China's overtakes Japan as world's top LNG importer - Report

Reuters reported that China has overtaken Japan to become the world's top importer of natural gas, as Beijing's crackdown on pollution boosts its demand for the more environmentally friendly fuel, while the restart of nuclear reactors in Japan reduces its LNG imports. China's total natural gas imports over January to October this year via pipeline and as liquefied natural gas (LNG) were at 72.06 million tonnes, up a third from the same period last year, according to Reuters calculations based on General Administration of Customs data. Japan, on the other hand, imported about 69.35 tonnes of LNG over that period, according to ship-tracking data from Refinitiv Eikon, down 17 per cent for the same 10 months of 2017. Japan imports all of its gas as LNG.

China's push to switch away from coal to natural gas is key to its rapid gas demand growth, said Edmund Siau, gas analyst with energy consultancy FGE. Siau said that "Meanwhile, nuclear reactors continue to restart in Japan, which reduces demand for gas-fired power generation and consequently LNG demand."

China - already the biggest importer of oil and coal - is the world's third-biggest user of natural gas behind the United States and Russia, but it has to import around 40 per cent of its total needs as domestic production can't keep up with demand.

China still lags behind Japan on LNG imports but could overtake its North Asia neighbour in the early 2020s, FGE's Siau said. China's surging demand pushed it past South Korea as the world's second-biggest LNG importer in 2017.

NOVATEK shipped first LNG cargo to CNOOC

PAO NOVATEK announced that its wholly owned subsidiary, NOVATEK Gas and Power Asia Pte. Ltd., shipped a cargo of LNG produced from the Yamal LNG project to China National Offshore Oil Corporation (CNOOC). The LNG cargo was delivered to Fujian LNG Terminal in China via the Northern Sea Route (NSR) by an Arc7 ice-class LNG carrier in 20 days, completing the NSR part of the journey in 7.5 days. Mr Leonid Mikhelson, NOVATEK’s Chairman of the Management Board, said that “We expanded our customer base in China by shipping our first cargo of LNG to CNOOC.”

Mikhelson said that “This shipment also represented our first cargo along the Northern Sea Route via the Eastern direction in November, essentially towards the end of the seasonal navigation period. The LNG cargo required no ice-breaking support and was shipped to its final destination in a very short period of time at a commercially viable speed, once again confirming the effectiveness of our logistical model allowing for competitive LNG deliveries to the key consuming markets of the Asian-Pacific Region.”

Finland's main gas grid to directly access first LNG supply in 2020 - Wartsila

Reuters quoted contractor Wartsila as saying that the construction of a new liquefied natural gas (LNG) terminal in Finland's southern port of Hamina will be concluded by the end of 2020, allowing the country to reduce its dependency on Russian energy supplies. Unlike Finland's other two main LNG terminals in Tornio and Pori, which are located in the country's remote north and west, Hamina is located just 150 kilometres from the capital Helsinki and will be able to directly supply the country's gas network. The terminal is the second Finnish project, along with a pipeline to Estonia called Balticconnector, that aims to reduce the country's dependency on Russian gas, partly over concerns Moscow could use its monopoly for political influence.

Wartsila's vice president for LNG Mr Alexandre Eykerman told Reuters in an e-mail, "The terminal is expected to be completed by Q4 2020. The country can diversify its gas supply which at the moment is solely from one provider. It is also closer to the Baltic countries."

Hamina's proximity to the Baltic states means the terminal, which will initially have a storage capacity of 30,000 cubic meters (cm), will serve not only land-based customers but also marine ones as a bunkering station for local vessels.

Mr Eykerman said that the initial investment is about EUR 100 million, but there are plans to increase the new terminal's capacity to 50,000 cm at a later stage.

