    Peabody to Reduce Miners at Metropolitan Coking Coal Mine in NSW

    Argus reported that Peabody Energy is looking to reduce the number of workers at its 1.8 million tonnes per year Metropolitan non-premium hard coking coal mine in the Illawarra region of New South Wales, as lower prices and weaker demand weigh on Australia’s coal industry. The firm expects to be able to retain two-thirds of its workforce at the Metropolitan mine as it seeks to align its production levels with coal demand that is lower than usual because of the Covid-19 pandemic. The firm is still consulting with unions and staff to finalise production levels and work out operating schedules. Metropolitan produced 1.4 million tonne of coking coal in 2019, down from 1.7 million tonne in 2018 and 2 million tonne in 2016

    The reduction in staffing follows similar negotiations at the firms 2.5 million tonnes per year Wambo thermal coal and semi-soft coking coal underground mine in the Hunter valley region of NSW.

    Ramaco Carbon Forms Coal-to-Products Partnership with ORNL

    Carbon technology firm Ramaco Carbon announced it has entered into a partnership with Oak Ridge National Laboratory to explore innovations for the conversion of coal to high-value advanced carbon products and materials. The five-year umbrella cooperative research and development agreement will allow ORNL and Ramaco Carbon to work together on new projects that use coal as a manufacturing feedstock for carbon fibers, building products and composites, as well as electrodes for energy storage devices and new materials for additive manufacturing, including large-scale 3D printing. The research will be funded by DOE's Office of Fossil Energy and Ramaco Carbon. Previously, Ramaco Carbon and ORNL collaborated on related research under separate agreements for nearly four years.

    The agreement brings together ORNL’s chemical and materials science and engineering, computational science and advanced manufacturing expertise with Ramaco Carbon's coal- based research, manufacturing and 3D printing facilities being developed near Sheridan, Wyoming.

    Ramaco Carbon’s interest in the development of coal to products aligns with areas in which ORNL has extensive expertise and background. ORNL is also home to the Carbon Fiber Technology Facility, DOE's only designated user facility dedicated to carbon fiber innovation, with a customizable platform that validates new conversion technologies at semi-production scale.

    Ramaco Carbon also entered into a similar CRADA agreement in 2018 with the National Energy Technology Laboratory. Ramaco’s work with NETL has involved the use of coal to make graphene, carbon nanotubes, and to recover rare earth minerals. Ramaco Carbon is also a party to five current DOE grants in the coal to products field.

    Coal India output falls 11% to 41 Million Tonnes in May

    State-owned Coal India Ltd has reported 11.2% decline in production at 41.43 million tonne in May. CIL coal off take was up at 39.95 million tonne in May compared to 39.06 million tonne in April.

    Overburden removal growth for May 2020 was 21% at 124.59 Million Cubic Meters OB removal, compared to year-ago month. This bodes well for the state-owned coal mining behemoth as OBR is an important performance parameter that removes top soil and lays bare the coal seams for future mining in opencast mines, it said.

    Pandemic Deepens Crisis in Poland’s Coal Mining Sector

    Reuters reported that Poland’s April coal stockpiles more than tripled year on year to 7.75 million tonnes as demand for electricity fell by almost 10% due to the new coronavirus pandemic. Coal stockpiles are the highest since 2015, when the industry was in the middle of the last crisis. January-April coal sales by Polish mines fell by 3.5 million tonnes to 16.8 million tonnes

    State Assets Ministry, which supervises the industry, said that it is working on a restructuring plan for coal mining which assumes that not a single miner will lose his job. It said “The plan is being worked out due to the crises, which hit the coal industry hard. The EU’s climate policy and low commodity prices have a major impact on the industry’s situation. The pandemic has deepened the crisis.”

    Sources said that the government is considering closing at least three coal mines in the coming months as the coronavirus pandemic forces it to accelerate its exit from the sector.

    Doosan Infracore Wins Orders for Large Excavators from Various Regions of China

    Doosan Infracore is further expanding its market base in China by selling highly profitable large excavators, including its largest 80-ton excavator DX800LC, in various regions of the country. Doosan Infracore has won a series of new sales contracts for its lucrative large excavators in China, further strengthening its market base in the country. On May 5, Doosan Infracore announced that it had recently won orders for a total of twenty large excavators in various regions of China including Qinghai in northwestern China, Inner Mongolia in northern China, and Shanxi in eastern China.

