joint efforts of surveying and geological departments and the production preparation departments, as well as the preparation and review of data.

    As a result of project work, a central geological database was created in JSW mines, fed with data from 250 surface holes, 1,440 underground holes, 14,670 roadway profiling exercises, more than 24,000 quality samples, 100 main faults and more than 150 faults.

    The work on the project produced final effects in the form of spatial structural and quality models of deposits in JSW’s mines and strategic production schedules. The Company has set a schedule for executing 700 kilometers of planned roadway excavations and 480 longwalls, including 50 types of roadway roof supports and 25 algorithms for calculating production limitations.

    Additionally, the visualization and the modern 3D model of the deposits allow for a better understanding of variations in extraction and geological conditions in mines, while the scheduling software supports an even better optimization of production at JSW, among others by offering development of various production scenarios for the mines.

    CIL Coal E Auction Allocation in April-September dips by 36% YoY

    Coal India Limited’s coal allocation under spot e-auction scheme declined 36.4% YoY to 11.25 million tonne in April-September 2019. The coal allocated in September also dropped to 1.97 million tonne as compared to 2.58 million tonne in the corresponding month of 2018-19.

    Coal distribution through e-auction was introduced with a view to providing access to coal for such buyers who are not able to source the dry fuel through the available institutional mechanism. The purpose of e-auction is to provide equal opportunity to all intending buyers for purchasing coal through single window service. CIL's coal allocation under spot e-auction scheme had declined 37.7% YoY to 34.34 million tonne in 2018-19.

    Construction Starts of J Power Brown Coal Gasification Pilot Project in Australia

    Japan Electric Power Development Co Ltd is undertaking the pilot project to develop an international hydrogen supply chain from liquefaction of hydrogen produced with brown coal in the Latrobe Valley of Victoria, Australia, to transportation of the same to Japan. J-Power recently held the Cornerstone Laying Ceremony at the construction site of the Brown Coal Gasification and Gas Refining Facility at Loy Yang to be managed by J-Power. This pilot project will include the demonstration of brown coal gasification and gas-refining, hydrogen liquefaction, shipbuilding and operation of a specialised liquefied hydrogen carrier, and identification of a future commercialisation pathway for the commercial phase of a hydrogen supply chain. J-Power will be responsible for the Brown Coal Gasification and Gas-Refining Facility using the coal gasification expertise they have accumulated over 20 years.

    This pilot project is being delivered with the full support of Agency for Natural Resources and Energy, New Energy and Industrial Technology Development Organisation and the Victorian and Australian Governments, by a consortium in Japan comprising of C02-free Hydrogen Energy Supply Chain Technology Association; consisting of Kawasaki Heavy Industries, Ltd, J-Power, Iwatani Corporation, Shell Japan Limited, Marubeni Corporation and JXTG Nippon Oil & Energy Corporation and in Australia consisting of KHI, Hydrogen Engineering Australia Pty Ltd, J-Power, J-Power Latrobe Valley Pty Ltd, Iwatani, Marubeni, Sumitomo Corporation and AGL.

    Bank Group warns of Job Losses at Newcastle Coal Mine

    Financial Mail reported North of England coal mining firm Durham-based Banks Group has warned that Government indecision could cost up to 250 jobs. Mr Gavin Styles, Banks Group’s executive director, said the delay to a decision from Robert Jenrick MP, the Secretary of State for Housing and Communities, was unacceptable. He said Unless the company can start work on Highthorn mine near Druridge Bay early next year, the firm will have to start laying off workers and the local economy could lose GBP 87 million. Every day this decision continues to be delayed puts well-paid North East jobs at risk.”

    Banks Group has been fighting to win Government approval for a coal mine near Newcastle since 2016.

    NTEC Confident about Wyoming & Montana coal Bonds

    Navajo tribal energy company officials expressed confidence that they will be able to secure necessary bonding for recently purchased coal mines in Wyoming and Montana without financial backing from the Navajo Nation. NTEC Governmental and External Affairs Director Steve Grey told “Our biggest operation is currently the Navajo mine. It generates very strong revenue for us and the Navajo Nation. Just from that asset alone, we are very well situated.”

    But Navajo Nation President Jonathan Nez cited concerns about risk and a desire to move away from coal in announcing the tribe would not financially back the bonds for the Cordero Rojo and Antelope mines in Wyoming and Spring Creek mine in Montana.

