ENCAVIS AG partners with GreenGo on 500 MW+ Solar Portfolio in Denmark Encavis AG announced that it has signed a partnership agreement with GreenGo Energy Group a/s concerning a 500 MW+ portfolio of utility scale subsidy-free solar projects in Denmark. The parties have co-created an innovative full cycle partnership model where Encavis will acquire projects early on and ensure financing through to COD, and where the parties are aligned on fully optimizing the project portfolio throughout the development and construction execution cycle. Under the agreement, Encavis has secured exclusivity for a 500MW+ portfolio, structured to ensure sufficient risk mitigation through diversification across Denmark. The lead project, Project M01A, which has already obtained zoning approval and building permit in Ringkøbing Skjern kommune, is planned to commence construction this year in due course. Energienota gaat fors omlaag, maar overstappen kan nog altijd lonen De energietarieven van variabele energiecontracten gaan fors omlaag per 1 juli. Zo verlaagt Oxxio de rekening met gemiddeld 149 euro op jaarbasis, haalt Vattenfall 112 euro van de energienota af en daalt het tarief van Eneco met 158 euro. Dat deze energiecontracten goedkoper worden, hebben we te danken aan de historisch lage productiekosten voor energie tijdens de coronacrisis. Oxxio heeft laten weten dat de rekening voor klanten met een variabel contract met gemiddeld 149 euro op jaarbasis zal dalen bij gemiddeld verbruik (2800 kWh stroom en 1200 m3 gas). Ook Essent, Eneco en Vattenfall laten weten dat de variabele tarieven zullen dalen. Bij Vattenfall gaat dit om een daling van ongeveer 112 euro, op basis van een verbruik van 3500 kWh en 1500 m3. Bij Eneco gaat het om 158 euro op jaarbasis. Bij Essent is het tarief nog niet bekend. De verlaging van komende maand pakt gunstig uit voor veel huishoudens, maar toch betekent dit niet per se dat ze het voordeligst uit zijn. Huishoudens weten vaak niet dat ze te veel betalen voor hun energie, het zijn de zogenoemde ‘slapers’. Bij energieontracten voor bepaalde tijd liggen de kosten doorgaans een stuk lager dan bij een variabel contract. Dan krijgt je vaak korting op het tarief en zet je dat voor één of zelfs meerdere jaren vast. De Consumentenbond en energievergelijkers raden consumenten daarom aan om te onderzoeken of het voor hen interessant is om over te stappen. Ongeveer de helft van de Nederlandse huishoudens heeft nog een energiecontract met variabele tarieven. ,,Mensen hebben vaak een variabel contract als bijvoorbeeld het vorige contract is afgelopen”, aldus Sanne de Jong, business unit manager van Gaslicht.com. ,,De tarieven hiervan liggen doorgaans hoger dan bij contracten voor bepaalde tijd. Het verschil tussen deze contracten kan op dit moment op jaarbasis oplopen tot wel 500 euro voor een gemiddeld huishouden. Het is dus niet nodig om te wachten tot 1 juli met overstappen.” Overstapgekte De Autoriteit Consument en Markt (ACM) wil dat leveranciers klanten tijdig op de hoogte brengen van de variabele tarieven zodat ze genoeg tijd hebben om over te stappen. In de praktijk zou dat een periode van 30 dagen betekenen, maar een hoop energieleveranciers laten nog niks los over de variabele tarieven per 1 juli. Gaslicht.com verwacht dat een dezer dagen de tarieven van alle leveranciers bekend worden. Volgens de vergelijkingswebsite ontstond er na het uitbreken van de coronacrisis een ware overstapgekte. Vanwege de warme winter, het lage verbruik dankzij de crisis en een wereldwijde prijzenoorlog om olie, zijn gas en stroom extreem goedkoop. Walney Extension to sell Transmission Assets Ørsted 50%, Danish pension service provider Pensionskassernes Administration PKA 25% and PFA Pension 25% joint venture Walney Extension Limited has signed an agreement for the sale of its transmission assets to Diamond Transmission Partners Walney Extension. Diamond Transmission Partners Walney Extension is a partnership between Mitsubishi Corporation’s wholly owned subsidiary Diamond Transmission Corporation Limited, HICL Infrastructure Company Limited and Chubu Electric Power Co Inc. The transmission assets hold an asset value of GBP 447 million. The assets include the onshore substation, export cables, and the offshore substations. The divestment takes place in accordance with the offshore transmission owner regime. In March 2019, following a competitive tender, Ofgem selected Diamond Transmission Partners Walney Extension as preferred bidder for the Walney Extension offshore transmission licence. Walney Extension is a UK offshore wind farm located approximately 19km from the Walney Island coast in Cumbria and operated from Ørsted's West Coast Hub in Barrow. Walney Extension consists of 40 8MW MHI-Vestas offshore wind turbines and 47 7MW Siemens Gamesa offshore wind turbines, a total capacity of 659MW, enough to power nearly 600,000 UK homes. New European Renewable Control Room Set Up in Coventry Following a far-reaching exchange of assets and businesses with E.ON, RWE is one of Europe’s largest power generators for renewable energies, with a diversified portfolio of assets. A key hub for RWE Renewables in the UK is the former E.ON office at Greenwood House in Coventry. Around 120 people work in this location supporting the 1750MW of renewable operational stations across the UK, either fully or partially owned by RWE Renewables. In order to support the new business, the