Weer gat in Europese begroting BRUSSEL - In de Europese begroting van 2013 zit een fors gat. De Europese Commissie in Brussel zegt ruim 11,2 miljard euro extra nodig te hebben van de EU-lidstaten om alle rekeningen te kunnen betalen. „Dit kan niet als een verrassing komen”, stelde Europees Commissaris Janusz Lewandowski (Begroting) woensdag. De begrotingen van de afgelopen jaren werden steeds krapper opgesteld, benadrukt de commissaris. Hij spreekt over een sneeuwbaleffect, waarbij rekeningen naar het volgende jaar worden doorgeschoven. Hij verwijt de lidstaten die minder aan Brussel willen overmaken, struisvogelpolitiek. Lewandowksi benadrukt dat van de benodigde extra miljarden geen cent naar Europese instellingen vloeit. Het geld is uitsluitend nodig om rekeningen te betalen van EU-gesteunde projecten in de lidstaten, bijvoorbeeld op het gebied van infrastructuur of wetenschap. De lidstaten en het Europees Parlement moeten zich nog uitspreken over het verzoek van Lewandowski. Zijn er nog mensen die vrijwillig wat willen schenken om hier en daar leuke Europese projecten te steunen , en mooie weg in Spanje [ naast die andere] of wat geld voor een champagne boer. Perifere eurolanden hebben de rente op hun staatsobligaties sinds de zomer van vorig jaar per saldo zien dalen. Maar vooralsnog profiteren de bedrijven in dezelfde landen niet mee. Bankleningen voor Spaanse en Italiaanse bedrijven zijn op z’n best niet duurder geworden, zo concludeert zakenbank Goldman Sachs. Uit de recentste cijfers blijkt dat de rente op kleine leningen (maximaal €?1 mln, looptijd tot 5 jaar) een slordige 6% per jaar bedraagt, tegen nog geen 3,5% in Duitsland. Grillig In kernland Duitsland zijn de leenkosten voor kleine ondernemingen, die sterk afhankelijk zijn van de banksector, sinds medio 2011 gestaag gedaald. In de periferie was het patroon grilliger, maar per saldo ging de rente op mkb-kredieten fors omhoog. Voor een deel zijn deze ontwikkelingen volstrekt logisch: in een economie die harder groeit zullen banken een lagere risico-opslag vragen zolang de inflatie binnen de perken blijft. Tegelijkertijd roept het vragen op over de effectiviteit van het monetaire beleid. Gedurende de afgelopen 18 maanden trok de Europese Centrale Bank (ECB) alles uit de kast: twee renteverlagingen, twee goedkope driejaarsleningen en de belofte zo nodig op grote schaal staatsobligaties te kopen. Deze stappen blijken dus weinig effect te hebben in de landen waar de behoefte aan een stimulans het grootst is — al blijft het natuurlijk lastig in te schatten wat er zou zijn gebeurd als de ECB niets had gedaan. Fragmentatie De fragmentatie van de Europese geldmarkt — waar banken zich kort financieren — is een van de boosdoeners. Banken in de kernlanden fungeren als veilige havens en kunnen goedkoop lenen; voor perifere banken geldt de herfinancieringsrente van de ECB (0,75%) als het minimale tarief. Het gezond maken van de Europese banken is dan ook cruciaal voor het economisch herstel, zo benadrukte Klaas Knot, president van de Nederlandsche Bank, donderdagavond tijdens het FD Financieel Diner. De komst van een Europese bankunie is volgens hem een ‘unieke gelegenheid’ om in één keer alle bankbalansen door te lichten. It appears, given news from Italy today, that European depositors are increasingly coming to the realization that deposits in their local bank are not 'safe' places to put their spare cash, but are in fact loans to extremely leveraged businesses. In a somewhat wishy-washy, 'hide-the-truth'-like statement on Monte dei Paschi's website, the CEO admits to, "the withdrawal of several billion in deposits." Of course, the reasons why these depositors withdrew their capital from the oldest bank in the world will never be known though of course he blames it on "reputational damage" from their derivative cheating scandal. Apparently the fact that this happened to come about six week after said scandal and the bank's third bailout, and that the prior two bailouts did not result in such an outflow of unsecured liabilities (at least not to the public's knowledge), was lost on the senior management, as was lost that a far greater catalyst may have been the slightly more troubling events in Cyprus in the second half of March. Vraag is dan, waar gaat dat geld naar toe ? Andere banken binnen de EU of buiten de EU ? Andere vermogensassets zoals goud of aandelen ? Dat laatste zou dan weliswaar betekenen dat het geld uit cash of deposito's gaat maar er wordt wel met cash betaald, wat weer ergens anders naar toe gaat. Iemand een idee ?