    In mid-April, Doosan Infracore sold six large excavators, including five 80-ton excavators DX800LC-9C and one 50-ton excavator DX520LC-9C, to an operator of a mining equipment rental business in Haixi, Qinghai Province.

    In Inner Mongolia, Doosan Infracore sold three 80-ton excavators to a mining and construction equipment rental company in the same month, following its successful conclusion of a sales contract with a construction company in Shanxi Province for eleven excavators, including six 49-ton excavators (DX490LC-9C), two 45-ton excavators (DX450LC-9C), and three 36-ton excavators (DX360LC-9C).

    Indian Government Increases Tenure of Coking Coal Supply

    Indian government has increased the tenure of coking coal supply to upto 30 years under the coal linkage granted in auction for non-regulated sector like steel. Ministry said "The government has now approved revised tenure for the coking coal linkage in the non-regulated sector linkage auction. It has been approved that the coking coal linkage in the non-regulated sector linkage auction may be granted for a tenure upto 30 years. Laying down the guidelines for auction of coal linkages of non-regulated sector, the policy provided that the tenure of new Fuel Supply Agreements may be as decided by the Ministry of Coal subject to a maximum of 15 years", the ministry said.

    Thus, the policy for auction of linkages of non-regulated sector stands modified, the ministry said asking CIL to take further action accordingly. The country on the one hand has abundance of domestic coal, while on the other hand there is a slump in demand of the dry fuel. To boost coal demand, the government has announced a slew of measures like increased supply for linkage consumers.

    The development comes at a time when Coal India Ltd, which accounts for over 80 per cent of the domestic fuel output, is connecting with non-regulated sector for domestic coal which is available in abundance in the country.

    Macmahon Holding Secures Byerwen Coking Coal Mine Contract

    Mining services company, Macmahon Holdings has secured a contract extension worth AUD 700 million at the Byerwen coking coal mine in Queensland. The contract is for three years, however, there will be an option to further extend it for another two years. The new contract significantly expands production to 10 million tonnes of hard coking coal per annum.

    The company has been providing open cut mining services at Byerwen since the mine was established in 2017. The mine is owned by Byerwen Coal, a joint venture between QCoal and Japanese steel manufacture, JFE Steel.

    Adani Awards Carmichael Project Civil Contract to BMD

    Adani has awarded its largest construction contract for the Carmichael Project to date to Queensland-based BMD, taking the total value of contracts awarded to over AUD 1 billion. Adani Mining CEO Lucas Dow said BMD had been awarded a AUD 350 million+ contract to deliver civil construction works for the Carmichael Rail Network, delivering jobs and economic stimulus to regional Queensland at a time it is needed most.

    The civil construction contract will see BMD deliver civil works for construction of the Carmichael Rail Network.

    Gauhati High Court Admits PILs against Coal Mining in Dehing Patkai Forest

    The Gauhati High Court last week issued notices to the Central Government, Assam Government, Coal India Limited and other stakeholders after taking up a suo motu case against coal mining in the Dehing Patkai forest. The bench comprising Chief Justice Ajay Lamba and Justice Soumitra Saiki issued the notices after hearing two public interest litigations filed by some advocates and a mountaineer. The court has fixed July 20 as the next date of hearing for the suo motu and the other two public interest litigations.

    Advocates D K Das and Rakhee S Chowdhury, representing the PIL of lawyer Mrinmoy Khataniar and mountaineer Amar Jyoti Deka, said that the court has not combined the three PILs as of now. Ms Chowdhury said "The state counsel told the court that mining was stopped in 2019. But we argued that CIL mined without permission for 16 years. Besides, mining activity was carried out in 16 hectares more land in addition to the informed 57.2 hectares."

    Advocate Santanu Borthakur, who filed the other PIL along with colleague Vikram Rajkhowa, said their petition sought to declare Dehing Patkai as a heritage site under the Biological Diversity Act, 2002.