control room needed to be relocated from Westwood House. A control room is critical in managing the operations of the assets and wind farms and is required 24 hours a day. This made the relocation both a logistical and time sensitive challenge. The European Central Control Room relocation and refurbishment took six months to complete, and is the new home for the seven control room engineers who monitor the assets on a 24/7 basis. The control room monitors onshore and offshore wind assets across multiple countries in Europe, and completes several services including turbine monitoring, resetting faulted turbines, providing safety services, acting as a control point for sites in the UK, enacting grid curtailments and providing emergency response for the sites. Due to the 24/7 operation and strategic importance of the control room, the new site had to be developed and run in parallel to the old one before it was decommissioned. The work required included; modifications to the building heating and ventilation system, installation of UPS power supplies, improved IT that gives greater stability and allows greater remote support, hardware and software updates and a layout that offers a healthy workstation for employees. Renewable Energy Industry is Battling Coronavirus COVID19 Vanora Bennett of European Bank for Reconstruction and Developmen wrote that when the coronavirus pandemic broke, raising fears of a massive slump to follow, the big worry for climate action was that the struggle for economic recovery might halt global efforts to develop green renewable energy and move to a carbon-neutral future by mid-century. Sharp drops in fossil fuel prices as the crisis hit made them suddenly competitive again with ever-falling renewables prices. Demand for energy fell, too, as factories and businesses stopped work. All this made it likelier that hard-pressed governments would stop investing in newer, cleaner energy technologies, and just stick with the polluting fuels of the past as they tried to get their economies working again. Despite disruption, the world’s major institutions are making it clear they are sticking with the green agenda. On the ground, the same determination is making itself felt in individual countries, both from governments and renewables firms. The lockdown period has seen a slew of new renewable energy deals in several of the 38 economies where the EBRD works, with support from the EBRD, a development bank with years of pioneering expertise in climate finance. In Poland, strong support from the government has allowed landmark deals in both solar and wind power to be struck since Europe went into lockdown this spring. In April, EUR 9 million EBRD loan to Estonian energy company Enefit Green allowed it to buy a portfolio of up to 19.2 MW of newly completed small solar projects in Poland, expanding a sector that will become a key contributor to decarbonisation in a country still almost 80 per cent dependent on polluting coal. And in May, EBRD loans totalling EUR 63 million along with parallel project finance from BNP Paribas were made to advance Poland’s green energy transition by supporting a portfolio of almost 200 MW of renewable energy ultimately owned by French renewables firm Qair and French infrastructure fund RGreen Invest. The portfolio includes the construction of 93 MW of new capacity the three wind farms Udanin 50 MW, Parzeczew 9 MW and Wrzesnia 9 MW and 25 MW of solar photovoltaic as well as the operation of wind farms Linowo 58 MW and Rzepin 48 MW. In Uzbekistan, a wind tender announced in April for a 100-MW plant drew interest from 70 companies by mid-May, showing that the pandemic is not preventing well structured tenders from attracting fierce interest in the market. This project will be part of the Uzbek government’s plan to generate approximately 21 per cent of all its energy needs from renewable energy sources by 2031, and to promote private sector investment in the renewable energy sector. And, in Albania, a successful tender whose result was announced last week sees Voltalia, a French renewable energy firm, coming in to develop and run a 140-megawatt solar plant at Karavasta, selling half the energy it produces back to the state at the highly competitive price of €24.89 euros a MW/hour. This is under half the €55 ceiling set by the government and the cheapest electricity price in the region – a very positive outcome for the Albanian government, and a big reward for its courage in pressing on with the EBRD-backed tender despite the pandemic. 1,000 Mile Long UHV Transmission Line Starts in China China has completed construction of a 22.6 billion yuan ultra-high voltage electricity line that for the first time will transport only clean energy. It’s the first UHV line in the world built to transmit only carbon-free electricity. It will allow more renewables to be developed in Qinghai and Gansu provinces and deliver the electricity all the way to Henan in central China. China is promoting the technology, which allows long-haul transmission with little loss of power, to solve a vexing problem: its energy resources are thousands of kilometers inland from its densely populated coastal regions. Making this line available for only carbon-free sources can help China achieve two of its energy goals, boosting renewable energy consumption while reducing idle capacity Prior to this latest addition, State Grid operated 19 UHV lines