South Korean shipbuilders’ lock on LNG tanker market to hold for years - Report

Reuters reported that South Korean shipyards have boxed out their Japanese rivals from the market for building large ships carrying liquefied natural gas (LNG), winning all of the orders for the next three years worth more than USD 9 billion. Three South Korean yards – Daewoo Shipbuilding & Marine Engineering (DSME) (042660.KS), Hyundai Heavy Industries (009540.KS) and Samsung Heavy Industries (010140.KS) – have won the more than 50 orders placed for new large-scale LNG tankers for delivery in the next three years, according to data from the companies and two tanker brokers.

The bulging orderbook illustrates the dominance the South Korean yards have achieved over their competitors, especially in Japan. It is also sign of how the companies have rebounded from a sector-wide slump only two years ago and how they are positioned to command the sector in the future.

Mr Park Hyung-gun, vice president of DSME, said that “The demand for LNG carriers surged followed by increased global demand of LNG. There is a bright outlook ahead for LNG demand and South Korean shipbuilders will be able to excel in the LNG market.”

Including floating LNG storage and support vessels, ship brokerage Braemar estimates South Korean yards have bagged 78 percent of all LNG-related orders this year, with just 14 percent and 8 percent going to Japan and China, respectively.

A set of data collected by another ship broker, who did not want to be identified, showed all of this year’s orders for large LNG tankers went to South Korea, at a combined value of over USD 9 billion.

However, the new ships will increase the global LNG fleet by around 10 percent. Dominating this segment is key for shipyards, as gas consumption outgrows that of other fuels such as oil or coal. The South Korean shipbuilders have outperformed their Japanese competitors this year with the equities for all three Korean firms rising while the Japanese builders are either flat or down.

    KOREA RULES THE WAVES
With its dominance in new orders, this share will increase. Virtually all the LNG from new projects in the Russian Arctic, Papua New Guinea, Australia, the United States, East Africa or Qatar will be delivered on South Korean ships made near the cities of Busan and Ulsan on the country’s southern coast.

DSME said it has received 12 orders for LNG tankers this year. Those orders are worth about USD 2.2 billion to the company, according to data from Daiwa Capital Markets.

LNG tanker orders this year have made up over half its business, DSME said, helping it recover from a near collapse in 2016/17, when its stocks were suspended amid one of the deepest shipping industry downturns on record.

An official at Samsung Heavy, who did not wish to be identified, said “market conditions are improving” and the firm has received 11 LNG tanker orders this year, around 40 percent of its total book.

    MOSS TO MEMBRANE
South Korea’s edge comes from its technological and service standards as well as investment into research and development. DSME developed the world’s first ice-breaking LNG tankers and the company will deliver the eighth such ship, the Georgiy Brusilov, to Russia’s Arctic LNG producer Novatek (NVTK.MM) this month. Another six are under construction.

Price is also a factor in South Korea’s success, with the country’s shipyards building LNG carriers for as low as $175 million, according to data from Daiwa.

Japanese ships, however, are above $200 million, according a ship broker in Asia and a European shipping manager.

Further cementing South Korea’s grip, the LNG industry has shifted away from the Moss tanker design, identified by the four or five spherical tanks holding the fuel and named for the company that designed them in 1973.

    UNFAIR SUPPORT?
Japan contends, however, that South Korea began unfairly supporting the shipyards during the 2016 downturn, when the South Korean government paid out subsidies and gave credit to keep the companies alive and their hundreds of thousands of workers employed.

The country plans to file a complaint over the issue with the World Trade Organization (WTO), Japan’s Nikkei paper reported this month.

Whoever dominates this market is set to reap large benefits.

Global LNG demand is surging from new users in emerging markets and because of a huge gasification program in China.

Finland’s Posti puts two LNG-trucks into operation

Finland's leading postal and logistics service company Posti has taken into service two full trailer combinations powered by liquefied natural gas (LNG). Posti will be using the LNG vehicles for demanding transport operations. Posti's target is to reduce carbon dioxide emissions in proportion to net sales by 30% by 2020. Posti will be using the LNG-powered vehicle combinations for demanding transport operations on routes including Vantaa–Oulu, Vantaa–Lappeenranta and Vantaa–Turku. The vehicles will cover a daily distance of around 900 km, which is long enough to measure fuel consumption and savings compared with diesel. Cheaper than diesel, LNG helps cut fuel costs. Posti’s fleet includes heavy-duty vehicles using various alternative fuels.