    The petitions were filed against the Centre's preliminary conditional approval to Coal India for mining inside Dehing Patkai forest, stating that it violates the right to life guaranteed under Article 21 of the Constitution. The PILs highlighted that the Dehing Patkai rainforest has a significant cultural and ecological importance in the lives of the people of Assam and it is home to several rare and endangered species of plants, animals, birds, insects and other biodiversities.

    6 Subsidiaries of Murray Energy in West Virginia File WARN Notices

    Herald Dispatch reported that six Murray Energy Corp subsidiaries filed mass layoff notices covering 2,453 employees in West Virginia. Worker Adjustment and Retraining Notification Act notices were filed May 28 with WorkForce West Virginia and include operations in Ohio, Marshall and Marion counties. Anchor Longwall & Rebuild Inc listed 139 workers who could be affected, as well as 82 workers with its Kanawha Transportation Center Inc, both listed in Ohio County. Ohio County Coal Co listed 447 workers potentially affected in Marshall County, as well as 854 workers with its Marshall County Coal Co. Harrison County Coal Co. showed 448 workers could be affected in Marion County, as well as 483 workers at its Marion County Coal Co. The filings reported June 17 as the projected date for the potential layoffs.

    Largest privately held coal company in US Murray Energy filed for Chapter 11 bankruptcy protection in October 2019 while facing more than USD 8 billion in potential and actual legacy liabilities and USD 2.7 billion in outstanding funded debt obligations. Murray Energy acknowledged last week that it has defaulted on its USD 440 million bankruptcy financing package, setting up a pivotal month for the nation’s largest private coal producer as it aims to leave Chapter 11 amid a market downturn exacerbated by the coronavirus pandemic.

    South African Coal Exports Infrastructure Needs Investment

    Anglo American said that South Africa’s coal exporting capacity may have reached its peak with the Witbank coal belt in Mpumalanga reaching its maturity. Anglo American Coal CEO July Ndlovu said in an interview with FIN24 "The future of our coal in South Africa is in the Lephalale-Waterberg basin in Limpopo. The infrastructure required to export the coal is not in place. Given our competing economic needs as a country, it would take us sometime to invest in that infrastructure.”

    He added "We took a decision about a year or 18 months ago to diversify our market, we started selling some our coal to markets like Vietnam, South Korea and Pakistan. Diversifying its export markets away from India helped it navigate the impact of economic impact of Covid-19 lockdown. As a consequence of that, we were able to significantly mitigate the demand shortfall. As economies are beginning to come out of the lockdown, we could start to see demand picking up. Prices suffered quite heavily, but they have somewhat recovered but we are nowhere near where we need to.”

    In May, Anglo American revealed that it plans to exit coal mining in the country, in what is seen as a major shift away from carbon-intense operations. The company said it was working towards a possible de-merger of its thermal coal operations as a likely preferred exit option, adding that the process was expected in the next two to three years, with a primary listing in the JSE for the de-merged business.

    The company in March 2018, announced that it had completed of the sale of its Eskom-tied domestic thermal coal operations to Seriti Resources, in a deal worth R2.3 billion.

    AK Steel to Close North Fork Coking Coal Mine

    S&P Global reported that Pennsylvania-based AK Coal Resources is closing over the next few months after a buyer did not come forward to take over the North Fork coking coal mine. In a June 4 email, owner Cleveland-Cliffs said shutting the underground mine was part of synergies after Cliffs took over steel producer AK Steel and its subsidiaries. The mine operator in Somerset County will see 114 employees affected, with a closure between June 30 through September 30 due to no buyer found for the assets, according to a Worker Adjustment and Retraining Notification notice filed with Pennsylvania's Department of Labor & Industry.

    AK Coal Resources is a medium-sized US supplier of low-vol coking coal, which historically contributed a significant portion of group met coal needs, supplementing market purchases for AK Steel's met coke production. North Fork mine produced no coal in Q1, and in 2019 produced around 363,000 short tons of coal

    US coking coal supplies have seen demand drop due to weaker auto steel demand and lower steel prices, which have led higher cost mines to idle since 2019.

