De laatste maand van het jaar kan het resultaat van 2020 nog wat opvijzelen. Na een valse start en een nog valser verloop in de laatste maand lijkt er eindelijk sinds 23-11 een iets meer dan lichte kentering te komen in de nabije toekomstige verwachting. Wie zich niet is rot geschrokken van het historische minimum lag al in winterslaap. Hoewel we weinig weten over de uiteindelijke afloop van de Duitse sluizen mogen we aannemen dat het meerwerk dit jaar is of wordt betaald. Dat Museum van de Future uit Dubai zal wel future blijven, het valt ook niet mee voor zo'n noodlijdende oliestaat om de rekening te voldoen. Welnu , toen kwam het Pensioenfonds PGGM vorige week als oude partner binnen met een groter aandeel in de PPS en ging het hek van de dam en het dak er af. De convertible van komend jaar komt hierdoor op een waarschijnlijk zorgeloze afhandeling. Dan de Afsluitdijk, die gaat Bam geen windeieren leggen, dat wordt een respectvol "uurtje factuurtje" nu is gebleken dat Rijkswaterstaat de foutieve waterstanden heeft aangeleverd. Eindelijk eens iets waar Bam geen schuld aan heeft en 3 jaar méér werk en vertraging oplevert. Dan hebben we Covid nog dat parten speelt. In Schotland een lockdown op een werk van Bam waar 18 personen besmet waren. Hoe het verder zal gaan in de werkuitvoering in Europa weet niemand. Een vaccin komt er aan, tijdlijn onbekend. Dan Brexit. Geen idee wat desastreuzer voor het VK wordt, Covid of No-Deal. In elk geval heeft de overheid vele vele miljarden beschikbaar gesteld voor de bouw en infra. Dat zal toch voor ons 'fonsie' positief moeten uitpakken. Deal of no deal. Alleen dat pond nog, wat zal daar mee gebeuren. Laten we even wachten met postings tot 1 december

Dat staat vermeld in de Najaarsnota die minister van Financiën Wopke Hoekstra maandag heeft vrijgegeven. Minister Cora van Nieuwenhuizen hulde zich tot nog toe in stilzwijgen over de hoogte van het schadebedrag. Onjuiste gegevens Het werk aan de Nieuwe Afsluitdijk was door Rijkswaterstaat aanbesteed voor 550 miljoen euro. Bij het ontwerp voor het nieuwe spuisluizencomplex zijn niet de juiste gegevens ingevoerd. Dat werk moet nu helemaal over. De renovatie van de Afsluitdijk loopt drie jaar vertraging op. Van Nieuwenhuizen betaalt de meerkosten uit het Deltafonds. Minister Hoekstra rept in zijn Najaarsnota van een fondsoverschrijding van 53 miljoen euro die ,,vrijwel volledig te wijten is aan een tegenvaller op het project Afsluitdijk als gevolg van een probleem rond de Hydraulische Randvoorwaarden’’. Een miljard Het Deltafonds is bedoeld voor allerlei projecten om Nederland te beschermen tegen hoog water. In dit fonds resteert voor 2021 nog een totaalbedrag van 1 miljard euro. Dinsdag vergadert de Tweede Kamer met de minister over het probleem met de Afsluitdijk.

Mon, 30 Nov, 2020 - 20:37 Elaine Loughlin Political Correspondent Opposition leaders have raised serious questions after learning that €66m of funding allocated to the National Children's Hospital has been diverted into Covid-19 projects. Labour leader, Alan Kelly, has suggested that there is now a "profiling of the spending on the hospital happening" and called for clarity from the National Paediatric Hospital Development Board (NPHDB). "Are arguments and difficulties being created in order to slow down the construction, or are they all genuine issues between the contractor and the board, or is this impacting movement?" Mr Kelly asked. Social Democrats co-leader, Roisín Shortall, said the diversion of funds will have major impacts on next year's budget, as the money will still have to be found. It had been expected that the main contractor, BAM, would have been paid €325m for work on the hospital this year, but just €118.8m has been drawn down, the Department of Health has confirmed. This is €166m less than the pre-pandemic anticipated draw-down for the year to date and around €66m of this has now, instead, been pumped into Covid-19-related projects. Citing delay relating to the closure of the site, the department said funding is only provided for incurred expenditure, and there will, therefore, be an underspend on the project in 2020. The department confirmed to the Irish Examiner that a carry-over of €100m into 2021, the maximum allowable under public financial procedures, has been applied. "The balance of the underspend was used to fund emergency Covid work," a spokesperson said. Stephen Donnelly, the health minister, said a "revised cash-flow profile" has recently been received from the NPHDB, and the HSE capital plan has been adjusted accordingly. "The NPHDB is also working on a project update to take account of the impact of the delay experienced on the project to date, including that related to Covid, and this will have an impact on future cash flow," Mr Donnelly said in response to a parliamentary question from Ms Shortall. Ms Shortall said: "This is an absolute flagship project; there are serious questions around the way it has been handled, the way it has been project-managed from the very beginning." She said the hospital, which has already been dogged by delays and budget overruns, now needs to be finished as quickly, and as cost-effectively, as possible. Ms Shortall called on the minister to "grab a hold of it" to ensure costs do not balloon further and said there is a need for transparency, both from the board and the department. She said it is hard to track budget allocations for Covid-19 measures, because of the significant amount of money spent since the pandemic. Mr Kelly said: "There is profiling of the spending on the hospital happening, there is a significant underspend, and because of that, that money is now being transferred across to be spent on the Covid emergency measures. "This is an indisputable fact. The question we really need to ask Stephen Donnelly is whether part of this profiling, and delay in construction, is happening because the Government wants to divert money from the hospital to Covid emergency works across the country because it needs that funding, rather than anything driven by the fact that the progression of the hospital has slowed down. Scaffolding is currently going up at the site at night with the hoarding set to be covered in a patterned design drawn up by Birmingham-born fashion designer and artist Osman Yousefzada. Blijkbaar valt de schade mee. Dit is 10 procent bovenop het oorspronkelijke totale bedrag. Op zich prettig dat het geen extreme extra uitgave is. Blijft er meer over voor andere projecten.

Onjuiste gegevens