Environmental performance in Posti’s transport is improved by combining transports, ensuring high filling and capacity utilization rates and using eco-driving techniques. Posti regards alternative heavy-duty vehicle fuels such as LNG and ethanol diesel as one of the opportunities available to curb global warming.

Noomi Jägerhorn, Head of Sustainability, Posti Group, said that “Our target is to reduce carbon dioxide emissions in proportion to net sales by 30% by 2020. To reach this target, we need several different measures, and one of these is using alternative fuels such as LNG. We want to contribute to action against climate change and at the same time act as a responsible example. Over the past ten years, we’ve reduced our absolute carbon dioxide emissions by more than 34,000 tonnes.”

Sales Manager Juha-Matti Koskinen from Gasum, said that ”We’ve been cooperating with Posti for a long time. Posti has 40 biogas-fueled delivery vehicles in its fleet. LNG is one way of curbing global warming in heavy-duty transport in particular. LNG-powered vehicles can also switch to 100% Finnish and renewable liquefied biogas (LBG) without any special capital outlays.”

Greece upgrades LNG terminal in Revithoussa

New Europe reported that Greece inaugurated recently the upgraded liquefied natural gas terminal (LNG) in Revithoussa, operated by gas grid operator DESFA, in the Greek region of Attica, west of Athens. Following a packed ceremony in a makeshift tent on the artificial Revithoussa Island in the Gulf of Megara accessible by small boats from the nearby shore, Greece’s Energy Minister Mr Giorgos Stathakis told New Europe that the project will boost Greek and European energy security. He said that “Today’s project is of strategic importance because it is essential the largest entrance gate of LNG in the Balkans and with the Balkan interconnections it’s transformed into a essential entry point with an export capacity of approximately two-thirds of the natural gas that will be supplied to this terminal. Therefore for us it’s the most important project that advances the diversification of natural gas sources.”

The expanded Revithoussa LNG terminal in conjunction with the Trans Adriatic Pipeline (TAP) and the Interconnector Greece Bulgaria (IGB) as well as a planned pipeline between Bulgaria and Romania will open new routes for natural gas supply in Europe, diversifying energy supplies in the Balkan region, which heavily relies on Russia for gas supplies.

Mr Stathakis said that “Clearly the interconnections between the Balkan countries and the strengthening of projects create a better environment for diversification. Nobody is talking about the complete replacement of today’s gas sources that originate from Russia. But they create a more balanced environment in natural gas that allows for part of the market to come from other sources.”

This terminal, already in operation, provides Greece with more affordable, secure and sustainable energy. The project was built in two stages: first the construction of a Combined Heat and Power plant and then the extension of the storage capacity of the Revithoussa terminal. The second stage included the construction of a third tank, the upgrade of marine facilities and the installation of additional technology equipment to increase the gasification.

The European Commission welcomed the completion of the third storage tank in Revithoussa, reminding that €40 million from Cohesion Policy funds helped this important energy project get off the ground. “Thanks to this Cohesion Policy project, citizens are saving money in energy bills and Greece confirms its position as an entrance gate for natural gas supply within a secure and interconnected European energy market,” European Regional Policy Commissioner Corina Cre?u said in a statement from Brussels.

Meanwhile, Bulgaria’s Deputy Energy Minister Mr Zhecho Stankov told New Europe on the sidelines of the RE-Source 2018 conference in Amsterdam on November 21 that the IGB is a very important project. He said that “The diversification of the gas supplies is one of the most important points in our government strategy.”