Haha, welke belegger zal er ooit nog geld in banken steken, althans de komende 10 - 20 jaar, nu zelfs de spaarcentjes, beslist niet alléén het zwarte geld van de Russen, maar ook die van welke simpele spaarder dan ook, niet meer veilig zijn in tenminste Europa??? Op middellange tot lange termijn zijn volgende opmerkingen op hun plaats: • Cyprus op weg naar euro-exit: met vandaag al een sterk toegenomen anti-euro sentiment, een paar jaar van economische depressie zal dat alleen maar versterken. Op een bepaald moment zal de bevolking de economische miserie beu zijn en opteren voor het alternatief voor de euro, een exit. Met kapitaalcontroles, geen toegang tot externe financiering, een zware klap voor de spaarders en een zware herstructurering kent Cyprus trouwens vandaag al heel wat van de negatieve gevolgen die gepaard zouden gaan met een devaluatie, zonder het voordeel ervan. • Voor Europa: Van Craeynest vreest dat de Griekse verkiezingen een jaar geleden, de Italiaanse situatie, en nu Cyprus symptomen zijn van hoe de euro geleidelijk ontrafelt. Een monetaire unie kan enkel werken als het ook een verregaande vorm van economische, fiscale en politieke unie is, en dat is duidelijk niet aan het lukken. Zal Beppe Grillo uiteindelijk de eurozone doen kelderen? dinsdag 09 april 2013 Het kan vreemd in de oren klinken, maar de Italianen blijken in totaal niet wakker te liggen van het gevaar dat van de populist Beppe Grillo uitgaat. Volgens de recente polls stijgt de aanhang van Grillo nog steeds, hij zou inmiddels zowat 30% van de kiezers achter zich hebben. De relatieve rust op de obligatiemarkten rond Italiaanse staatsobligaties is volgens Bridgewater alleen maar schone schijn. De beheerders van het hedge fonds kunnen alleen maar vaststellen dat de zaken in Italië veel erger zijn dan op basis van de evolutie van de obligatiekoersen zou blijken. Zal Beppe Grillo uiteindelijk de eurozone doen kelderen?, dat is de vraag die iedereen zich stelt. Het is allesbehalve duidelijk wat deze komiek zal doen wanneer hij uiteindelijk de macht in handen zal krijgen. The plan is simple: to achieve formation of a rigid centralized control and the use of force with the help of financial turmoil - the sentence of the "three" IMF, the ECB, and, frankly, Germany. Now the "three" will dictate how much money will be automatically deducted from the accounts to keep the system afloat. If there is opposition, Brussels will shut down services that the system created - online banking, ATMs and banks. Germany has nothing to fear as after the Cyprus events Europeans will start transferring the money to German banks. In the near future Europe will either resolve to politically succumb to Germany or the EU will disintegrate and a new unit will be formed, represented by the donor countries, while other countries will be removed from the picture. Russia can feel relatively unaffected by these perturbations as it is minimally involved in a virtual financial speculative market, and the real sector in the Russian Federation dominates over the speculative one. However, the Russians are not willing to give their money to save the Germans and Anglo-Saxons, and the Russian government may consider itself warned. If it does not take action to close the accounts of large Russian businesses (up to 80 percent) in foreign offshore, Russia will lose starting opportunities under the new world order. Due to the Cyprus precedent, Russia has a real chance to return the capital to the country. Russia would greatly benefit from a strategist similar to Schauble. Reuters) - Hungary promised on Friday to make changes after the EU executive threatened action to overturn constitutional amendments it said may be incompatible with European Union law. The EU, the United States and human rights organizations have accused Prime Minister Viktor Orban's government of using constitutional amendments to limit the powers of Hungary's top court and undermine democracy in the former Soviet satellite. In a letter to Orban, European Commission President Jose Manuel Barroso said that, based on an initial analysis, the Commission had serious concerns about the compatibility of the constitutional changes with EU legislation and the rule of law. Once it has completed its legal analysis, the Commission "will have to take the necessary steps in order to start infringement procedures where relevant", Barroso told Orban. He appealed to the prime minister, the leader of the nationalist Fidesz party, to "address these concerns and to tackle them in a determined and unambiguous way". "This is without doubt in the best interest of Hungary and of the EU as a whole," Barroso wrote. Orban assured Barroso in a reply that Hungary was committed to European norms and pledged full cooperation with Brussels to address its concerns. "I certainly pay full attention to the points you raised and I should like to inform you that I have already initiated the necessary legislative steps to follow them up," he said in the letter published on his orbanviktor.hu website. Orban earlier dismissed criticism that the constitutional changes are anti-democratic and last month challenged EU legal experts to present evidence if they had any problems. Barroso's letter said the Commission was particularly concerned about the legality of constitutional changes relating to European Court of Justice judgments entailing payment obligations.
