IEA: China Oil Demand Above 10 Mln B/D For First Time In November 503 words 18 January 2011 04:01 Dow Jones International News DJI English (c) 2011 Dow Jones & Company, Inc. BEIJING (Dow Jones)--China's oil demand broke through the 10 million-barrel-a-day level in November for the first time, although expected lower gasoil consumption will likely slow the pace of consumption growth early this year, the International Energy Agency said Tuesday. "China's preliminary data show that apparent oil demand growth accelerated to 15.1% year on year in November, with all product categories posting strong gains," the IEA said in its latest monthly Oil Market Report. "Total demand has thus reached new historical highs (of) 10.2 million barrels a day, surpassing for the first time the symbolic 10 million-barrel-a-day threshold," it said. However, much of China's oil demand growth was accounted for by fuel substitution due to large-scale use of diesel-powered generators after local governments closed coal-fired power plants and rationed electricity to meet centrally-imposed energy-saving targets. The exceptionally high demand for gasoil is unlikely to continue, it noted. "Looking forward, most observers expect gasoil shortages to ease, perhaps by January, since the government has officially declared that its emissions and efficiency targets have been fully met," the IEA said. "If so, gasoil demand should ease in the months ahead. Gasoil use may have been lifted by as much as 200,000 barrels a day in (October to December) 2010 because of power generation needs." The agency forecast that global oil demand growth will slow this year, with the world using 89.1 million barrels of oil a day, an increase of 1.4 million barrels a day. Demand grew by 2.7 million barrels a day last year, it said. In November, China accounted for almost half of Asia's oil demand growth, which reached an "astonishing" 1.6 million barrels a day, or 8.3% on year, it said. China's oil data are closely tracked by market analysts due to the country's heft as one of the world's top users--and producers--of oil. China's oil import needs are lower than previously anticipated as the amount of oil it produced last year was significantly above earlier IEA forecasts due to stronger-than-expected offshore output. China imported an average of 4.8 million barrels a day of crude last year, up 17.5% from 2009, government data show. The agency said it revised upward its forecast for China's full-year 2010 oil output to 4.1 million barrels a day, a 200,000-barrel-a-day increase from its previous prediction made in July, after November output rose to 4.3 million barrels a day. The IEA now forecasts China's domestic oil output to average 4.3 million barrels a day this year. The Chinese government is due to release full-year 2010 energy output data Thursday. -By Simon Hall, Dow Jones Newswires, +86 10 8400-7755; simon.hall@dowjones.com [ 18-01-11 0901GMT ]
Qatar Discusses LNG Supply With Sinopec By Alex Delmar-Morgan And David Winning 661 words 18 January 2011 06:14 The Wall Street Journal Online WSJO Business English Copyright 2011 Dow Jones & Company, Inc. All Rights Reserved. DOHA—Qatar has begun talks on supplying natural gas to China Petroleum & Chemical Corp, known as Sinopec Corp., in the latest move by the resource-rich Arab emirate to build exposure to fast-growing Asian demand for cleaner fuels. Qatar has already committed to supplying 12 million metric tons of liquefied natural gas, or LNG, annually to Sinopec's domestic rivals PetroChina Co. and China National Offshore Oil Corp. in a mix of preliminary agreements and binding contracts. "Sinopec would like to enter for LNG so they have just started to discuss with Qatargas Operating Co.," Qatari oil minister Abdullah bin Hamad Al Attiyah told Zawya Dow Jones on Monday. He didn't specify the LNG volumes that Sinopec is seeking to buy. A Sinopec representative declined to comment Tuesday. Qatar is focusing more on Asia after U.S. demand for LNG, a super-cooled gas transported by ship, virtually dried up when energy companies found ways to produce natural gas from shale rock formations economically. Six years ago, there were plans for 55 new or expanded LNG receiving terminals in North America. But only a handful of these have been built, even though natural gas heats about half of U.S. homes and generates 20% of the nation's electricity. Low U.S. natural gas prices have also played a role in stifling the Middle East-North America LNG trade. At around $4.50 per million British thermal units on the New York Mercantile Exchange, current natural gas prices are well below their peak near $14 in the summer of 2008. In contrast, demand for natural gas in Asia is booming. This reflects not only rapid economic growth but also the region's historical reliance on burning coal for power and heating, which has left countries such as China and India grappling with worsening pollution problems. China will increase natural gas use from nine billion cubic feet a day in 2009 to 43 billion cubic feet a day by 2030, Edinburgh-based energy consulting firm Wood Mackenzie predicts. China is building massive infrastructure to funnel in gas, including