Australian plans to import LNG boom seen as no relief gas prices

Bloomberg reported that plans in Australia to import gas to ease a supply squeeze may fail to bring down domestic prices as it pits the nation against some of the world’s biggest buyers for supplies. Australia finds itself in the odd position of having to consider four projects to import liquefied natural gas while simultaneously being on track to become the world’s biggest exporter of the fuel. The country holds abundant gas in the west, but exports and exploration restrictions in the more-populous east have caused supply to tighten and prices to rise, triggering angst among buyers and putting pressure on politicians.

Mr Malcolm Roberts, head of Australia’s top oil and gas industry group, APPEA, said that “Import terminals in principle are fine in that they add more supply and more suppliers.” But they won’t lower prices, he said.

Gas users in Australia need to stop hankering for a return to prices in the mid-single digits because it’s not going to happen, Mr Roberts said in an interview. Importers likely won’t be able to sell the fuel for any less than producers in Queensland, the source of east coast LNG exports. After the cost of liquefaction and shipping is stripped out - the so called “netback” price - that has averaged about AUD 12.20 per gigajoule this year, according to government estimates.

Wholesale gas on the east coast rose by around 20 percent over the period from 2015 to 2017, according to Department of Energy statistics. The upward pressure is expected to continue in the longer term as depleting fields in the Bass Strait offshore Victoria are replaced by onshore gas from the eastern state of Queensland, which is extracted from coal seams and more expensive to produce.

North Asian spot LNG prices have dropped back in the past week on expectations for an unseasonably warm winter. Benchmark Japan/Korea Marker LNG prices ended Friday at $10.35/mmbtu, down nearly 4 percent on the prior week.

The LNG carrier Pskov completes STS transfer for Yamal LNG

The LNG carrier Pskov successfully completed the first LNG ship-to-ship transfer operation for the Yamal LNG Project. Pskov loaded some 170,000 cubic meters of liquefied gas, which was delivered from the Port of Sabetta (Yamal Peninsula) to the transshipment point by one of the Arctic LNG carriers chartered by Yamal LNG. The cargo transshipment was carried out at the safe anchorage off the port of Honningsvåg, Norway. Upon completion of the transshipment, Pskov proceeded to her planned port of discharge. A series of 15 ice-breaking Arc7-ice class LNG carriers was ordered to service the Yamal LNG project, to provide year-round transportation of LNG in the challenging ice conditions of the Kara Sea. These unique vessels have delivered LNG directly to European and APAC ports. In December 2017, the first LNG cargo produced by Yamal LNG at Sabetta was transported by the pilot vessel of the series, Christophe de Margerie, operated by Sovcomflot.

The successful STS transfer to Pskov signals a new phase for the development of the logistics supporting Yamal LNG, the international LNG production and delivery project successfully implemented in Russia. STS transfers enable shorter round voyages for Arc7-ice class Arctic LNG carriers of the Christophe de Margerie series, which increases the efficiency of their operation and consequently of the project in general.

Two conventional LNG carriers operated by SCF group, Pskov and SCF Melampus, are expected to be engaged in STS-operations for Yamal LNG.

Earlier in August 2018, Pskov successfully delivered the first LNG cargo produced at the second Yamal LNG train from Sabetta.

Ice-breaking LNG carrier completes first ship-to-ship transfer operation in Norway - MOL

Mitsui OSK Lines (MOL) announced that the ice-breaking LNG carrier Vladimir Rusanov, which is jointly owned by MOL and China COSCO Shipping Corporation Ltd (China COSCO Shipping), has successfully completed the first ship-to-ship transfer (STS) operation at Honningsvåg, Norway.

On November 24, Vladimir Rusanov, which started LNG transportation services for the Yamal LNG project in March, completed unloading of Yamal LNG cargo to a lower ice class LNG carrier named Pskov. The two vessels were directly moored alongside each other during the STS operation in the calm sheltered waters of Honningsvåg. The fact that neither vessel was moored to the jetty was a unique feature of this STS operation.