    NTEC purchased the mines from Cloud Peak Energy, which is going through Chapter 11 bankruptcy. The bonds would ensure the mines could be cleaned up if they ever closed.

    Goa asks GIDC to Arrange Alternate Funds for coal block

    Goa’s finance department officials have informed GIDC that they are against a Goa Industrial Development Corporation proposal which seeks nearly INR 200 crore from the government to pay the performance guarantee for a coal block that GIDC plans to operate. Sources said “The state doesn’t have surplus money to give at the moment. The government cannot take such a liability on itself. GIDC should explore other avenues for the funds needed for the performance guarantee, as required by norms set by the centre.”

    The Dongri Tal II coal block at Singrauli in Madhya Pradesh has been allocated to Goa as part of the fifth tranche of allotment by the coal ministry. Coal mines have been allotted to state governments for sale of coal under the Coal Mines (Special Provisions) Act, 2015. The Centre said it will accept upfront payments in three instalments from successful bidders, along with the performance guarantee, equivalent to a year’s royalty, prior to the formal signing of the coal mine development and production agreement.

    Mongolian Coal Exports in 10 Months Surge

    Mongolian Customs General Administration data showed that Mongolia earned USD 2.75 billion from coal exports to China in the first 10 months of this year as it exported a total of 32.3 million tonnes of coal in the January-October period, virtually all to China, with a YoY increase of 1.4 million tonnes

    Coal is Mongolia's main export commodity, and it exported a record 36.5 million tons in 2018. Mongolia has set a goal to increase annual coal exports to 40 million tons in the coming years.

    Shenhua Guoneng Opens Coal Mine in in Baoqing County of Shuangyashan City in Heilongjiang Province of China

    China News Service reported that China’s state-run utility and coal mining firm Shenhua Guoneng Group has built a large new coal mine in northeast China’s Heilongjiang province. The mine, located in Baoqing county of Shuangyashan city, cost a total of CNY 3.656 billion (USD 523 million) to build and has proven brown coal reserve of more than 800 million tonnes. The mine has an annual production capacity of 11 million tonnes.

    Alliance Resource Partners Gibson County Coal Issues WARN Act Notice to 185 Miner

    Alliance Resource Partners LP announced that its subsidiary Gibson County Coal LLC has issued Workers Adjustment and Retraining Notification Act notices to approximately 185 of its employees as a result of idling production at the Gibson North mine.

    Mr Joseph W Craft III, Chairman, President and Chief Executive Officer, said "A substantial portion of production from the Gibson Complex has been dedicated to supplying the international coal markets. The export markets have deteriorated over the last seven months and have contributed to an over-supplied domestic market. Although we anticipate coal markets will improve, predicting when a rebound may occur is difficult and led to our actions today. Until conditions improve, this production response at the Gibson North mine allows ARLP to adjust volumes from the Gibson Complex to meet current demand expectations at the lowest cost possible. While market conditions made this decision necessary, we deeply regret the impact of this action on our employees, their families and their communities."

    The Gibson North mine produced this year approximately 1.7 million tons of coal through October 31, 2019. ARLP does not expect the idling of Gibson North to have any impact on its previously announced earnings guidance provided in its October 28, 2019 Press Release, including 2019 full-year ranges for coal production of 40.1 to 40.4 million tons and coal sales volumes of 39.1 to 39.5 million tons.

    Arch's Mountain Laurel Mine Discontinues Longwall Operations

    Arch Coal Inc announced that it has discontinued longwall operations at its Mountain Laurel mine in Logan County, West Virginia, three months earlier than planned. The move is expected to reduce Arch's fourth quarter coking coal volumes by between 150,000 and 200,000 tons and its fourth quarter operating results by approximately USD 20 million versus previous expectations.

    Mountain Laurel had encountered challenging geologic conditions in its final longwall panel. Once removed from the mine, the longwall system will be refurbished and relocated to the Leer South mine, which is expected to commence longwall production in the third quarter of 2021.

    This accelerates Mountain Laurel's planned transition to a room-and-pillar operation. Mountain Laurel currently has three of five continuous miners operating efficiently in the new configuration, and now expects to complete its transition to a room-and-pillar mine early in the first quarter of 2020. No changes in the mine's workforce are anticipated.