pipelines from Central and Southeast Asia and multibillion dollar terminals to receive LNG ships along its coast. Cnooc, China's third-largest oil and gas producer by output, began importing LNG from Qatar in 2009, a year after signing the contract for two million tons of LNG annually. PetroChina also has a binding deal with Qatargas for three million tons of LNG, which will be shipped either to terminals in eastern Jiangsu province or northern Liaoning province when they become operational this year. But the pace at which China's energy demand is growing is prompting China's companies to seek higher LNG volumes, not only from the Middle East but also from new export-oriented projects in Australia and Papua New Guinea. PetroChina and Cnooc signed preliminary agreements with Qatargas in November 2009 for an additional seven million tons of LNG, bringing the two Chinese companies' total proposed LNG purchases to 12 million tons annually. Speaking following a visit to China last week, Mr. Attiyah said Qatar is "very close" to converting those preliminary agreements into binding deals. He also vowed to strengthen cooperation with China in other oil and gas industries. He held discussions with Chinese energy officials about a planned petrochemical plant, a joint venture between Qatar Petroleum International, Royal Dutch Shell PLC and PetroChina. Shell and Qatar Petroleum International would each have 24.5% stakes in the refinery and petrochemical plant, with PetroChina having majority control and a 51% interest. The complex is likely to be built in Taizhou city in China's eastern Zhejiang province. Mr. Attiyah also discussed plans for another petrochemical and refinery complex with Cnooc, the state-owned parent of Hong Kong-listed Cnooc Ltd. He didn't give more details. WSJ 2ND UPDATE: US, Chinese Companies To Unveil Energy Deals 568 words 17 January 2011 17:48 Dow Jones News Service DJ English (c) 2011 Dow Jones & Company, Inc. (Updates with official confirmation.) By Bob Davis Of THE WALL STREET JOURNAL WASHINGTON--Energy deals between the U.S. and Chinese companies will be unveiled this week as officials from both countries continued discussions on a range of commercial and trade matters, a U.S. official confirmed on Monday. An Energy Department spokesperson said Monday that agreements slated to be announced this week involved trade in renewable energy, but declined to elaborate. Chinese and U.S. officials met earlier Monday in the White House to discuss commercial and trade issues and expect more detailed discussions later through Tuesday. President Hu Jintao, along with officials from China's commerce ministry, are due to arrive Tuesday. The U.S. is pushing China to buy tens of billions of dollars in U.S. aircraft, auto parts, agricultural goods and beef to build goodwill when the two countries' leaders meet Wednesday. A senior U.S. official said that energy deals between U.S. and Chinese companies show particular promise. These would involve U.S. firms in the nuclear, "clean coal," and wind power industries. The deals are likely to involve purchases of U.S. technology and products, and announcements of joint ventures between U.S and Chinese firms. (This story and related background material will be available on The Wall Street Journal website, WSJ.com.) In addition, the U.S. expects deals in the computer, airplane and agricultural areas. The White House expects the centerpiece of the package to be the sale of Boeing Co. (BA) jets. Negotiations of the specifics are expected to continue until Tuesday. The two sides want to announce a raft of deals when President Barack Obama and Hu meet on Wednesday. "What's understood is that to have impact on American people, there need to be substantial transactions," said a senior U.S. official. Leaders of both nations say they want to show that the U.S.-China relationship, which was on the skids last year, is back on track and is mutually beneficial. But they also want to frame the meeting in a way that plays most favorably at home. "Our relationship is marked by great promise and real achievement," said Secretary of State Hillary Clinton in a speech on Friday. "And more than ever it will be judged on the outcomes it produces." Hu's last state visit, in 2006, came before the global financial crisis when the U.S. was clearly a dominant economic power. Since then, China has become the world's second-largest economy and its state-orchestrated style of development has become a rival to the U.S.'s more market-oriented approach. Chinese deal-making is part of nearly all of their state visits abroad--it announced $16 billion in deals in India last month. And given that the trade gap with China is likely to have passed $250 billion last year, the U.S. visit will likely be dismissed by China critics as insufficient. But the White House considers the deals a way to show concrete benefits from the encounter, when many other issues being discussed--including Iran, North Korea and intellectual-property issues--aren't easily resolved. The Obama administration also wants to show its ability to add jobs during a time of 9.4% U.S. unemployment. --Ryan Tracy contributed to this report. [ 01-17-11 1748ET ]