Without this STS operation, the ice-breaking LNG carrier would have been required to navigate to a LNG receiving terminal in continental Western Europe, necessitating more than two weeks navigation for the round trip. However, by carrying out this open sea STS operation at Honningsvåg, the carrier was able to shorten by approximately a week the time needed to transport its cargo, enabling the vessel to carry out more frequent cargo lifting from Sabetta, where access by non-ice-breaking vessels is limited in the winter period. Immediately after completion of the STS operation, the ice-breaking LNG carrier headed back to Sabetta for her next cargo loading.

Vopak expands equity in LNG infrastructure in Pakistan

Reuters quoted global independent tank storage company Vopak as saying that it will increase its stake in liquefied natural gas (LNG) infrastructure in Pakistan, as the South Asian country turns to LNG imports to curb energy shortages. It will acquire a 44 percent stake in total in Elengy Terminal Pakistan Ltd, whose subsidiary owns the South Asian nation's first liquefied natural gas (LNG) import facility. The acquisition will involve separate transactions with International Finance Corp (IFC) and Engro Corp and includes a 29 percent stake the company said it would buy in July.

Vopak said in a statement that the purchase is subject to conditions including regulatory and shareholder approvals, and is expected to close in the first quarter of next year.

Elengy Terminal Pakistan's subsidiary Engro Elengy Terminal owns an LNG facility which is located at Port Qasim in Pakistan, adjacent to the Engro Vopak chemical terminal. The facility has been in operation since 2015 and is the first LNG import facility in Pakistan.

It said that "Pakistan is a market with more than 200 million people and has a growing energy demand in which the share of gas is expected to increase. Gas is mainly used for power supply for the growing population, industrial usage and as feedstock for fertilizers."

Russian to invest USD 4 billion to build Arctic port along Northern Sea Route

Russia Today reported that plans for building a sea port in on one of Russia’s northernmost areas have been brought back to life. The USD 4 billion project in the Nenets region is key to the country’s strategic plan to open shipping in the Arctic. The project has reportedly been included in Moscow’s list of major investment projects on transport and infrastructure development. The new port, which will be located in the small Nenets settlement of Indiga, will be operated year-round. The annual cargo turnover is set to reach 70 million tons, 50 million tons of which will account for coal shipments, extracted from Russia’s biggest coal mining area in the Kuznetsk Basin, located in southwestern Siberia.

However, the sea port will be financed by both private investors and state support. Private investors are expected steer RUB 60 billion into the project with the remaining RUB 198 billion to be provided by the Russian government. The new northern port will require the creation of necessary land-based infrastructure. The project is planned to include construction of a new railroad connecting Indiga with the Western Siberian city of Surgut.

The idea to build a sea port in the Indiga settlement is not a new one. According to the previous plan, the port was destined for exports of liquefied natural gas, but Russian state energy giant Rosneft failed to obtain a permit and the project was frozen.

Prelude FLNG production to start at end-2018 - Shell

A spokeswoman told Reuters that Royal Dutch Shell expects production at its Prelude floating liquefied natural gas (LNG) unit to start at the end of the year. "We continue to progress Prelude towards operations, with safety and quality being our main focus We expect to see production around the end of the year," she told Reuters in an emailed statement. Prelude - which will process natural gas produced offshore northern Australia and export it as LNG - is expected to have an annual LNG production capacity of 3.6 million tonnes. It will also produce 1.3 million tonnes a year of condensate and 400,000 tonnes a year of liquefied petroleum gas (LPG).

Shell first decided to go ahead with the project in 2011. After long delays, it introduced gas to the 490 metre-long (1,600 ft-long) Prelude FLNG for the first time earlier this year as part of the cooling process before start-up.

It subsequently received a second LNG cargo in early October, Refinitiv Eikon data showed. Before an LNG project goes into commercial operation, a cargo is typically imported to cool down its production train.