    National Australia Bank to Stop Lending to Thermal Coal Mining

    The National Australia Bank said last week that it will take no new thermal coal mining customers and wind down lending to existing customers to zero by 2035. The bank's exposure to thermal coal mining stands at AUD 762 million, which would be phased down to about half by 2028 and effectively zero by 2035. The bank would not fund new coal-fired power generation or expansions to existing plants unless there was technology in place to materially reduce emissions. By 2035, the only exposure the bank would have to thermal coal mining would be financing for environmental remediation of mines

    The Commonwealth Bank has also announced plans to work towards exiting thermal coal by 2030, but subject to secure alternative sources of energy.

    Over Half of India Coal Fired Power Plants Set To Miss Emission Norm Deadline

    According to a Reuter’s analysis, more than half of India’s coal-fired power plants ordered to retrofit equipment to curb air pollution are set to miss the deadline. India has a phased plan for plants to comply with the emission norms, with some plants having until end-December 2019, while others have up to the end of 2022 to comply. A total of 440 coal fired units that produce 166.5 GW have to comply with the regulations by December 2022. A Reuter’s analysis of Central Electricity Authority data indicates 267 units, which produce 103.4 GW of power, have to be compliant between December 2019 and February 2022, which is 27 months from now. The data shows that of these, 224 units, which produce 84.8 GW of power, have not yet awarded contracts for installing FGD units, meaning that based on the industry’s own estimates of installation timelines, they are set to be non compliant. That means at least 51% of all coal-fired units which have the emission targets could fail to comply with the deadlines.

    Association of Power Producers Director General Mr Ashok Khurana said the installation of Flue Gas Desulphurization units, which cuts emissions of sulfur dioxides, take about 27-30 months and warned that banks were withholding funding for these units due to stress levels in the power sector, among other factors.

    APP estimates it will cost private companies roughly USD 38 billion to comply with the norms and install FGD units to tackle sulfur dioxide emissions. It contends that debt-laden power producers, which are still owed over USD 11 billion in dues by government-owned distribution companies, cannot afford to invest such vast sums at this time.

    Boggabri Coal Mine Workers to vote on Idemitsu Deal


    After months of strikes, stoppages and industrial action, workers at Idemitsu's Boggabri Coal mine will vote on a new workplace agreement. The voting started on Monday and will run until Friday, which is when the votes will be counted. The union doesn't support the proposal and says almost none of the issues have been resolved. CFMEU northern NSW vice president Jeff Drayton said “There are still a number outstanding issues. We've continued to meet with the company, but we haven't been able to resolve the issues. It wants the same pay packet, bonus structure, access to independent arbitration and sick day arrangements Idemitsu has with its Muswellbrook and Ensham mine workers.”

    CFMEU officials claim that the wage increase on offer was AUD 45,000 less a year than what Idemitsu paid to employees at their open cut mine in Muswellbrook.

    Boggabri Coal chief operations officer Steve Kovac said he is hopeful the majority of workers at the mine would support the offer Idemitsu had made to ensure stability and security for their families in the lead up to Christmas.

    Since the end of August, there have been rolling strikes, including a two-day stop-work meeting where hundreds of miners gathered in Gunnedah.

    India May Reduce Upfront Payment in Coal Block Auction

    India is looking to lower advance payments and offer larger mining blocks to attract global companies to invest in its coal sector for the first time. India plans to float global tenders for the first time for coal mining blocks before end-2019, sources familiar with the matter told Reuters in August. The auctions, to be aimed at paring back the nation's coal imports, are intended to attract global miners such as Glencore PLC, BHP Group, Anglo American PLC and Peabody Energy Corp etc

    Mr Vinod Kumar Tiwari, additional secretary at India's Ministry of Coal, told Reuters that the government is looking to reduce the upfront payments of around 10% of the estimated value of blocks that have been awarded. He said "We are thinking of lowering that.”

    Anglo American extends Mastermyne Contract

    Mastermyne Group Queensland Moranbah Region based Moranbah North and Grosvenor mines contract with Anglo American has been renewed for a three-year term with estimated revenue of AUD 250-300 million. The company’s scope of work includes the design, supply and install ventilation structures and devices; installation of secondary support and conveyor belt, and provision of outbye support and maintenance services. The agreement includes a two-year extension option at Anglo American’s discretion.

    Anglo American also contracted Mastermyne at its Aquila project in the Bowen Basin, Queensland shortly after announcing approval of the project. Under that contract, Mastermyne will undertake roadway development in the mains and gate road, and provide all outbye related services for the establishment of the new longwall operation. Anglo American plans to develop Aquila into one of the most technologically advanced underground mines in the world, with features such as a remotely-operated longwall.