    Coal India Subsidiary Western Coalfields Opens 3 New Coal Mines

    Coal India Subsidiary Western Coalfields Ltd opened 3 new coal mines in Maharashtra and Madhya Pradesh having combined annual production capacity of 2.9 million tonnes. The company will infuse total capital expenditure of INR 849 crores on these projects and generate direct employment for 647 persons. The three mines which WCL has opened, are Adasa Mine, an underground to open cast mine in Nagpur Area of Maharashtra, Sharda underground Mine in Kanhan Area and Dhankasa underground mine in Pench Area of Madhya Pradesh. The annual coal production capacity of Adasa mine is 1.5 million tonnes whereas Sharda and Dhankasa mines are having annual coal production capacities of 0.4 million tonnes and 1 million tonnes respectively.

    Madhya Pradesh Chief Minister Shri Shivraj Singh Chouhan, Maharashtra Chief Minister Shri Uddhav Thackeray, Union Minister of Road Transport & Highways Shri Nitin Gadkari and Union Minister of Coal and Mines Shri Pralhad Joshi inaugurated the mines through video conference.

    The company launched a surveillance System named WCL EYE for monitoring of its mining operations and an App named SAMVAAD to connect with its employees and stakeholders on this occasion. WCL EYE will monitor operations of 15 major mines of the company round the clock that account for 70% of the company’s coal production. It will also help monitor coal stocks and availability of coal at sidings, keep a tab on placement of rakes and loading at railway sidings and ensure accountability.

    Government Shuts operations at 12 Coal Mines in Poland on COVID-19 Outbreak

    State assets minister Jacek Sasin said Poland will close 12 coal mines on June 9 for three weeks due to an outbreak of coronavirus infections at coking coal miner JSW's Zofiowka site over the weekend. Production stoppages will be imposed at two coking coal mines Pniowek and Zofiowka owned by JSW and 10 mines operated by Poland's largest thermal coal miner, PGG. Sasin said "There will be a temporary shutdown of production in all coal mines in which coronavirus is noted today and whose crews have not been fully tested for the presence of coronavirus. This means we will stop production from tomorrow in two JSW mines and in 10 PGG coal mines. All miners would remain on full pay during the stoppage and deliveries to customers would not be threatened.’

    Poland recorded the highest number of new coronavirus cases in the EU over the weekend, thanks mainly to an outbreak at JSW's Zofiowka mine which produces about 8,000 tonne per day of hard coking coal used in the production of blast furnace coke. New cases in Zofiowka accounted for 60% of all infections recorded in Poland on Saturday and 38% on Sunday, bringing the total number of cases at the mine to 1,148. The Zofiowka outbreak saw Poland record its highest daily increase in cases on Saturday, 576, since the pandemic began. On Sunday, there were new 575 cases as well. However, the largest number of cases has been recorded at JSW's Pniowek mine, 1,587, which produces about 12,200 tonnes day of hard coking coal

    As of Monday, 5,000 miners have been infected, with the most at JSW, 2,771, and 1,638 at PGG. Infections among coal miners make up about 50% of all cases in Upper Silesia, the region hardest hit by the virus.

    CMPDIL may separate from Coal India

    Coal India Ltd has set up a five-member panel that will give its recommendations after assessing the proposal to separate the company’s planning and design arm CMPDIL from the PSU giant. Based on the internal panel’s recommendations, CIL will make a conceptual presentation to the coal ministry, according to an official order.

    Sources aware of the development said that after separating the Central Mines Planning and Design Institute Ltd from Coal India, the exploration, planning and design arm of the maharatna firm will be merged with Mineral Exploration Corporation Ltd, a PSU which is into mineral exploration.

    Glencore Rolleston Thermal Coal Mine to Stop Production

    S&P Global Platts reported that Glencore's Rolleston coal mine in Queensland in Australia has stopped production for two weeks starting June 2as it was making losses at the prevailing market price. Rolleston mainly produces 5,500 kcal/kg NAR Australian coal targeted for China's market, according to sources. The mine has an annual production capacity of 13.94 million tonne of run-of-mine thermal coal. After TerraCom cut its production guidance at Blair Athol mine for 2020 and 2021, and Peabody's Wambo mine's upcoming closure, Glencore's Rolleston is the third mine with downward adjustment on production

    The move comes weeks before the upcoming 59-day closure of Peabody's Wambo underground thermal and semi-soft coking coal mine in New South Wales in Australia, starting June 19 amid weaker demand. The Wambo underground mine sold 2.2 million tonnes of coal in 2019