covering 27,570 kilometers and the utility was building another four of the links as of June last year, according to its website. The company expects to put the 1,587-kilometer line from Qinghai to Henan into full operation in December. The project is designed to transport 40 billion kilowatt-hours of clean power a year. Bermudian Power-Plant Expansion Features MAN Dual-Fuel Engines MAN Energy Solutions has successfully handed over a 56 MW power plant block-unit to its customer, Bermuda Electric Light Company Ltd. The newly constructed unit is an extension of the existing complex in Pembroke, home to Bermuda’s main power station and close to the capital, Hamilton. In a consortium with Danish power-plant specialist, Burmeister & Wain Scandinavian Contractor, MAN Energy Solutions was responsible for the delivery and commissioning of the unit’s four MAN 14V51/60 dual-fuel engines, while BWSC handled the plant’s construction. The four dual-fuel engines, each with an output of 14 MW, will allow to retire several old units from the power plant's former total of 17 engines, simultaneously ensuring a reliable and efficient energy supply for 60,000 local inhabitants while complying with local, strict environmental regulations. The four new engines also form part of a service agreement between MAN PrimeServ, MAN Energy Solutions’ after-sales brand, and BELCO. MAN PrimeServ is already responsible for the maintenance and service of four MAN 14V48/60 engines already in operation in the existing power plant complex. Upon the commencement of the new unit’s construction at the end of 2018, the contract was extended for another five years and expanded to include the new dual-fuel engines. Minister wil netbeheerders mogelijkheid geven netaansluiting in extreme gevallen te weigeren Minister Wiebes wil netbeheerders de mogelijkheid geven om in extreme situaties een netaansluiting tijdelijk te weigeren. Wiebes wil deze mogelijkheid met strenge voorwaarden gaan omkleden in de nieuwe Energiewet. Wiebes meldde afgelopen maart een Kamerbrief voor te bereiden met informatie over investeringen en voorbeelden van knelpunten in de netwerkcapaciteit. De brief is vandaag naar de Tweede Kamer gestuurd. Energiewet Het huidige wettelijke kader, de Elektriciteitswet, bepaalt dat de netbeheerder iedereen die daarom verzoekt een netaansluiting moet leveren, ongeacht de beschikbaarheid van transportcapaciteit. Dit kan volgens Wiebes leiden tot situaties waarin aangeslotenen samen meer transportcapaciteit aanvragen dan er fysiek beschikbaar is. ‘Onvoorwaardelijke aansluiting van nieuwe partijen, wanneer nog geen transportcapaciteit beschikbaar is, kan leiden tot (verergering) van congestieproblemen of bestaande aangeslotenen door de komst van nieuwe aangeslotenen in onredelijke mate raken in hun bestaande en overeengekomen transportcontracten. Het voornemen is daarom om in de Energiewet (red. de bestaande Elektriciteitswet en Gaswet worden in de nabije toekomst samengevoegd in de nieuwe Energiewet) het wettelijk kader voor aansluiten en transporteren te herzien.’ Recht blijft in stand Het recht op een aansluiting blijft volgens Wiebes uiteraard in stand, maar in aanvulling daarop wordt een grondslag gecreëerd op basis waarvan netbeheerders een aansluitverzoek niet onmiddellijk hoeven in te willigen zolang sprake is van fysieke congestie. ‘Ik benadruk dat hiermee de netbeheerder niet bevrijd is van de plicht om de transportcapaciteit uit te breiden, zodat aansluiting van en transport ten behoeve van nieuwe partijen op termijn alsnog mogelijk wordt. Het niet beschikbaar hebben van voldoende transportcapaciteit is een belangrijk signaal voor de netbeheerder om uitbreiding van het net te onderzoeken en zo snel mogelijk te realiseren.’ Maximale transparantie Minister Wiebes meldt aan de Tweede Kamer de weigering van een aansluitverzoek op bovenstaande grond met strenge voorwaarden te willen omkleden. ‘De netbeheerder moet kunnen aantonen dat op basis van de huidige belasting en geprognotiseerde groei, fysieke congestie ontstaat of al ontstaan is en dat de mogelijkheden tot congestiemanagement en inzet van flexibiliteit zijn onderzocht en geen soelaas bieden. De netbeheerder moet maximale transparantie bieden en onder meer aangeven op welke termijn hij het tekort aan transportcapaciteit naar verwachting kan verhelpen en met welke investeringen. De komende periode overleg ik met de Autoriteit Consument & Markt (ACM), netbeheerders en marktpartijen over hoe ik verder invulling zal geven aan het wettelijke kader rond aansluiten en transporteren, in voorbereiding op de Energiewet.’ Aansluittermijn aangepast Verder gaat minister Wiebes het wettelijk kader over de aansluittermijn aanpassen. In de huidige Elektriciteitswet geldt voor aansluitingen onder de 10 megavoltampère een wettelijke aansluittermijn van 18 weken. Voor alle aansluitingen groter dan 10 megavoltampère geldt een redelijke termijn. In de energietransitie ligt het volgens Wiebes meer voor de hand om gedifferentieerde aansluittermijnen te hanteren per type aansluiting dan om vast te houden aan een uniforme aansluittermijn in de wet. Om dit mogelijk te maken en tegelijkertijd zorg te dragen voor een helder kader waar partijen zich op kunnen beroepen, zal hij in lagere regelgeving vastleggen wat een redelijke termijn is voor het aansluiten van verschillende categorieën, variërend van bijvoorbeeld een woning tot een windmolenpark.