    Elsewhere, New Hope's Bengalla mine in New South Wales, Australia, has planned for an upcoming maintenance which has been factored into the production numbers of the year

    Edenville & ILTL ink Coal Mining Agreement

    Edenville Energy Plc operating the Rukwa coal project in southwest Tanzania announced that on 5 June 2020 subsidiary Edenville International (Tanzania) Limited entered into a Coal Mining Agreement with Infrastructure and Logistics Tanzania Limited. The signing of the Agreement follows the completion of extensive negotiation with ILTL and is the culmination of discussions that began last year and which were first announced on 29 November 2019. The Company’s Directors expect the Agreement to represent the first stage of a wider strategic partnership with ILTL which will also addresses other aspects including an underpinning of sales, marketing, offtake and an asset level loan, all of which are covered in more detail below.

    Under the terms of the Agreement ILTL are expected to also become a customer of Edenville prior to the recommencement of mining operations in Tanzania, which are currently suspended as a result of the COVID-19 pandemic. It is envisaged under the Agreement that ILTL will enter into a long-term Coal Supply Agreement, which would see ILTL provide an anchor tenancy at the Company’s Rukwa coal project by initially purchasing 3,000 tonnes of washed coal per month at standard market rates, before increasing this to 5,000 tonnes a month over a 12 month period.

    ILTL are also expected to use their logistics network and expertise with respect to existing and potential customers. The Directors believe this should improve the likelihood of future customers entering into long-term contracts with the Company, given they would benefit from these anticipated transport and logistics savings.

    COVID19 Hits Global Seaborne Coal Demand

    Indonesian Coal Mining Association APBI Chairman Mr Pandu Sjahrir said that the Covid-19 pandemic could cut global seaborne coal demand by up to 10%, as a combination of lockdown measures and falling coal prices combine to cut demand across the sector. Mr Sjahrir noted that global demand could fall as low as 895 million tonnes, 85 million tonnes lower than originally forecast, and 10% lower than the global demand recorded in 2019. He said “There is a possibility for further downside to these demand numbers, if lockdowns are extended or reinstated. The oversupply situation could worsen should we witness further demand destruction due to lockdown extensions.”

    Indonesia’s Energy and Mineral Resources Ministry said that Indonesia exported 175.2 million tonnes of coal in January to May and exports for the full year are expected to be 435 million tonnes, as compared to 458.8 million tonnes of coal in 2019

    This trend has hit some of the world’s largest coal consumers hardest, with Indian demand falling by 40 million tonnes, and declines of 10 million tonnes in China and South Korea.

    Indian Thermal Coal Imports Decline by 36% in Apr-May 2020

    According to the Indian Ports Association, thermal coal imports at India’s major ports saw a 35.9 per cent decline to 12.29 million tonnes in the first two months of 2020-21 and coking coal imports witnessed a dip of 24.0 per cent to 7.47 million tonnes in April and May this year. The ports had handled 19.2 million tonnes of thermal coal and 9.8 million tonnes of coking coal, respectively, in the April-May period of the previous financial year.

    India has 12 major ports Kandla, Mumbai, JNPT, Mormugao, New Mangalore, Cochin, Chennai, Kamarajar Ennore, VO Chidambaranar, Visakhapatnam, Paradip and Kolkata including Haldia, that handle about 61 per cent of the country’s total cargo traffic. These 12 ports had handled 705 million tonnes of cargo in the last financial year.

    All 20 Workers Trapped in Afghanistan Coal Mine Die

    All 20 miners trapped in a coal mine that collapsed in Afghanistan’s northern Samangan province a day earlier have died. Ministry of Mines and Petroleum spokesman Qader Mutfi told that high-density methane gas had slowed down the search for bodies. Three adjacent coal mines exploded due to the ignition of methane gas in Dar-e Suf district, which is part of the impoverished province of Samangan.

    The tragedy raises questions over safety measures at mining operations in Afghanistan, where illegal mining remains rampant in many remote areas. Local residents, criminal groups and armed militants have for years been involved in the illegal excavation of precious stones, coal and various natural minerals in Helmand, Nangarhar, Samangan, Panjsher, and Badakhshan provinces.
